The CRDP is a broad-based rural policy intervention instituted by the National Department of Rural Department and Land Reform (DRDLR). Evaluations of public programmes are conducted with the aim of assisting the government to improve their policy decisions and practices. The case study is the Mvezo Bridge and access road project that links the Mvezo Village to the N2. The study constructs a theory-driven approach by conducting a situation analysis of the CRDP and develops a logic model of the case study as an evaluation framework.

Observations − Places, buildings, structures and equipment Ex-President Nelson Mandela was born in Mvezo in 1918. As a toddler, he moved with his parents to Qunu to join other relatives. The Nelson Mandela Museum consequently has three precincts, located in Mthatha, Qunu and Mvezo. These places have high heritage significance at all levels for their social, cultural and spiritual values. The proposed N2 – Mvezo link road and bridge will not affect the Eastern Cape-Mbashe, Coffee Bay, Mvezo-Nelson Mandela Museum at Mvezo directly, but will have indirect positive impacts on the place by facilitating visitor access and local economic empowerment. − Archaeological sites The proposed bridge across the Mbashe River on route Alternative 1 is located within and adjacent to the river floodplain, which has been ploughed extensively for agricultural crop production.

    Comprehensive Rural Development Programme PROGRESS REPORT MARCH 2011 1 Comprehensive Rural Development Programme Report March 2011 1. INTRODUCTION This report outlines the progress made in implementing the Comprehensive Rural Development Programme (CRDP) since its inception in August 2009 to March 2011. 2. BACKGROUND The new Department of Rural Development and Land Reform has been given the mandate by the President of South Africa to develop and implement a Rural Development Programme throughout the country. To achieve this mandate the Department embarked on developing a fresh approach to rural development. The programme focuses on enabling rural people to take control of their destiny, with support from government, and thereby dealing effectively with rural poverty through the optimal use and management of natural resources. This will be achieved through a co-ordinated and integrated broad-based agrarian transformation as well as the strategic investment in economic and social infrastructure that will benefit entire rural communities. The programme will be successful when it becomes apparent that “sustainable and vibrant rural communities” are developing throughout South Africa and there is social cohesion and development. A three pronged strategy to ensure that the Department achieves its objective are: 1. Agrarian Transformation: this includes increasing all types of agricultural production; optimal and sustainable use of natural resources; the use of appropriate technologies; food security; and improving the quality of life for each rural household. 2. Rural Development: At the heart of rural development is that rural communities become vibrant socially and economically through optimal utilization of natural resources; infrastructure is developed and revitalised; communities become socially cohesive through social facilitation and mobilisation; job creation models implemented.

GeoJournal of Tourism and Geosites, 26(3), 974–992. https://doi.org/10.30892/gtg.26323-411 Abstract: Peripheral tourism is a major theme for tourism scholars. This article contributes to the expanding international debates and writings surrounding ‘tourism in peripheries’ and of peripheral tourism development. It applies a longitudinal research approach towards the evolution of tourism in one particular marginal tourism region in the global South. The geographical focus is South Africa where the space economy exhibits a core-periphery structure. The paper traces the trajectory of tourism development which has occurred in one peripheral region of the country. The case study is of King Sabata Dalindyebo Local Municipality in Eastern Cape province. This is an area of particular interest as it incorporates much of the territory that was the former Transkei homeland. The discussion shows that the historical growth of different forms of tourism in this municipality exhibits marked differences between its inland and coastal areas. Importantly, the contemporary tourism economy of this peripheral region shows signs of serious decline despite tourism being acknowledged as one of key drivers for local development.
