he National Assembly has been unusually peaceful, and it appears most Nigerians are taking it for granted. We could not have forgotten the customary topsy-turvy relationship between the Executive and T legislative arms. It used to be a norm for the two arms to be at loggerhead at the expense of the public good. For nearly two decades, 's democracy has been postmarked by counterproductive OFFICIAL MONTHLY JOURNAL OF THE APC/PGF posturing between the Presidency and the lawmakers, even when the October - November 2020 majority of them are from the same governing party who ought to be prosecuting the same manifesto. This has gone on for so long that many Nigerians believe it was the ideal. n less than two years of his emergence as the Senate I President, Senator Ahmed Ibrahim Lawan has, unarguably, brought a fresh vista of vibrancy and purposefulness to Nigeria's legislative business. In this interview with The Progressives team, he speaks on the Senate’s scorecard under his watch, the successes of the APC-led government and other national issues

How would you assess the performance of the Senate under your leadership thus far?

I would wish someone else would assess the Senate rather than me, because it is only logical that one cannot be a judge in his own case. First of all, it is only reasonable that I start by thanking Almighty God for giving us the opportunity to serve in this current 9th Senate. Secondly, I want to thank our leader, President Muhammadu Buhari and the leadership of this party (APC) for making sure that we remain focused and are able to deliver the successes we have recorded as a government since the 2019 general elections. Thirdly, I want to thank my colleagues in the APC caucus, who voted for me to be the Senate President and also equally voted for our party's candidate as the Deputy President of the Senate. And of course because this is a bipartisan Senate, I want to thank my colleagues from the opposition parties. When we came in, in 2019, there were about 44 PDP senators and one senator from the (YPP). I got 79 votes in the election to become the Senate President, which clearly shows I received a bipartisan support. And I promised at that time that we are going to run the Senate in a very bipartisan fashion, that Nigeria would also be of utmost concern to us and that in everything we do, Nigeria's interest would remain paramount regardless of our political platforms. And to a very significant extent, we have remained focused; we have not wavered. From 2019 to date, we have experienced calm; we have experienced focus; we have experienced purposefulness, commitment and the sustained desire to work with the Executive arm of government to ensure that we are able to, together, work for Nigerians. Nigerians voted for us, because they were optimistic that working together, we can bring relief to their lives. That has not come without a price. Some people understand an active legislature to be one that is always fighting with the Executive arm of government. That is a matter of perception. You may fight and not deliver anything. You may not fight, protect your turf and still be able to provide what the citizens want. And that is the path we have chosen to follow; that we would work with the Executive arm of government in a very purposeful manner and in the process, would not in anyway compromise our independence. I'm using the word 'independence' very cautiously, because I believe there is too much interdependence between the two arms of government than independence, which is an extreme word in a democracy like ours which runs a presidential system of government.

In the Senate and indeed, in the National Assembly, we consider this to be one of our great legacies, going forward throughout this tenure, for us to reverse the budget cycle to January to December; for us to achieve the level of implementation that we have achieved so far this year and making things better, providing for infrastructure, providing for services. We would not do anything that would bring back the budget cycle to the past period of unpredictable cycle and uncertainty. So, we are going forward. But also within the last one year or so, we have been able to pass and make confirmation requests from Mr. President, which previously, was an issue. Many issues that relate to the clamour for restructuring require constitutional amendment. On the part of the 9th Senate, what are you doing in this regard?

Our Constitution Review Committee (CRC) headed by the Deputy President of the Senate has been working in the last four to five months. We inaugurated the committee quite early and Nigerians have the opportunity to come and talk about any issue they feel very strongly about for amendment in the Constitution. This is an opportunity Nigerians must not lose. There is no point for anyone to hide in one corner and be saying he wants restructuring without taking the necessary steps to achieve it. If you are asking for a new Constitution, it is the duty of the National Assembly to do that, but at the moment, we are not writing a new Constitution; we are only amending the 1999 Constitution and therefore, let's start from there. As we move on and as the country grows and faces new challenges, so would there be the need to continuously amend the Constitution. I believe Nigeria should work for all Nigerians and the people must be given all the opportunities that this country can give them irrespective of ethnic or religious persuasion. The only qualification required is for you to be a Nigerian. As leaders, we should think of how to make Nigeria better today and tomorrow. Some of the projects and programmes that we need to promote should be those that would make life better. I believe we should make the economic and political environment work and provide opportunities for everyone. This is necessary, because the economy defines to a large extent the security situation and vice-versa. We must improve the security situation to ensure peace and ensure every other economic activities is taking place without hindrance. So, we must continue to work hard to making sure that we create that conducive atmosphere to make our businesses and the people prosper.

How Nigeria will exit recession early Despite Nigeria's recent slide into recession, the country's economy did better than many global economies. Edegbe Odemwinge reports

Following the economic slowdown caused largely by the severity of the global Covid-19 pandemic, Nigeria is poised to exit its second recession in five years within a short time, as several measures lined up by the Federal Government shows. Notably, the decline in the nation's Gross Domestic Product (GDP) came after 12 consecutive quarters of positive growth.

While the Peoples Democratic Party (PDP) was in power, the zone remained true to the centre losing two states respectively in 2006 and 2011 respectively, but still retaining a notable presence in these states that were won by the All Progressives Grand Alliance (APGA). Had the 4,985,246 votes from the region gone to Muhammadu Buhari's CPC in the 2011 elections, the clear cut victory of President Goodluck Ebele Jonathan in the 2011 elections would not have occurred.

Even with the humongous support given to the PDP by the region, the South East had nothing to show for it, with a number of its key infrastructural projects either abandoned or totally neglected!

In fact, as of October 2020, Nigeria ranked 185 out of 193 countries in the Inter Parliamentary Union (IPU) rankings regarding the percentage of women in national parliaments.

The situation was such that in the last general elections for instance, only 11.2 percent females made it to the National Assembly. In the current 9th Senate, there are only nine women out of 109 senators, while at the House of Representatives, there are only 11 female members out of 360.

On its part, the Independent National Electoral Commission (INEC) in its 2019 election report painted a gloomy picture of female participation in that year's general elections.

The Commission in the 125-page report entitled 'Review of the 2019 General Election: Report of the Commission's Retreats and Stakeholder Engagements,' noted that only 13 percent (3,163) of candidates who vied for different positions in the 2019 general elections were women, leaving the balance of 87 percent (21,190) for men, out of a total of 24,353 contestants.
