INTRODUCTION

Manipur University, established under the Manipur University Act, 1980, came into existence on June 5, 1980. It became a Central University on October 13, 2005, under the Manipur University Act, 2005, passed by the Parliament. The main objectives of the University are to disseminate and advance knowledge by providing instructional and research facilities; to make provisions for integrated courses in humanities, natural and physical sciences, social sciences, forestry and other allied disciplines in the educational programmes; to take appropriate measures for promoting innovations in teaching-learning process, inter- disciplinary studies and research; to educate and train manpower for the development of the country in general and the North Eastern Region in particular; to pay special attention to the improvement of the social and economic conditions and welfare of the people of the State, and also to enhance their intellectual, academic and cultural development. Located in the historic Canchipur, the University has a campus of 287.53 acres with scenic surroundings. The campus is endowed with historical and cultural places like the Rasmandal, the place where the famous Ras Lila was performed during the reign of Rajarshi Bhagyachandra, and the Langthabal Konung (Palace), where King Maharaja Gambhir Singh, who liberated Manipur from the Burmese, took his last breath. Canchipur is also the birthplace of Dr. Lamabam Kamal Singh, a renowned poet of Manipur.

Rules and Regulation Eligibility criteria for admission to Ph.D. programme

Subject to the conditions stipulated in the Manipur Unviersity PhD Ordinance, 2017, the following persons are eligible to seek admission to the Ph.D. programme: 1 Candidates for admission to the Ph.D. programme shall have a Master’s degree or a degree declared equivalent to the Master’s degree by the corresponding statutory regulatory body of this University, in a relevant subject, with at least 55% marks in aggregate or its equivalent grade ‘B’ in the UGC 7-point scale (or an equivalent grade in a point scale wherever grading system is followed) or an equivalent degree from a foreign educational Institution accredited by an Assessment and Accreditation Agency which is approved, recognized or authorized by an authority, established or incorporated under a law in its home country or any other statutory authority in that country for the purpose of assessing, accrediting or assuring quality and standards of educational institutions. 2 A relaxation of 5% of marks, from 55% to 50%, or an equivalent relaxation of grade, may be allowed for those belonging to SC/ST/OBC (non-creamy layer)/ Differently-abled and other categories of candidates as per the decision of the UGC from time to time, or for those who had obtained their Master’s degree prior to 19th September, 1991. The eligibility marks of 55% (or an equivalent grade in a point scale wherever grading system is followed) and the relaxation of 5% to the categories mentioned above are permissible based only on the qualifying Procedure for admission marks without including the grace mark procedures.

1 The University shall admit a student to the Ph.D. programme through an Entrance Test to be known as Qualifying Entrance Test (QET). However, QET may be exempted for the candidates who fulfill one of the following conditions: (i) A candidate who has qualified UGC-NET (including JRF)/ UGC-CSIR NET (including JRF)/ DBT-JRF/BET/SET/SLET/ GATE/ Teacher Fellowship holder or has passed M.Phil. Programme or has obtained DST INSPIRE Fellowship. (ii) A regular employee of any university/ institution/ college/ government department/ public sector undertaking/ R & D organization with at least 2 years of experience, who can obtain No Objection Certificate (NOC) from his/her employer for pursuing the Ph.D. programme with an undertaking that he/she will be relieved from duty during the Ph.D. course work period, if selected for the Ph.D. programme. India and who is sponsored by his/her government. (iv) A self-financing foreign national who is admitted through the Embassies/ High commission of his/her country or admitted under a MoU with due clearance from the Indian Missions abroad. (v) A candidate who is already registered as a Ph. D. scholar in some other university/institution and whose supervisor joins this University. Such a candidate, if selected for the Ph.D. programme, shall be required to work under the same supervisor and governed by all provisions of the PhD Ordinance except exemption, under the provision of Clause 8.8 of the Ordinance 2017, from undergoing the Ph.D. course work. 2 The QET shall be of 2 hours duration. The syllabus of the QET shall be the same as prescribed for the PG programmes of the University. The question paper shall carry 100 marks and consist of Multiple-Choice Questions (for 50 marks) and Short-Answer Questions (for 50 marks). The qualifying marks for the QET shall be 50% irrespective of reservation.The result of the QET shall remain valid for one year or till the next QET is held whichever is earlier. 3 The QET qualified candidates and those candidates exempted from QET shall appear in an Interview to be conducted in the respective department. 4 The Interview shall carry 50 marks. It shall consist of two components, viz., a presentation on a research proposal of his/her choice (20 marks) and personal interview (30 marks). The research proposal need not be related to the work that the candidate may actually carry out if registered for Ph.D. 5 The Interview shall consider the following aspects for determining his/her research aptitude and motivation, namely whether: a) the candidate possesses the competence for the proposed research; b) the research work can be suitably undertaken in the Department; c) the proposed area of research can contribute to new/additional knowledge. 6 The Interview may be held twice in a year preferably in August/ September and Academic index February/March, subject to availability of seats as determined by the BSD.

Academic Index of all the candidates called for the Interview shall be calculated as per the breakup given below: a) (i) 10 marks for the candidates who secured 75% marks and above at PG Examination; (ii) 8 marks for the candidates who secured 60 % marks and above but less than 75% marks at PG Examination; PhD Prospectus 2017-18

(iii) 6 marks for the candidates who secured less than 60 % marks at PG Examination; b) 10 marks for the candidates who have qualified NET of UGC/UGC-CSIR or GATE/ SLET/SET/BET or QET of this University or have passed M.Phil. programme or are employee candidates covered by Clause 4.1(ii) of the PhD Ordinance, 2017 c) 20 marks for the candidates having fellowships (like JRF of UGC/UGC-CSIR, JRF of DBT, DST-INSPIRE), Teacher fellowship (like FIP of UGC/State Government) holders: FinalProvided selection that either (b) or (c) shall be used as per entitlement of the candidate.

1 The final selection of candidates for admission to Ph.D. programme shall be on the basis of total marks scored in the Interview and the Academic index. However, in respect of candidates from foreign countries, the admission to the Ph.D. programme shall be solely on the basis of their performance in the interview to be conducted as per Clause 4 of the PhD Ordinance, 2017 and their selection is at the discretion of the BSD concerned. 2 The selected candidates shall be required to pay the prescribed fees on production of an Admission Slip to be issued by the Head of the Department. The date of payment of fees shall be treated as the date of provisional Ph.D. Allotment of Ph.D. Supervisor registration.

1 Just after declaration of the final selected list, the Head of the Department shall display a list of teachers of the Department together with their research areas and the availability of vacant seats under each teacher, on the Notice Board of the Department. A provisional Ph.D. student should obtain a letter of consent from a teacher of his/her choice and submit the letter to the Head of the Department within one week of declaration of the final selected list. 2 The allocation of Research Supervisor for a selected candidate shall be decided by the concerned BSD taking into consideration the number of scholars per Research Supervisor, the available specialization among the Supervisors and the research interests of the candidates as indicated by them at the time of interview. 3 The BSD shall formally allot a Ph.D. supervisor (and a Co-Supervisor, if required) for a provisional Ph.D. student, keeping in view the mutual consent and the facilities/expertise available with the Supervisor for undertaking the proposed research topic. 4 Final registration for Ph.D. programme with chosen research topic shall be done after successful completion of Ph.D. course work. How to Apply :

i. Duly filled in application forms (in duplicate) along with the relevant enclosures (also in duplicate) shall be submitted to the Head of the Department concerned. ii. Incomplete applications or applications received after the last date owing to postal delay or otherwise may be summarily rejected. iii. A candidate who desires acknowledgement of the receipt of his/her application is advised to submit a stamped, self-addressed, postcard along with the application. iv. Application should be accompanied with Blood Group Certificate. This certificate may be obtained from the Department of Anthropology of the University on Enclosures to be Submitted along with each application for admission: payment of Rs.50/-.

A. Two self attested photo copies of High School Leaving Certificate, Higher Secondary or an equivalent examination certificate showing the age of the candidate. B. Two self attested photo copies of the mark-sheets and certificates of each examination passed by the candidate from HSLC or Higher Secondary or equivalent examination onwards. C. Two self attested recent passport size photographs of which one is to be pasted on the Application Form in the space provided for it. D. Self attested photo copies of Scheduled Caste/Scheduled Tribe/Other Backward Class certificates should be submitted by SC/ST/OBC candidates. E. A Migration Certificate from the University last attended. A candidate who is not in a position to attach a Migration Certificate to the application shall produce it N. B.:as early as possible, but not later than three months after admission into PhD programmes. Final selection will be subject to the production of original mark-sheets, Reservations: certificates, NoC and other relevant documents.

i. Seats for SC/ST/OBC/PWD candidates are reserved as per norm. Those who have secured marks above the level up to which general category students are admitted, shall not be counted towards reserved quota at all and shall be included in the general merit list of admission. ii. 3% of the seats in each discipline are reserved for PWD candidates. Candidates who wish to avail this should produce a certificate from the competent authority (vide Ministry of Social Justice & Empowerment, Govt. of India’s letter No. DL/ A/C CD/2002 dated I2.11.2002).

iii. Preference may be given to the students of other states (by domicile) to the extent of at least 20% of the prescribed seats in the Department of Life Sciences/ Chemistry/Physics/Manipuri under the Special Assistance Programme of the Important Dates : University Grants Commission. 1 As per Notification

How to reach Manipur University :

Imphal can be reached by air/road. Daily air services are available from Kolkata, Delhi, Guwahati, Silchar and Aizawl. The nearest railhead is Dimapur. One can reach Imphal from Dimapur by bus/air. There are numerous tourist bus services available from Guwahati to Imphal. The University campus is only 7 km from the heart of Imphal city on the Indo-Myanmar Road (National Highway 39).
