Shri Mukhtar Abbas Naqvi (Minister of State in the Ministry of Minority Affairs and Minister of State in the Ministry of Parliamentary Affairs) laid on the Table a copy each (in English and Hindi) of the following Ordinances, under sub-clause(a) of clause (2) of article 123 of the Constitution:— (i) The Coal Mines (Special Provisions) Second Ordinance, 2014 (Ordinance No.7 of 2014), promulgated by the President on the 26th of December, 2014; (ii) The Insurance Laws (Amendment) Ordinance, 2014 (Ordinance No.8 of 2014), promulgated by the President on the 26th of December, 2014; (iii) The Right to Fair Compensation and Transparency in Land Acquisition, Rehabilitation and Resettlement (Amendment) Ordinance, 2014 (Ordinance No.9 of 2014), promulgated by the President on the 31st of December, 2014; (iv) The Citizenship (Amendment) Ordinance, 2015 (Ordinance No.1 of 2015), promulgated by the President on the 6th of January, 2015; (v) The Motor Vehicles (Amendment) Ordinance, 2015 (Ordinance No.2 of 2015), promulgated by the President on the 7th January, 2015; and (vi) The Mines and Minerals (Development and Regulation) Amendment Ordinance, 2015 (Ordinance No.3 of 2015), promulgated by the President on the 12th of January, 2015. The Bill was passed by the Houses of Parliament during the Two Hundred and Thirty Second Session of Rajya Sabha and was assented to by the President on 31st December, 2014. 19 RAJYA SABHA Shri Arun Jaitley (Minister of Finance, Minister of Corporate Affairs and Minister of Information and Broadcasting) laid on the Table a copy each (in English and Hindi) of the following papers, under article 281 of the Constitution:— (i) Report of the Fourteenth Finance Commission (Volumes I & II), December, 2014; (ii) Explanatory Memorandum on the action taken on the recommendations contained in the Report of the Fourteenth Finance Commission. 11-03 a.m. 3. Statements regarding Ordinances (i) Shri Arun Jaitley, Minister of Finance, Minister of Corporate Affairs, and Minister of Information and Broadcasting, laid on the Table, a Statement (in English and Hindi) explaining the circumstances which had necessitated immediate legislation by promulgation of the Insurance Laws (Amendment) Ordinance, 2014. (ii) Shri Radhakrishnan P., Minister of State in the Ministry of Road Transport and Highways and in the Ministry of Shipping, laid on the Table, a Statement (in English and Hindi) explaining the circumstances which had necessitated immediate legislation by promulgation of the Motor Vehicles (Amendment) Ordinance, 2015. (iii) Shri Piyush Goyal, Minister of State (Independent Charge) of the Ministry of Power, Ministry of Coal and Ministry of New and Renewable Energy, laid on the Table, a Statement (in English and Hindi) explaining the circumstances which had necessitated immediate legislation by promulgation of the Coal Mines (Special Provisions) Second Ordinance, 2014. 11-04 a.m. 4. Resignations by Members The Deputy Chairman made the following announcement in the House:— ―I have to inform Members that the Chairman had received letters from Shri Mohammad Shafi and Shri Srinjoy Bose, Members, representing the State of Jammu & Kashmir and West Bengal, resigning their seats in the Rajya Sabha. The Chairman had accepted their resignations with effect from the 12th of January, 2015 and 5th of February, 2015, respectively.‖ At 2-00 p.m. 20 24TH FEBRUARY, 2015 11-05 a.m. 5. Recommendations of the Business Advisory Committee The Deputy Chairman informed the Members that the Business Advisory Committee in its meeting held on the 23rd February, 2015 has allotted time for Government Legislative and other Business, as follows:- BUSINESS TIME ALLOTTED 1. Motion for annulment of Notification Two hours No.24/2004-Central Excise, dated the 2nd December, 2014, seeking to further amend Notification No.12/2002-Central Excise, dated the 17th March, 2012, seeking to increase the Basic Excise Duty (BED) on unbranded petrol, branded petrol, unbranded diesel and branded diesel 21 RAJYA SABHA 11-06 a.m. 6. Report of the Select Committee on the Repealing and Amending Bill, 2014 Shri Bhupender Yadav presented a Report (in English and Hindi) of the Select Committee on the Repealing and Amending Bill, 2014. @11-56 a.m. 7. Matter raised with permission Shri Shantaram Naik raised a matter regarding murder of Shri Govind Pansare, an activist and social worker. Shri D. Raja also spoke. 12-00 noon. 8.
