LAX Chief Pilot Office Newsletter LAX Chief Pilot Office Newsletter August 2015 In this issue… Pending LAX 10-7 Green Page Updates Hail and Farewell Chief Pilot Gary Cabriales Welcome Mike Levis Save the Date Kudo Corner Anniversaries Contact Information “Pending” LAX 10-7 Green Page updates We have three pending updates to our 10-7 Green Pages that will be published with the next Jeppesen revision. The first two changes are changes in support of our FOC (Flight Ops Coordinator) Program. Our FOC will be available in the ramp tower daily from 0830-1400 and 1500-1800. At other times of the day, the ACC Ramp Tower personnel will man the frequency. Here are the pending changes: Page 10-7A – “All aircraft must contact Delta Operations after landing on 130.1 to confirm gate assignment.” Page 10-7C – “Gate Confirmation • After landing, contact Delta Operations to confirm gate assignment. • Monitor Delta Operations frequency until approaching assigned gate or alleyway.” In order to record accurate “BLOCK IN” times, the following was added to our parking guidance: Page 10-7C – “Parking at all Gates - All aircraft leave parking brake set after gate arrival.” Finally, we have additional guidance regarding VHF frequencies to use to contact SFO ARINC in order to obtain HF frequencies for the ocean crossing: Page 10-7B – “Oceanic Departures • Westbound Oceanic Departures - Using only the published VHF (128.9 on ground, 131.95) when airborne) or HF frequencies (do not use telephone), contact SFO ARINC to obtain primary and secondary HF frequencies.” Please don’t hesitate to contact us if you have any questions or would like to provide feedback. Please Ensure Your Green Slip Requests are Up-to-Date You are all aware of the tight staffing that we are experiencing system-wide. Most of the tight staffing is in the First Officer categories and LAX is no exception. We are seeing a number of Green Slips go out to both Captains and First Officers in the 7ER and 73N categories. Please review PWA Section 23 (Scheduling), Paragraph Q (GS and GSWC) to understand how important it is to have your GS preferences up-to-date. 1 The biggest “gotcha” is when you have a “blanket” GS request and you are then assigned a GS. These GS Awards are not a “proffer” request to fly. Thank you for helping Crew Scheduling by aligning your GS requests with your actual days of availability. Chief Pilot Gary Cabriales “Hail and Farewell” With Gary transitioning back to full-time line flying in August, all are welcome to join in a thank you celebration of Gary’s three years of service to the LAX Pilot group. A Note of Thanks from Gary As I return to the line, I want to express my deep appreciation to each and every one of you. I have witnessed firsthand the optimism, enthusiasm, leadership and dedication that each of you demonstrate on a daily basis. The Delta difference has always been its people, and the reward for working in the CPO is being surrounded by awesome people! Getting to know many of you on a more personal level has been a huge blessing. It has truly been an honor and a pleasure to serve you during the past three years. Working alongside the “A Team” of Dave Weir, Kevin Teel and Patti Harling has been a tremendously rewarding experience as well. We know that every goodbye brings a new hello and the LAX pilot group is in good hands with Mike Levis at the helm. May you continue to enjoy “bright skies, calm air and smooth landings!” Aloha! I’ve spent the last few weeks shadowing Gary and have come to realize just how much work he has done day in and day out to help fellow Delta pilots. I want to be the first to thank Gary for the outstanding job he's done. The Los Angeles pilot group has been blessed with a series of great Chief Pilots and I hope that I can live up to the high standards they have set. As I transition into my new role, I want to spend as much time as possible in the lounge. If you see me out there, please stop and introduce yourself. I’m excited about Delta’s future, I’m excited about the Los Angeles Pilot Base, and I’m ready to get started doing my absolute best to serve you, the Los Angeles pilots From LAX Line Safety Coordinator Captain Guy Cadaing LAX DEPARTURES 250KT SPEED RESTRICTION: We continue to have flight crews who have been identified as not complying with the 250 KT speed restriction that is depicted on LAX departure SID’s. Listed below are the LAX departure SID’s that have a speed restriction depicted in a “not so obvious” location on the departure chart (SPEED: MAINTAIN AT OR BELOW 250KT UNLESS OTHERWISE DIRECTED BY ATC). To avoid a possible violation, take note of any speed restrictions on your assigned departure SID. To serve: contact Mike, Dave, or Patti or sign-up on the poster in the lounge Kudo Corner Letter received by your LAX CPO says it all: “My name is Hans Unvericht and I am a Police Officer for the City of Glendale, Arizona. I would like to tell you about one of your incredible employees who lives in our city. His name is Tim “Hoag” Williams. On June 24, 2015 Captain Williams was awarded a certificate of recognition by the Command staff of the Glendale Police Department for his outstanding community service. I nominated Captain Williams for this award. In the summer of 2013, Captain Williams came home and was driving into his driveway when he stopped for an elderly woman who was pushing a grocery cart. She was later identified as Alice Brimhall, a 90 year-old British Immigrant who got lost on her way home from the grocery store. The temperature was the typical 110-115 degrees Fahrenheit. Captain Williams took time to talk to her, found out that the lady took a wrong turn and appeared to be several miles away from her home. He comforted her, loaded her groceries into his truck and drove her home. Upon arriving there he discovered that Alice was living by herself, abandoned by her family. During the course of the next two years Captain Williams has “adopted” Alice and continues to care for her. During the summer of 2014, I was dispatched to the home of an elderly lady as a result of a call from a concerned neighbor. As I stepped into the living room of the house, I was shocked by the elevated temperature in the house. I saw a 10 foot ladder set up and at the top of the ladder was a man installing new smoke detectors. That man was Captain Williams and this was Alice’s house. Captain Williams had gone to the local Home Depot store and purchased several new smoke detectors with his own money. On his own free time he was installing the smoke detectors. This kind and generous act by Captain Williams was solely to ensure the safety of Alice’s home. 3 In my 20 years of service, this was one of the kindest acts by a very generous man who wanted no recognition for his help. Alice has some dementia and is very happy when someone comes and spends some time with her. Captain Williams has taken care of Alice as if she was his own mother. I was touched to see the Delta Air Lines wings pinned to the front of Alice’s dress when I arrived at the house. Captain Williams sets a great example by his selfless efforts to serve others. I think you and your company should be very proud of this terrific employee. He sets the bar high when it comes to customer service.

    Ends Versus Means: The 6th Special Operations Squadron and the Icarus Syndrome by Wray R. Johnson, PhD Lieutenant Colonel, USAF "Why can’t they buy just one airplane and take turns flying it?" Calvin Coolidge In October 1994, Air Force Special Operations Command (AFSOC) fielded the 6th Special Operations Squadron (6 SOS), the first-ever USAF squadron dedicated to the foreign internal defense (FID) and coalition support mission areas. In the Spring 1997 issue of Airpower Journal, the author of this study detailed the underlying concept and development of this unique squadron in an article entitled "Whither Aviation Foreign Internal Defense?", bemoaning the fact that only "two aged UH-1N helicopters— originally en route to the boneyard—have been assigned to the squadron."1 Now, over a year later, the 6 SOS remains equipped with these same helicopters.2 The question, then, is why? More importantly, what is the moral of the 6 SOS in terms of the larger implications for Air Force special operations forces (AFSOF) and the US Air Force? The answers to these questions are complex and not encouraging, but can be summed up in what RAND Corporation analyst Carl Builder termed the "Icarus Syndrome." In his controversial book of the same name, Builder argued that the Air Force has abandoned the concept of airpower as a unifying theory regarding the employment of the air weapon. Albeit limited in its classical sense to the independent and strategic employment of the inherently offensive nature of the airplane, original airpower theory at least provided a sense of purpose greater than simply satisfying the "aviator’s abiding love of flight and flying machines." According to Builder, "the theory of airpower—the idea of aviators unified in a cause much larger than themselves—was originally conceived around the airplane as a new means to broad and important ends." Today, however, this guiding principle has been turned on its head.
