Resolved that the Minutes of the Meetings held on 27th April and 18th May 1982, be approved as a correct record and signed by the Chairman.

380. CHAIRMAN' S ANNOUNCEMENTS

The Chairman of the Council congratulated two for-met Officers of the Council, Mr. David Thomason and Mr. David Williams, and presented them with Certificates for having passed the Final Part of the Professional Examination for CIPFA.

The Chairman urged Members! full support for the various events at the Rochford Fair at Clements Ball Sports Complex on 24th and 25th July 1982.

In connection with this Fair, the Chairman presented the winner of the 'Design a Cover for the 1982 Rochford Fair Programme' competition, Nick Jeffrey, a pupil of Sweyne School, with a ticket equivalent to a year's free swimming.

Two further prizes, which had been kindly donated by Lesneys, were presented to the runners—up, Daniel Nye, who attends the Grove Road Infants School and Steven Smith, from the Sweyne School.

The Chairman referred with pleasure to the Certificate which had been awarded to the Council in the National "Keep Britain Tidy" Campaign and he presented this to the Chairman of the Health and Housing Services Committee, Councillor L.K. Cope.

The Chairman thanked Members for supporting the recent sponsored cycle run undertaken by P.C's Nunn and Cunn which had raised approximately £1,200 for the provision of a form

382 LOCAL AUTIIORITIES (HISTORIC BUILDINGS) ACT 1962 — 3 — 15 SOUTH STREET, ROCRFORD (iUUTE)78/82)

The Chief Executive reported that the last Planning Services Committee had approved a 50% Conservation Grant towards the cost of works to the front of the Council offices.

The remainder of the finance for the works, £5,160, had now to be authorised before the scheme could actually start.

No separate estimate provision was made for the balance of the cost and it would be necessary for the Council to approve a virement of £5,160 between votes for this purpose.

Resolved that a virementtf £5,160 be made from the - Conservation Grants vote to Administrative BuildingsRepairs and Maintenance. (DOF).

The Committpe noted the report from the Director of Finance on House Purchase Loans arrears as at 31st May 1982. (612)

387. RENT COLLECTION AND ARREARS.

The Coniaittee noted the report from the Director of Health & Housing that current arrears stood at £18,732.75, that 2,365 tenants were clear or in credit and £32,349.92 was paid in advance. (618)

388. EXTERNAL REDECORATION 1982/83 (CIVIC PRIDE) (Minute 295/82)

The Director of Health & Housing reported that over the last two years variety had been added to the "street scene" by alternating suitable subtle colours for front doors and it was proposed to increase the number of combinations by allowing tenants a choice of several standard colours. It was also proposed to test a new proprietary paint system on undecorated rendering. Although costs were higher than a conventional system, the product was guaranteed and had been used successfully by other local authorities.

Resolved that the Director of Health & Housing be authorised at his discretion to undertake, within the overall estimate provision, the decoration of rendering where it would most benefit the appearance of the dwellings/estates.(331)(DIIFI)

389. PROVISION OF HOUSING FOR ELDERLY OWtIER/OCCUPIERS.

The Director of Health & Housing submitted the appended report on the problems of the elderly owner/occupiers, outlining the present system and suggesting some alternatives to assist the elderly. The Director also reported that a proposal had only recently been received from Second Multi Storey Housing Society Limited to develop a leasehold scheme at a site in Rayleigh. The Committee were asked to give their support in principle to the scheme. Members favoured the concept of leasehold schemes for the elderly and welcomed the alternative it offered in the provision of A.?. housing.

A Member suggested that consideration might also be given to helping one—patent families who had difficulty In maintaining their property.

In order to further assist requests for housing from A.P. owner/occupiers, the Committee agreed that any such applicant in medical category 'A' should be accepted on to the waiting list for rented accommodation and that any application from such a person in medical category 'B' should be decided by the Committee.

RECOMMENDED (1) That the Council makes provision in its 1983/84 alpS bid for the building of aged persons dwellings or for the acquisition of suitable existing properties for conversion to A.P. units for sale to elderly owner/occupiers by leasehold.

(2) That a further report be made on the likely demand for such a scheme and leasing arrangements.

(3) That support in principle be given to the proposal from Second Multi Storey Housing Society Limited to develop a leasehold scheme for the elderly at a site in Rayleigh.

(4) That (I) medical category 'A' A.P. owner/occupier applicants for Council sheltered accommodation be accepted on to the rented waiting list.

390. EMPLOYMENT, INDUSTRIAL AND COMMERCIAL DEVELOPMENT - INITIATIVE OF LOCAL AUTHORITIES (Minute 290/82).

The Committee considered a report from the Director of Health & Housing on the possibility of providing Council housing accommodation for key workers from outside the District. Whilst in favour of the principle of making such provision, a Members did not consider that any hard and fast policy guide— w lines could be laid down without first gaining some U u t J U Health & Housing Services.

391. INSTITUTE OF HOUSING CONFERENCE 1982.

The Director of Health & Housing submitted a full report on the above Conference attended by the Chairman of the Committee and himself. The Government uses this occasion, early in the new financial year, to make a policy statement on its attitude to housing.

Other matters of particular significance were the roles of elected Members and a demonstration of the Tunstall—Telecom Piper talk—back system for wardenS supervised schemes.

RECONNENDED That the Chairman of the Health & Housing Services Committee or his nominee be authorised to attend the Institute of Housing Conference 1983 together with the Director of Health & Housing. (218)(DHH)

392. HOUSING INVESTMENT PROGRAMME AND STRATEGY 1983/84 (HIPS)

The Committee received the appended report of the Management Team on the HIPS submission to the Department of the Environment.

P. RECONNENDED (1) That the revised Strategy Statement and the 1983/84 bid be approved.

(2) That the scheme of building for sale to elderly owner/occupiers referred to in Minute 389/82 above be submitted provisionally to the DoE and that the officers report further thereon after the recess.

(3) That the Management Team further review the Council's Strategy on the basis of the initiatives now being sought by the Government. (881)(MT)

393. SHOPS ACT 1950 — SUNDAY TRADING. ASSOCIATION OF DISTRICT COUNCILS.

The Director of Health & Housing submitted a letter from the ADC seeking the support of District Councils to the removal of controls on Sunday trading. Some Members felt that such a move would be wrong on religious grounds and against the interest of shop assistants. Most Members, however, were in agreement with the ABC that controls were outdated and unenforceable. llealth & Housing Services.

RECOMMENDED (1) That the Council supports the Association of Councils seeking the removal of all restrictions on 01t30 District Hmule' 4G6 Sunday trading. P. (2) That the Council conveys its support of the action by the Association of District Councils to the local Members of Parliament. (989)(DHll)

394. FOOD HYGIENE TRAINING COURSE.

The Director of Health & Housing reported that he had organised a successful Course in May which was attended by 28 persons. The Chairman of the Health & Housing Services Committee, Councillor L.K. Cope, had presented Basic Food Hygiene Certificates to 26 successful candidates. Similar courses were being planned for later this year and early next year and it was hoped that an Advanced Food Hygiene Course would be available in 1983. (23924)

395. PUBLIC HEALTH ACT 1936 SECTION 18 AGREEMENT — VESTING OF SEWERS WItH THE COUNCtL.

The Director of Technical Services reported that the sewerage schemes on the following Developments had been constructed under Section 18 Agreements and that in each case the work had been completed satisfactorily.

1. Malvern Estate, Hockley.' 2. Development adjacent to 91 Greensward Lane, Hockley. 3. Cotswold Lodge Estate, Rayleigh. 4. Sheridan Close Extension, Rayleigh. 5. Manor Road, Hockley. 6. Betts Farm Zone A, Hockley.

RECOMMENDED That the sewers on the above Estates be now vested with the Council. (11723)(DTS)

396. CIVIC PRIDE (Minute 321/82)

The Committee noted that a report was to be made to the Policy & Resources Committee on a site for an amenity tip in Rochford, that dumping in ditches would be included in the schools programme as part of the 'Keep Britain Tidy Systemt, that the Director of Health & Rousing was writing to all major farmers in the area seeking co—operation to avoid stubble burning at week—ends and that the replacement and increase of trees/shrubs in Rayleigh and Hall Road cemeteries was being considered by the Director of Technical Services. 397. ABC OIL REFINERY SUB—COMMITTEE.

The Chief Executive reported a request for a contribution towards the £130,000 cost of a five year study by Essex University on the development of techniques on monitoring oao Health & Housing Services.

atmospheric and aquatic dispersal. The Director of Health & Housing mentioned that the research would be undertaken at the Pitsea Landfill site which was remote from this District. No details of the study had been decided and the Committee thought the request premature.

Resolved that no action be taken on the request until more information is available. (4647)

398. KEEP BRITAIN TIDY SYSTEM (Minute 178/82)

The Committee noted the report of a meeting of the Local Steering Committee held on 26th May 1982 and congratulated the staff involved for the enthusiasm they were bringing to the Campaign. It was also noted that a report was to be made on the likely revenue from the proposed Bottle Bank scheme and on the disposal of plastic containers.

The Vice—Chairman mentioned that he would be looking further at the provision of litter bins at schools and the cost thereof. (313)(DTS)

399. CAGEFIELIJ ROAD, STANBRIDGE — ENVIRONHENTAL IMPROVEMENT.

The Director of Health & Housing reported that the parking problems on this older Council estate had been recognised for some time. The Area Highway Engineer, Essex County Council, had recently drawn the Council's attention to the obstruction of this narrow road by tenants and visitors cars and had pointed out the difficulties for emergency vehicles. Provisional estimates for a scheme to provide crossover and parking spaces for each property was in the region of £40,000.

P. REC0MENDED That a provisional sum of £40,000 be included in the 1983rn4 HIPS submission for environmental improvements to this estate. (7289)(DHLI)

400. COMMUNICATION FROM WYCHAVON DISTRICT COUNCIL

The Committee considered a request from Wychavon District Council calling on all District Councils to:—

(a) support early legislation prohibiting the use of lead in petrol. (b) press for removal of Sunday trading provisions.

The ABC view was that the problem of the presence of lead was not restricted to petrol and that a broad approach to the investigations should be adopted. As to the removal of the controls on Sunday trading, this would accord with the recommendation in Minute 393/82 above.

It was suggested that the Policy & Resources Committee might consider a programme for replacing any petrol driven vehicles in the Council's fleet with diesel engined plant.

r Health & lousing Services. . RECOMMENDED That the Wychavon District Council be advised that this Council:—

(1) supports the removal of controls on Sunday trading. (2) shares the view of the ABC that there should be a broad approach to the investigation into the presence of lead. (989) (CE )

401. LAND AT FRANCIS WALK, RAYLEIGH.

The Director of Legal Services reported that the owner of "Bramleys', Castle Terrace, Rayleigh, had requested the Council to sell part of its adjoining land at Castle Bank, Francis Walk, Rayleigh, to form part of an extended curtilage for "Bramleys".

RECOMMENDED That the Council sell to the adjoining owner 180 square metres of land at the District Valuer's valuation of £1,500 not imposing restrictive covenants, the disposal to be on such other terms and conditions as the Director of Legal Services shall require. (23861)(DLS)

402. EXCLUSION OF THE PUBLIC

Resolved that in accordance with Section 1(2) of the Public Bodies (Admission to Meetings) Act 1960, the public be now excluded from the meeting for the reason that publicity would be prejudicial to the public interest, the business about to be discussed being the subject of confidential reports.

403. ALARM SYSTEMS TO AGED PERSONS SCHEMES

The Director of Health & Housing reported in confidence on investigations he was pursuing into the updating of alarm systems in the Council's sheltered housing schemes for the elderly. Modern technology now provided much more sophisti- cated systems allowing voice communication with the tenant and 24—hour cover possibly through a single console linking the separate schemes. One such system, the Piper Alarm, had been demonstrated to Members the same evening.

The Committee accepted the need for modern equipment and asked for a further report on the alternatives available and for provision to be made in the Council's 1983/84 HIPS bid.

REPORT OF TUE DIRECTOR OF HEALTH AND HOUSING

PROVISION OF HOUSING FOR ELDERLY OWNER/OCCUPIERS

I. Introduction

This District has a very high proportion of owner/occupiers — approximately 92% of total households. Inevitably within this group there are a sizeable number of elderly persons who are or become financially and physically unable to maintain their existing homes. When this loss of independence arrives this group of ratepayers find that the Council is unable to assist them in a positive manner.

Consequently many of our elderly population are left in unsuitable accommodation with a financial millstone around their necks. Therefore many of these past—contributing members of society are forced to end their lives in solitude and relative poverty with a disproportionately highly valued asset depreciating through lack of care and maintenance.

2. Summary

The object of this report is to analyse the problem of the elderly owner/occupiers by outlining the present system and suggesting some alternatives which will assist them.

3. The Existing System

Elderly persons who apply for housing and who satisfy the residential qualification are divided into two groups:—

(a) Those who do not own their own homes

This group are visited and their need evaluated by the approved points system: priority being given for such things as shared facilities, lack of basic facilities and unsuitability of accommodation and location. Additional points are also awarded for medical grounds and environmental factors. Naturally the applicant with the greatest need will receive most points and be offered housing soonest.

(b) Owner/Occu_piers

This group are registered in date order and are nominated to local housing associations when their turn is reached. No assessment is made of housing need and it should be noted the housing associations may accept or reject whoever they please without informing the Council of the reasons for rejection. Where medical grounds are claimed the papers are submitted to the District Community Physician for assessment. Should the District Community Physician award his highest category a report is made to the Health and Housing Services Committee who invariably approve the applicant's inclusion on the waiting list for Council housing. The case is then pointed in the normal way

U 0 S 13 9 and invariably assistance is given very quickly as the District Community Physician's 'A' grading carries 50 points. Last year 10 cases were assisted in this fashion.

4. Alternatives to Existing Policy

Option 1. — Free—market Competition

The first alternative to the existing system is to assess every elderly applicant in exactly similar fashion irrespective of tenure. Thus owner/occupiers in unsuitable housing would be assessed with their renting peers irrespective of their financial assets. This system would ensure that those in greatest need were assisted first and that there would be no discrimination in favour of renting persons.

Considerations

(a) Rochford is a relatively affluent district and houses worth £40,000 are not uncommon. If a free market system is supported it is inevitable that the position of the Council as the housing authority of last resort will diminish. An elderly couple occupying a large isolated house may attract a large number of points. Instead of using their assets to purchase a smaller town centre bungalow they would be able to move to a subsidised Council flat. Thus they would be able to realise their financial assets only at public expense.

(b) Currently both the OAF waiting list and the owner/occupier list are the same size, i.e., 216 each. It is anticipated with the current building programme that by May 1987 the ordinary AP list will reduce to 134 and the owner/occupier list will increase to 535. In a free market situation the two figures would be simply combined, thus the list would increase from 432 to 669 applications over the five year period. Three new Aged Persons' Schemes would be needed every year in order to deal with this large influx if assistance is to be maintained at its current level.

Option 2 — Assistini a Proportion of Owner/Occupiers An alternative approach to the foregoing would be to assist a set number of owner occupiers each year by allowing more on to the waiting list. It is not unreasonable to expect elderly persons in large homes, who wish to move, to take smaller, less expensive and more suitable accommodation. Therefore an "assets limit" would have to be set for all applicants. Those with assets in excess of the cost of a reasonable small bungalow would not be admitted on to the list and the rest would.

Considerations

(a) It is uncertain how many existing owner/occupiers would qualify for this scheme. An analysis of the housing waiting list would be necessary to ascertain effects. It would appear however that an increase in the list would be inevitable. . 000579 (b) The arbitrary decision that a small bungalow is ideal is not always true. The problems incurred by an elderly person living alone in a large house can easily be repeated in a small bungalow.

(c) "Asset limits" would need to be set by means testing. This procedure is already established for rent and rates rebates but disapproval is lthely to be manifested.

qpçion 3 — BuildingAP Units for sale y Leasehold In the letter entitled "Housing Strategies and Investment Prograes for Local Authorities in arrangements for 1983/4" the Government laid emphasis on building for sale including leasehold arrangements for the elderly. The Secretary of State mentions be will be happy to consider bids for any schemes which involve a high proportion of private sector resources.

It is further stated that these bids will be one of the major issues to be discussed at the annual HIPS meeting. There are possibilities for this Council to enter this field.

Special leasehold arrangements could be made for example f or:—

(a) Sheltered accommodation (b) Small developments of flats or bungalows

or any combination of the above could be considered. In order to get such a programme off the ground it would be necessary to carry out a market research study and if appropriate to assemble the land.

Option 4 — Purchase of Existing Property for Conversion to AP Units for Sale Another attractive idea is the purchase of large property in the District for improvement and conversion to kP units for ultimate sale by leasehold (or rent).

As with Option 3 it may be possible to defray the capital cost by __ sale of the units though, in order to ensure its continued use for Aged Persons, arrangements would need to be made for buy—back by the Council on surrender of the lease.

If Options 3 and 4 appeal to the Council further investigations will proceed as to the method of leasing and financing.

RECOMMENDED (1) That the Council makes provision in its 1983/84 HIPS biif for the building of Aged Persons' dwellings or for the acquisition of suitable existing property for conversion to AP units for sale to elderly owner/occupiers by leasehold.

(2) A further report be made on the likely demand for such a scheme and leasing arrangements (5868).

REPORT OF THE MANAGEMENT TEAM

HOUSING INVESTMENT PROGRAMME AND STRATEGY — 1983/84 (HIPS) 1. Introduction

HIPS is the means that the Central Government employs to control local authority capital investment in new build Council housing, in improvements to the stock, insulation grants, house purchase loans, etc. These controls are also exercised over Housing Association capital works financed through either local authority or the Housing Corporation. Traditionally the HIPS submission to the DOE has had three main elements:—

(a) A numerical appraisal of the housing stock both public and private, of its condition and of housing needs (IIIP1).

(b) A request for capital allocation for 1983/84 — the HIPS Bid (111P2).

(c) A strategy statement outlining the housing situation in the District and the way the Council has chosen to meet the needs, including the new build and improvements programmes and its response to changes in Government policies (the strategy).

Obviously the numerical appraisal and the Strategy Statement must fully support the Bid and the Management Team prides itself that over the years it has never recommended a Bid that the Council was not capable of achieving in the following financial year.

A fourth dimension has now been added to this annual exercise with the emergence of 111P3 in which the Council is asked to give particulars of its low cost home ownership initiatives. It is said that Ministers will take particular account of such schemes in determining the Allocation for 1983/84. It is in this area that the Council must develop new policies and this is discussed later in the report.

Having made the submission to the DOE they then decide — hopefully before the New Year — the amounts each local authority will be allowed to spend in the following financial year. This is known as the HIPS Allocation — although Authorities can increase this sum from other resources.

In recent years the extremely short timetable for the preparation and submission of the Bid has meant that a report could not be made to Committee prior to the deadline but fortunately this has proved possible this year. Even so the Bid must be in by the 16th July.

2. HIPS — 1983/84 — Financial Constraints

It is usual at the time the Bid is invited for the DOE to give some indication of the general financial constraints to be applied. Last year the Government were seeking a 13% reduction in housing expenditure nationally over the previous year. However we are advised

-i - J that no decisions have yet been taken on the level of housing expenditure for 1983/84 although there is perhaps a clue to their thinking in their comments reviewing 1982/83 expenditure where they say "Ministers hope that Authorities will make full use of (capital) receipts for 1982/83 and beyond."

3. 1981 — Change of Council Strategy

Members are reminded that following a detailed analysis of housing needs in the District projected over 10 years it was decided in November last (Minute 677/81) to resume general Council house building with 50 units or thereabouts of 2 bedroomed dwellings a year from 1983/84 as well as pressing ahead with one scheme of A? sheltered accommodation a year. This change of policy was mentioned in the 1982/83 Strategy Statement although the actual needs had not been quantified at that time and consequently the Building Programme had not been updated.

When reporting to the Committee in November on the building requirements for the first 5 years to 1986—87 the Management Team emphasised the need for site acquisitions. This and the uncertainty of the annual Allocation were seen as the major obstacles to achieving the programme. As proposed, contacts have been established with Estate Agents but the few sites which have been notified so far are either too small or are in remote areas. Land availability will also effect Housing Association activity. It will be appreciated that the Housing Associations are the only other agency building for rent and that the Council enjoys nomination rights to such developments. The HIPS system is too rigid to permit a flexible approach between the Council and Housing Associations in the use of sites once Allocations have been decided for a particular year.

4. 1983/84 Draft Strategy Statement

The draft Strategy Statement is appended with the programmes for new build (as approved in November 1981) and improvements (each item can be detailed if necessary at the Meeting). The Statement has been revised to take account of the reports before this Meeting of the Committee on key worker housing provision, on the building for sale of housing for elderly owner/occupiers, the alarm systems needed for AP schemes and for environmental improvement to Cagefield Road, Stambridge. It also suggests a response to the Minister's call for low cost home ownership initiatives for first—time buyers and the elderly and to the further initiatives contained in the Minister's speech to the Institute of Rousing Conference which the Director of Health and Housing sets out in paragraph 3(a) to (f) in Agenda item 10 now before the Committee. This report and the Strategy Statement should be read in conjunction.

As to the low cost home ownership initiatives the letter from the DOE states — "The sorts of schemes which Minister's have in mind in this context include:

(i) Building for sale on Authority's own land, either by the Authority itself or as part of a joint venture scheme with private builders:

(a) for outright home ownership, (b) for shared ownership, or 000573 (c) for leasehold for the elderly.

(ii) Buying dwellings from housebuilders for shared ownership or for leasehold for the elderly. (These dwellings will be on land owned by the builder until they are completed and then conveyed to the Authority).

(iii) Sale of unimproved dwellings for improvements by' the purchaser, incorporating a Mortgage interest waiver where appropriate, and

(iv) Improvement for sale.

Bids are not however restricted to the sorts of schemes in this list. Ministers will be happy to consider Bids for any other low cost home ownership schemes which involve a high proportion of private sector resources including any which may be designed to facilitate the transfer of difficult to let stock to the private sector. In assessing Bids Ministers will be looking for the greatest possible involvement of the private sector in the schemes and for a high ratio of private to public funding."

In looking at the suggestions for low cost homes Members will appreciate that there are important planning considerations to be taken into account with general building of this nature. Paragraph 3(c) of Agenda item 10 on the Minister's speech explains Government thinking. The Council, however, has yet to formulate its policy on the matter particularly as regards densities or on the size and type of such developments. Moreover the Council will also have under consideration in the months ahead the identification of the additional residential laud provided for in the Structure Plan and with an improved land supply the Council should then be able to explore on a more realistic basis the alternatives available for developing the "total approach towards new housebuilding" the Minister is seeking.

Generally speaking the initiatives for AP home ownership schemes do not present the sante planning difficulties although sites located close to amenities are of prime importance. The Council has a demonstrated demand for AP owner/occupiers and could undertake building for sale (lease) as suggested in the concurrent report of the Director of Health and Rousing. & further possibility of such a package could be the purchase for conversion and sale of the AP's former dwelling by the Council or by a Housing Association. As to low cost general housing the demand in the District is unknown and only a detailed analysis of particular schemes would produce reliable information.

As to the type of low cost schemes referred to in the DOE's letter, the Management Team consider:—

(The same paragraph numbering is used below as in the above extract)

(i) That the Council has no sites available currently which could be used wholly for building for sale and not seriously jeopardise its general build and AP programmes.

(ii) That the Council should actively explore buying dwellings from 4 1 'L housebuilders for lease to the elderly or general build for sale or rent and that shared ownership schemes should be investigated.

(iii) That there is not much opportunity for the sale of unimproved dwellings in Rochford District although it will be kept in mind as an alternative.

(iv) That in view of its limited scope the introduction of Housing Association's for the improvement of individual dwellings for sale seems the best approach although the Council could convert large premises for sale to AP applicants should the opportunity arise.

As to the suggestions made in the Minister's speech — paragraphs (d) to (f) in the Director of Health and Housing's report — all offer new possibilities which require searching investigation. In addition the DOE Regional Office have recently produced a dossier of the low cost schemes being built in the Region and the different approaches — their advantages and disadvantages — will need to be assessed.

The Council cannot commit itself at this stage to undertaking a low cost scheme in 1983/84 as it has no firm proposal. It is suggested however that a provisional scheme for sale to the elderly should be included in the Bid and that a further report be made to the Committee after the Summer recess if it is possible for such a scheme to proceed in 1983/84.

The Management Team will also report on the policies the Council might consider adopting in order to achieve the "total approach to new housebuilding" mentioned by the Minister.

5. 1983/84 HIPS Bid

A breakdown showing the main heads of expenditure in the Bid is appended.

RECOMMENDED (1) That the revised Strategy Statement and the 1983/84 Bid be approved

(2) That a scheme of building for sale to elderly owner/occupiers be submitted provisionally to the DOE and that the officers report further thereon after the recess.

(3) That the Management Team further review the Council's Strategy on the basis of the initiatives now being sought by the Government. (881)

HOUSING STRATEGY STATEMENT — 1983/84

1. General

1.01 The programme and policies have been examined and it is considered that the Strategy Statement as submitted for the year 1982/83 requires amendment to take account of Government initiatives on low cost housing for rent and building for sale and the adoption by the Council in 1981 of a revised building programme following a detailed analysis of housing needs over the next 10 years.

1.02 Land available for development in this area is mainly in the private sector. this Authority is therefore in a position of having to negotiate for appropriate sites with developers. The Government initiative of allowing Authorities to purchase low cost homes from builders is very much welcomed.

1.03 This Authority is aware that even with the completion on target of • the present housing programme there will continue to be a build—up of numbers on the Council's waiting lists. Every effort will be made to encourage alternative means of housing in accordance with the Government's policies.

1.04 The dignity and comfort of the elderly are considered to be of the highest priority in the improvement of the Council's stock.

2. Eack2pnd

2.01 The Council's building programme for the next 10 years envisages 50 2 bedroomed houses and 1 ÀY scheme to be built annually.

2.02 It has become eviaent that although the need for general housing has remained constant there is an increase in the need for aged persons dwellings.

2.03 The results of the 1981 Census show that over 15% of the population is already of pensionable age and the largest age group is that between 45 and pensionable age. It follows that there will be a sustained demand for AP housing until the turn of the century.

2.04 It is not knoin how many of the OAP'S in private property would require rehousing if circumstances permitted thus freeing more general housing onto the market. Of present owner/occupier OAP applicants however who are on the housing waiting list, half would be rehoused if all existing housing association schemes are completed on programme. There is however a continuing demand and opportunity to exploit the Government's new initiatives on leasehold schemes for the elderly.

2.05 The private sector stilt continues to provide the majority of housing within the District but this will in accordance with the County Structure Plan decline over the next 10 years as land becomes more difficult to obtain. The Plan requires the identification of land for a further 750 residential units.

The Council's housing waiting list projections from the position at 5th April, 1982 are attached*. The projected figures assume the completion on target of the Council's building programme. ° a *Circulated with Health & Housing Agenda for 25th May, 1982.

2.08 The local policy in the past has been to concentrate local authority housebuilding in the areas of Rayleigh and Rochford with smaller areas of development in the outlying villages. Restrictions in the availability of suitable sites and in the future development of general housing will possibly mean more movement of families to areas outside their preferred District. With old persons however it is considered necessary to rehouse them in the areas to which they have become accustomed.

209 The present housing stock both private and local authority is generally in a reasonable condition although there are a number of properties throughout the area built during the 1930's as holiday bungalows and now lived in throughout the year that are in a poor state of repair and lack basic amenities. These dwellings are in the owner/occupier sector, the majority of cases being elderly people. Requests for rehousing are frequently received from them. 2.10 Older local authority dwellings have been brought up to or are I being brought up to a standard and a programme of work which has included alterations or additions to dwellings to include the basic facilities and is now concentrating mainly on central heating schemes for OAF'S and modern alarm systems in sheltered dwellings.

2.11 There are a number of privately owned caravan sites in the area from which applications are received £ or rehousing. Studies are being undertaken into the provision of sheltered accommodation in close proximity to these sites. 3. Policy Alternatives 3.01 Alternatives for the future housebuilding programme are fairly restricted because of land availability and the type of household requiring rehousing as on the waiting list. Every opportunity must be pursued to provide housing where the demand exists.

3.02 Under present commitments land available is mainly in the private sector. Many of these sites are also in prime areas suitable for OAF development. 000577 Housing Associations continue to make a valuable contribution in this area.

4. Local Housing Strate_gy

4.01 The Council's capital programme is set out in Appendix 1 hereto.

4.02 In the next few years the Council will have exhausted its stock of housing sites and it will be necessary to negotiate with developers for suitable package deals or sites in order to achieve its 10 year building programme. At the same time it proposes to formulate a policy on low cost home ownership for both the elderly and first— time buyers and is actively investigating the alternatives available as described by the Minister of Housing and Construction in his speech at Harrogate and in the dossier of such schemes being undertaken In the Eastern Region. The Council hopes to introduce a scheme for sale to the elderly in 1983/84.

4.03 The Council fully supports selling houses to existing tenants.

4.04 The Council would hope to resume their support of Housing Associations wishing to provide accommodation in the District. There is a continued need for sustained activity in this area both by the Council and the Housing Corporation.

4.05 Work of improvement to existing properties will continue as set out in Appendix LI hereto with an emphasis being placed on works of energy conservation and the needs of the elderly. Environmental improvements are to be undertaken to alleviate traffic problems on a difficult to let estate.

4.06 The Council intends to allocate accommodation for key workers in support of its policies for employment initiatives in the District.

4.07 A programme of work has also been prepared to allow lifts to be installed in present category 2 Ok? dwellings so that there is flexibility of use but in view of the limited resources available the Council has decided to concentrate on the other areas in the improvement programme where there is a greater need.

4.08 This Council has become increasingly aware of the problems of the physically handicapped and of their housing needs. With the increase in the numbers of elderly (especially those over 75 years old) has come a corresponding increase in the numbers of physically handicapped. Rather than building mobility units it has been thought preferable to adapt existing dwellings in line with Circular 59/78.

4.09 The Council wish to continue to be sympathetic to the local demands for loans for young married couples to purchase their first homes and although they have been able in the past to give limited help to these applicants through the Building Society Support Lending Scheme, this Authority feels that this scheme should be encouraged to give as many young applicants as possible the opportunities to purchase their own house and consequently help to reduce the waiting list.

409. RAYLEIGH MOUNT

The Director of Technical Services reported that extensive maintenance work was required to the Mount, the moat, trees and paths. The works were on a different scale to any undertaken in the past and consultations were taking place with the Local Mount Committee and National Trust Headquarters who it was hoped would assist with the cost. In order to carry out the works satisfactorily and in the interests of public safety it was proposed to close the area to the general public for a period during the Autumn/Winter 1982/83.

Members welcomed the suggested improvements to the Mount which they felt were long overdue and hoped that the work could be effected with the minimum of inconvenience. They asked that the broken handrails alongside the paths be repaired and that archaeological advice be obtained with regard to any works to the bed of the moat.

RECOMMENDED That the Rayleigh Mount be closed for a required period during the Autumn/Winter 1982/83 and The National Trust be contacted to gain their agreement and financial support. (6862)(DTS).

410. CYCLE RACING IN RAYLEIGH (MINUTE 582/81)

The Director of Technical Services reported that the first Rayleigh Criterium Cycle Races held on 13th June had been well supported and had proved very popular with both participants and spectators. There had not been any real reaction from the public to the road closures but Members considered that these must have caused some inconvenience to residents, a factor which would need to be taken into account in future years.

411. BICYCLE MOTOCROSS (BNX)

The Director of Technical Services reported that a site for bicycle motocross was provided in the Whitsun half—term school holiday at the eastern end of Grove Road Open Space and proved very successful. Although the other suggested sites had been visited Grove Road Open Space had real potential for a permanent facility and the pressure from the public had been for a track in Rayleigh. This suggested that in other parts of the District riding areas were already provided albeit on an informal or unauthorised basis.

Members were in favour of establishing a track at Grove Road and were pleased with the enthusiasm shown by the youngsters in their willingness to do the "finishing work' to the surface. The Council would arrange for the clearance of a suitable area and form the necessary mounds. the only cost would be the hire of a bulldozer and the transport of otherwise useless material to the site.

Care would need to be exercised by the cyclists using the access roads so as not to inconvenience other users.

The Officers were asked to report on the provision of similar tracks in Hockley and Rochford.

412. SATURDAY MORNING CINEMA SHOWS, AT THE MILL HALL, RAYLEIGH S (MINTJTE 113/82)

The Director of Technical Services reported that the Saturday morning film shows had been held for 8 weeks. Initially the response had been encouraging but attendances had dropped following the pre—booking of the Hall on 2 Saturdays during the experiment and the improving weather. Although there had been a net financial loss to the Council of £530 the overall average attendance had been 109 children.

Given the break in continuity and the experience gained in programme planning, advertising etc., Members thought it would be worthwhile to repeat the exercise this Winter and to review continuing the facility thereafter.

They asked that the possibility of running similar sessions in the afternoon at The Freight House be examined. . 00059A- Leisure Services Committee

RECOMMENDED (1) That Saturday morning cinema shows at the Mill Rail for youngsters be repeated in the Winter of 1982/83 and the charge be reviewed when costs are available.

413. CIVIC PRIDE (MINUTE 327/82)

The Committee noted that a school children's musical concert at Mill Hall would be investigated and that a report was being prepared on the Hockley Woods Field Study and Research Centre.

The improvement of the appearance of Rayleigh Mount and Moat had been recommended in Minute 409/82 above.

In view of the difficulties involved the Committee decided not to pursue the suggestion for the increased use of the Rayleigh Mill. (61O)(DTS).

414. ANNUAL REPORT 1981/82

The Director of Technical Services submitted the annual report on the Council's three Sports Centres, Public Halls, Grange Community Centre, Recreation Grounds, Open Spaces and Woodlands. Members were unanimous in congratulating the staff involved on another successful year.

In reply to a Member's question the Director confirmed that the drainage works to part of Ashingdon Playing Field would be carried out at the end of the current financial year. (6006)(DTS)

415. ROCEFORD DISTRICT SPORTS COUNCIL (MINUTE 303/82)

The Committee received the report of the Meeting with Representatives of the Sports Council held on 29th June 1982. It was noted that the Director of technical Services would be submitting a further report to the Committee as to whether membership of the Sports Council should be made a condition of hire of the Council's facilities.

RECOHI4ENDED (1) That the Sports Council be sent advance 1ópies of the Leisure Services Committee Agenda.

(2) That the Policy & Resources Committee be asked to appoint a Deputy Representative for Councilior Adcock on the Sports Council.

(3) That the Leisure Services Committee consider making membership of the Sports Council a condition of hire of the Council's facilities. Leisure Services Committee

(4) That assistance with advertising the existence of the Sports Council be given as suggested in the report.

(5) That sympathetic consideration be given to the development programme to be submitted by the Sports Council and to initial funding thereof.

(6) That the Policy and Resources Committee be asked to appoint an Essex Games Steering Committee with 4 members from each of the District Council and Sports Council.

416. EASTERN COUNCIL FOR SPORTS & RECREATION

A Member reported on the proceedings of a recent meeting of the Regional Sports Council at which amongst other things it had discussed use of derelict land for sports purposes, the mandatory provision of facilities and the lack of facilities in rural areas.(700)

417. PARK SPORTS CENTRE — ALTERATIONS (MINUTE 366/82)

RECOMMENDED That for the purposes of Regulation 4 of the Town and Country Planning General Regulations 1976 permission be sought for a new weight training room and improvements to the foyer and reception area at the Park Sports Centre. (6006)(DTS & DTP)

418. CLEMENTS HALL SPORTS CENTRE, PHASE IV — MAIN SURFACE WATER DRAINAGE WORKS

The Director of Technical Services reported that 6 tenders for the above works had been received and the 3 lowest tenders had been arithmetically checked. Capital provision for the scheme had been made in the budget for Phase IV. Agreement in principle had been reached for the Anglian Water Authority to make a contribution, details of which were currently under discussion.

RECOMMENDED That the lowest tender submitted by R.W. Hill & Co., in the sum of £37,583.10 be accepted. (6771)(DTS)

422. LAND AT ETHELBERT/ULVERSTON ROADS, SOUTH FAMBRIDGE AND LAND AT RAYLEIGH DOWNS ROAD, EASTWOOD.

The Director of Legal Services reported that this land, which was at present unused, was only suitable for horse grazing, for which there was an increasing demand in the District.

RECOMMENDED That the Director of Legal Services be authorised to complete licences for both parcels of land for a period of 364 days at licence fees to be fixed by the District Valuer and on such other terms and conditions as may be necessary. (1635 6)(t}LS)

423. LAND AT REAR OF 21/41 SOUTH STREET, ROCHFORD.

The Directors of Legal Services and Health & Housing reported that the above site was acquired in 1965 under the provisions of the Town & Country Planning Act 1971. Part of the land was now being used for the greenhouse/nursery and it was necessary for that land to be appropriated to the purposes of Section 10 of the Essex County Council Act 1952.

At the time of acquisition there were 7 garages on the site which had been let on weekly tenancies. The buildings were in a semi—derelict condition and five garages were demolished in preparation for the greenhouse/nursery use, Notices to Quit having been served on the tenants. The tenancies of the two remaining garages would be terminated when their condition so warranted.

f;yyJ Li RECOMMENDED (1) That the area of land now inside the greenhouse/nursery perimeter be appropriated from Town and Country Planning Act purposes to Section 10 Essex County Council Act 1952 for use as a greenhouse/nursery.

(3) That no actlpn1je taken with regard to either terminating the existing tenancies, or carrying out repairs to the remaining two garages, the Licences being allowed to continte until such time as the Director of Health and Housing feels the structures are dangerous, whereupon the Licences are to be determined (4) That a further report be submitted in the event of the Licences being terminated as to the future use of the land for car parking or greenhouse use.

424. TRAFFIC MMAGEMENT PROPOSALS, RAYLEIGH (Minute 329/82)

Members noted the appended report of the Director of Technical Services on the experimental traffic management proposals for Rayleigh.

Whilst the experiments were welcomed, Members drew attention to many of the difficulties that would result from the proposals, particularly the generation of additional traffic on ilambro ilill when there was already a problem of on—street car parking at the Hambro Hill/Downhall Road junction. The Chairman hoped that Ward Members would at the forthcoming discussions with the County Council air the problems both existing and those likely to result from the experiments.

RECOMMENDED (1) That the District Council endorses the jrop5id experimental traffic management proposals subject to any modifications which may be agreed at the forthcoming Members' meeting.

I (2) That the offer to use the facilities of the Civic Suite be re—affirmed to the County Council for whatever public consultation or participative purposes they reasonably require.

(3) That following completion of this exercise the County Council be urged to carry out a similar exercise in other parts of the District where similar problems are known to exist.

(4) That the Director of Technical Services investigates the need for parking restrictions at the Hambro Hill/Downhall Road junction.(45)(DTS)

425. ROACH VALLEY CONSERVATION ZONE a

Members considered the appended report of a meeting of the O583 Group of Representatives held on 23rd June 1982. Resolved that the report and recommendations contained therein be adopted. (16349)(DTP)

426. DEVELOPMENT CONTROL STATISTICS; OCTOBER—DECEMBER 1981.

Members received the Development Control Statistics for the above quarter for the whole of the Country and were pleased to note that Rochford's performance compared very favourably.

427. KINGLEY WOOD OPEN SPACE (Minute 46/82)

The Chief Executive submitted the appended report on the breakdown of the Council's negotiations to acquire the adjacent land and access to Kingley Wood and on the sale of the land to another party.

Members expressed their disappointment that the original transaction had not proceeded to completion. It was still hoped that it would prove possible to gain a permament access by negotiation but compulsory action might be necessary if this could not be achieved.

RECOMMENDED (1) That the information contained in the above report and in the previous Private & Confidential report of 26th January be now made public.

(2) That the Council's officers negotiate with the new owners for suitable land to f on a permanent footpath route, subject to the approval of the District Valuer.

(3) That, tailing successful negotiations, the Council's officers prepare a case for the compulsory acquisition either of the existing footpath route or such other footpath route as will maintain a permanent access into Kingley Wood. (16)(CE) 428. STREET LIGIITING, HIGH STRE!J RAYLEIGH. The Committee were in complete agreement with the suggestion of the Chairman that the Council should now take all necessary steps to eusure the completion of the street lighting scheme for the High Street Conservation Area.

RECOMMENDED (1) That officers prepare a scheme to complete the improvements to the street lighting in the High Street Conservation Area.

P. (2) That the Finance & Personnel Committee be requested to make appropriate financial provision. (966)(DTP)

429. THE STA1DARD OP REINSTATEME1TS CARRIED OUT BY TilE STATUTORY UNDERTAKERS.

At the invitation of the Chairman a Member drew attention to the poor standard of reinstatement of road surfaces by some statutory undertakers. The Committee agreed that this was a problem which affected the District generally and where an improvement was long overdue. RECOMMENDED That the Chairman of the Development Services Committee and the Director of Technical Services be authorised to meet the statutory undertakers with a view to securing their co—operation in achieving a higher standard of reinstatement. 430. SUPERMARKET TROLLEYS.

The Chairman highlighted the problems caused by abandoned supermarket trolleys and the moves taken so far by the Director of Technical Services to control such problems.

The Committee considered that the problems were not uniqin to Rochford and that the Council should approach the Association of District Councils f or advice and the reaction of other local authorities.

Members felt that local supermarkets should be advised that the Council would itself take action on the matter if there was not a lasting Improvement in the situation.

RECOMMENDED That the off icers:—

(1) obtain the views and advice of the Association of District Councils on the introduction of legislation and on the measures taken by other authorities.

(2) report on the taps the Council might take.

(3) write to the supermarkets as proposed above.(45)(IYES)

431. TRAFFIC REGULATION ORDERS — B4TTLESBRIDGE BY—PASS.

The Director of Technical Sevvices reported that the Essex County Council proposed to make Orders in connection with the above scheme, the effect of which would be to:—

SCQ (210<) i) impose a 24—hour clearway on the newly constructed k4gwfJt 4Cj5 Battlesbridge by—pass. ii) remove existing clearway restrictions on the superseded section of the 4.130 but to retain the existing 50 mph speed limit.

RECOMMENDED That the Essex County Council be informed that this Authority has no objection to the proposal.(933)(DTS)

432. RAYLEIGH TAXI RANK (Minute 149/92).

The Director of Legal Services reported that the consultation procedure had been completed and that it was now necessary to advertise the revised proposals, which were as follows:—

High Street Stand for six taxis — 24 hour

North west side — from a point 2 metres north—east of the junction of the extended north east kerbline of Bellingham Lane north- eastwards for a distance of 28.8 metres (the existing temporary rank).

In order that the proposals can be evaluated it is proposed to prepare a full report for submission to the Development Services Committee on 15th July, 1982. The Essex County Council have agreed that this Authority's comments can be submitted shortly after this date and have also indicated their wish to hold a Members level meeting to discuss the proposals towards the and of July. It is requested therefore that this Authority suggest a number of dates when it would be convenient for such a meeting to take place.

Traffic surveys conducted. in Rayleigh in September 1981 showed that up to 300 vehicles in the peak hour use residential roads in the area bounded by the railway line, London Hill, H'-snbro gill and Hockley Road as a short cut between the A129 and Hockley Road. The County Council is considering measures to restrict this through traffic. However, such measures will have a substantial effect both on traffic conditions on alternative routes and on the residential area between Hockley Road and Eastwood Road where similar problems have been encountered, It is therefore proposed to introduce a number of traffic management moasures on an experimental basis so that their relative affects can be assessed before permanent measures are considered. The study area is shown on the accompanying plans and it is intended that experiments should proceed in three stages providing a progressive degree of restraint to through traffic1 tago 1 Initially traffic will be encouraged to use alternative routes by positive advisory signing to drivers and control by traffic signals. Because any resultant reduction in through traffic in the Uplands Park Road area will result in an incrense in traffic using Down Hall Road and Hsmbro Hill, temporary traffic signals will be required at the junction of Hambro Hill and Hockley Road if increased delays arc to be avoided. Traffic signals here will also allow a measuro of control over traffic using the alternative route by the appropriate adjustment of traffic signal settings. Similarly traffic using the other principal alternative routes of London Hill and Crown Hill may be controlled by the modified signal installation at the junction of High Street and Church Street end by adjustments to traffic signal timings on the one—way system.

It may also be necessary to introduce temporary signals at other stategic juctions1 ti.ccess for residents in the Uplands Park Road area will be unaffected during the initial stage.

Stage 2 traffic signal control of Hockley Road/Eautbro Hill and. other junctions, i necessary, will remain. In addition it is intended to provide more positive restraint to through traffic by the temporary closure of selected residential roads. Two schemes designed to close the major through routes but still allow some degree of acooss for incidents, will be introduced in turn, during Stage 2. cheme A (i) Uplands Park Road to be closed between its junctions with Eroadlands Avenue and Cotswold Avenue. (ii) Upway to be closed at a point immediately east of its junction mith Link Road. /

Any traffic signals required on altemati routes will be retained as before and the scheme is shoin as Scheme C on the attached plan. • Intially- it is envisaged that each stage of the experikonts will last for a minimum period of one month and the affects of the measures will be closely minitor throughout. Residents will be consulted during the experiments and before any permanent measures are carried out.

APPROVED STRIJOTURE PLAN

2. The Director of Town Planning reported that copies of the Approved Structure Plan had been received and could be made available on short—term loan to Members of the Group. Additionally, copies could be purchased from County Hall price £3.50.

It was noted that the Approved Plan contained most of the amendnents proposed by the District Council and that, apart from Foulness, the whole of the District peninsula was now in the Green Belt. Also, whilst there was still no formal recognition of the Roach Valley Conservation Zone in either the Approved Structure Plan or the Countryside Conservation Subject Plan it was proposed to include this in the Rochford District Plan.

The Director also mentioned that, because of the overlap of work involved, the Council had decided to combine the Rochford Town Centre Plan with the Rochford District Plan.

3. The Director of Legal Services reported that the updating provisions in the Wildlife and Countryside Act 1981 had not yet been brought into force. Members with any proposed amendments were advised to look out for the public notices giving details ( of the review. Roach Vallej Conservation Zone

It was noted that it was the duty of the County Council as Highway Authority to deal with the review and that, because of financial restraints, it was expected to take a very low priority.

PUBLIC PATHS — CONSULTATION DOCUMENT 4. The Director of Town Planning reported that he was preparing a Code of Practice for the maintenance of public paths and would be circulating a draft of the Code to all Members of the Group for comment.

As regards the consultation report, it was noted that, to date, very few replies had been received.

He reported briefly on the progress to date and hoped to be able to report to the next Meeting of the Group on some concrete development.

The Chairman congratulated him on his efforts and the progress which was now being made.

REPORTS FROM REPRESENTATIVES

6. Land Use Survey

Miss MacConnell reported that progress with her survey was continuing and made the following observations.

1. That landowners should be advised of the importance of their sites and be encouraged to discuss a management plan. Roach Valley Conservation Zone

2. That the Council should encourage the use of voluntary groups to clean up the various ponds throughout the District — many of which were the remains of old moats and of great conservation importance.

3. That the Council should encourage woodland management.

4. That conservation in Churchyards should be investigated and discussed with the Church Clergy.

Tree Planting

Miss MacConnell mentioned 'that Sycamores were being used in tree planting schemes and drew attention to the problems and disadvantages of growing that species.

It was suggested that a Code of Practice for Tree Planting be prepared.

Civic Pride

Councillor Jopson reported that it was the intention of the Chairman of the Council to promote Civic Pride in his Year of Office and identified those areas, which the Development Services Committee had considered, that affected the Conservation Zone. Representatives welcomed the example being set.

Planning Applications

It was noted that whilst the Consultation procedure on planning applications was working well, Representatives still had no means of knowing the final outcome of them. It was suggested that they should telephone Mr. Ray again after Planning Services Committee Meetings.

The Director of Town Planning reported that there was to be a Public Meeting on 12th July to discuss the future of land at the rear of the Rochford Council Offices.

The Director of Town Planning also outlined the procedure at Planning Inquiries and suggested that anybody wishing to speak at an Inqiury should contact the Director of Legal Serflces for advice.

Rochford News

Mr. Amos mentioned that this was a useful medium for getting information to the public and wondered whether the Conservation Group could publish an article about the Zone in a future edition. It was suggested that he consults the Director of Legal Services.

Representatives asked that copies of the magazine be brought to Meetings of the Group.

Horse—rider Representation Roach Valley Conservation Zone

Representatives of the horse—riding fraternity thanked the Chairman for the opportunity of being able to attend and outlined the objects of their organisation and how it fitted in with those of the Roach Valley Conservation Zone.

The Chairman asked that any Members with firm proposals for projects submit them in writing to the Council in order that they may be given proper consideration.

RECOMMENDED (I) That Miss MacConnell submit to the Group a draft Code of Practice for tree planting for final approval by the Council and publication by the Director of Town Planning.

KINGLEY WOOD OPEN SPACE - ADJACENT LANDS AND ACCESS

1. Introduction N The Chief Executive reports that on 26th January 1 982 the Committee received a report on the above following a series of site meetings which most Members of Council attended. The report, attached for Members' information, contained four recommendations and it will be noted from Minute 46/82 that the Council accepted each of the recommendations, with the exception of that one to enter into negotiations with adjacent owners with a view to disposing of a small part of the meadow adjacent to Kingley Wood. It follows therefore that the recommendation that a meeting of residents should take place was also not accepted 2. Action The agreement regarding the new footpath has been completed and the necessary fencing erected and that footpath is now in use. Negotiations had reached an advanced stage for the Council to acquire adj acent land in order to secure permahent footpath access to Kingley Wood and also to provide further areas of public open space. Correspondence between the Council, the Rammonds and the District Valuer have been made available to the Chairman, Vice—Chairman of the Council, the Chairman of this Committee and the Ward Members. 3. Negotiations with the Hammonds

Although the negotiations were still live, and caused the establishment to believe that they would be concluded, the Hammonds have apparently disposed of the adjacent land to one of the residents off Western Road who is also, by profession, a developer. The Council appreciate that the details of those transactions are not available to the Council's officials and the information given in this report is based upon correspondence exchanged with the Haxmionds and information supplied by a Mr. Pyle. Complaints have also been made by the Hammonds that the new footpath route secured is not to the standard that was anticipated and further information suggests that the residents in the area did not want the Council to acquire land for public open space, a suggestion which the Chief Executive finds difficult to accept.

4. Consultation with Residents and Interested Parties

Prior to the report to Development Services site meetings took place and there was some correspondence with residents and other interested parties and every attempt was made to keep everyone informed Without releasing confidential information. After the Council decision the two Ward Members and the Chairman of the Committee attended a meeting

with the estern Road Frontagers Committee and at that meeting both the Chief Executive and the Director of Town Planning explained the Council's proposals in detail.

5. The Effect

The footpath has been secured byt, subject to a 5-yearly renewable licence. The sale of adjacent land to a third party means that the Council will not necessarily secure a permanent access. Ironically had the Council been able to accept all of the recommendations of the Chief Executive, the person who acquired the land from the Elammonds would probably not have done so for he was the one anxious to extend his garden by acquiring the meadow land forming part of Kingley Wood. The Council is also attempting td adquire land in Hollytree Gardens but the failure to a&pire tile land refetred to above will man that! that land is not as available to the public, nor will it be protected from future deve.lopment, except by the planning controls of the authority.

6. Action Suggested

The Council should attempt to acquire sufficient of the land now disposed of by the Hammonds in order to provide permanent footpath access and discussLons wi.th the new owners Mve now commenced. The Chief Executive has also made it clear that the Council will resort to compulsory purchase if necessary, and the Council's support is required.

RECOMMENDED (1) That the information cortained in the above report and in the previous private and confidential report of 26th January be now made public. (2) That the CounciPs Officers negotiate with the new owners for suitable land to form a permanent footpath route, sub,ject to the approval of the District Valuer.

KI!JGLEY WOOD OPEN SPACE - ACCESS 1. Introduction The problem related to the above was first reported to the Chairmant Panel, then to Leisure Services Committee (Minute No. 58li/8i) when it was agreed "That the officers be authorised to negotiate the purchase of the relocated access from Western Road, Rayleigh on terms to be agreed by the District Valuer and sub)eot to such other conditions as the Director of Legal Services considers necessary." A report of the Chief Executive was submitted to the Policy end Resources Committee when it was agreed that a site meeting be arranged (Minute No. 735/81). A number of separate site meetings have had to be arranged because of the inclement weather.

2, Ringley Wood and Adjacent Land

Kingley Wood and. its adãacent land is defined on the attached plan.

A. Kingley Wood Woodland approx 3 acres 8. The Meadow Maintained grassland approx 3 acres A + B = Public Open Space in Council ownership C. Woodland Woodland owned by Mr. and Mrs. Ranmiond

1). Nursery Site Nursery and grassland of approx 16 acres which Mr. and Mrs. ITapiniond have the option to purchase after let April 1982. E. School Access Site Access to School Site owned by Essex County Council.

3. Access to Kingley Wood

The public open space (A + B) is fenced to all of its boundaries and access can 'be obtained by (a) vehicles and pedestrians via a private footpath from Western Road, subject to an agreement renewable on an annual basis, over land in the ownership of Kr. and Mrs. llazmnond and (b) pedestrians only, via an access from the Arterial Road (A.127).

1. ____Nursery Site . This lend has been the subject of a number of planning applications and appeals for development, all of which the Council has successfully opposed. The two parts are separated by a hedge, alongside which runs a public footpath (adjacent to Area E). It also has a number of established (but not public) footpaths and a nber of fences have been broken. There is no public access from Western Road but many pedestrians and equestrians obtain access t this point.

5. The Problem

The problem is in two parts:—

(a) The agreement that provides the existing private footpath to Kingley Wood will be terminated, but the Hammonds are prepared to enter into another agreement to provide a different access to Kingley Wood.

(b) Land forming part of D will be acquired by the TThmmonds, thereby ending the present flunofficialtt access into the Nursery area (D).

6. The New Agement

The Hammonds will permit a private path to be established around area C. This private right of way would be renewable every 5 years and the Council would be required to provide the fencing along two sides of Area C and a "kissing gate" at the end. of Western Road. I Estimated cost 3 — 4,000. The owners would also permit access, to the Council only, of vehicles required for the maintenance of Kingley Wood. 7. pLons Open to the Council 7.1 Challenge the termination of the Agreement It may be possible to challenge the Hammonds' right to terminate the agreement and try to establish public footpath rights to Kingley Wood and the Nursery Site. The Th.rector of Legal Services advises that the legal agreement (or licence) was carefully drawn up and does not establish a public right of way. Ftrthermore, the establishme t of

009896 4. footpaths procedure is a lengthy one and that might take several years.

7.2 Accept the new Aareement offered The new agreement would provide a pedestrian access to Kingley Wood, albeit by a longer route. One resident has suggested that children entering the Wood by this route will be more at risk than at present and that the meadow will not be used. The agreement would be in two parts: the private right of way from the end of Western Road to corner of Area C, renewable every years; and the disposal of a strip of land forming part of Area C and adjacent to the Arterial Road which will complete that access to Kingley Wood. It, would cost £3 — L.,OOO to fence the new route and after years the lThmrnonds, or some future owner, may refuse to extend the agreement. It may be possible however to secure an access from Area D.

7.3 No action If no action is taken the "right of way" will be terminated 'and there is likelr to be considerable public outrage, principally from the residents of Western Road and others in the inmediate locality. The Rammonds nay feel obliged to re—open the access because of local feeling. This may be the least costly and most prudent course of action, but it presents the risk of the access being lLost permanently.

7.L Acquire land at 2) and HI

The Haauonds will retain land forming part of Area 1) and dispose of remainder. The Council could acquire the balance of land (up to 12 acres), including land adjacent tp the Arterial Road, to the ocrner of Area C. The Council could then establish public rights of way over this land from the existing public footpath to the corner of Area C, thus establishing a permanent public right of way into Kingley Wood. The land, would cost £3,9)O per acre, whicb is slightly higher than normal District Valuer's valution and therefore the acquisition, plus fencing, etc., would. be in the order of £lj5,000. It may be possible to acquire Area from the County Council.

7.5 Disposal of Kinglyj1ood in jart or whole The disposal of the woodland (Area A) is unthinkable and retention in its present form should be defended and public use of it should not be denied.

J) JJU The meadow is however less valuable and serious consideration should be given to its disposal. Added to the gardens of adjacent properties it would enhance their value and therefore a relatively high price could be secured for the meadow, or part of it. The Council should also consider allowing the remainder of the meadow to revert to natural woodland. The Council would have to advertise its intention to dispose of a public open space and must consider any objections.

8. Conclusion Kingley Wood. is not ertensively used (30 persons per day) but it is a valuable amenity and should be retained. The meadow is less valuable and could be sold to adjacent owners. The nursery site is extensively used and it could be argued that it is as valuable an amenity as the meadow adjacent to lUngley Wood. Thirthennore, it may be safer for children. It would be a useful addition to the Council's public open space and presents the opportunity of establishing new permanent public footpaths in the area. The Chief ecutive has considered all of the various arguments that have been put forward by Members, Officers and the public, but returns to his original recommendations which are presented in more detail.

The Chief Executive reported that the Rayleigh and District Chamber of Trade had suggested that car parking charges should be lifted for the four weeks prior to Christmas so as to encourage shoppers into the District.

The Chamber also asked for reconsideration of the whole question of car parking charges and requested a meeting with the Council to discuss this.

Although the amnesty idea found little favour, the Committee was very willing to meet both the Rayleigh and the Rochford Chambers of Trade.

RECOMMENDED That the Chairman and Vice—Chairman of the Policy and Resources Committee and the Chairmen of the Development Services and Finance and Personnel Committees be appointed to meet the Chambers of Trade. (918) (CE)

441. CAR PARR — RAYLEIGH MARKET

The Director of Technical Services reported that the Rayleigh and District Round Table wished to hold an antique fair on the Rayleigh Market car park on Bank Holiday Monday charging lop, for admission.

(2) That, subject to the standard conditions, permission be granted to Rayleigh and District Round Table to hold an antique fair on the car park and charge i0p. for admission.

442. 17 SOUTH STREET,flOCHFORD (Minute 362/82)

The Chief Executive reported that the purchase had been completed on 29th June. The day before completion, it had been discovered that there had been an option for the predecessor Council to re—purchase the property for £6,500 if certain repairs were not carried out in 1972. The Chief Executive considered it. doubtful if the Courts would have supported the exercise of the option after the elapse of nine years. Bearing in mind that the purchase was one in a chain and that there was a possibility of compensation being payable if the transaction was not completed, the Chief Executive had decided to complete on the recently negotiated tens.

RECOMMENDED That the action of the Chief Executive be confirmed. (17401) Policy & Resources Committee

443. A.B.C. CONFERENCE 1982

On behalf of the Council delegates, the Chief Executive reported that the principal theme had been the need for solidarity among District Councils to resist pressures and help with the problems of today. Another theme had been local economic development with much conference time devoted to different aspects of the drive to improve local economies. Members had been supplied with the report printed in the Municipal Journal and there was to be another report in the News Review.

RECOMMENDED That the Chairman and Immediate Past Chairman of the Council, the Leader of the Council and the Chief Executive be delegated to attend the 1983 A.B.C. Conference. (218) (CE)

444. CAR BREAKING SITE AT PIJRDEYS INDUSTRIAL ESTATE

The Director of Legal Services reported that the negotiations with Kirbys for their move to Purdeys Estate were going very well but that there had been seen to be a need for an additional area for the parking of customers' cars.

RECOMMENDED (1) That, as part of the overall deal, Messrs. k[rby Bros. be given a suitable area of land for customer parking subject to conditions concerning the separation from the breaking site, surfacing, use for customer parking only etc.

(2) That authority be delegated to the Director of Legal Services to negotiate the precise area and location of this land. (13882) (DLS)

445. CIVIC AMENITIES SITE, ROCHFORD

The Director of Technical Services reported that he had, over many years, negotiated with the County Council for a civic amenity site in Rochford and that he had recently pursued the question of a site on the Purdeys Industrial Estate. The County Council view was that there was only limited money available and that there were sites at Rayleigh, Stock Road, Southend and Great Wakering.

The Committee accepted that, despite what was seen locally as a pressing need, there was little prospect of success in the current economic climate but the delegates undertook to raise the question when they met the County Council to discuss administrative alterations in County Council services as authorised in Minute 363/82. 446. SAUCER FIELD — A.P. GROUPED FLATLET SCHEME (Minute 546/80)

The Director of Technical Services reported that, under the Department of the Environment's revised housing project control procedures, Local Authorities had now to demonstrate public accountability and value for money for new housing schemes. The description of the scheme, its estimated cost ( r.4 Poliqy & Resources Committee

and the District Valuer's assessment of the value had to be submitted to the Department of the Environment and, at the same time, made available for public inspection. Public notice had to be given and a period allowed for any representations.

As regards the Saucer Field scheme, sketch designs had been prepared and submitted to the District Valuer for his assessment of the scheme value. Once this was to hand, public notice could be given and the appropriate submission made for Department of the Environment approval. Details of the scheme costs/values and the response of the Department of the Environment and the public would be reported to Committee in September.

RECOMMENDED That the Director of Technical Services reports after the recess on the response to the Saucer Field scheme submission and public consultation. (4592) (DTS)

447. LAND REAR OF 49 TRINITY ROAD, RAYLEIGH

The Director of Legal Services reported a request from 4Th Trinity Road to purchase part of the garden of 49 Trinity Road. The Director of Health and Housing and the tenant had no objections.

RECOMMENDED That the Council sell to the adjoining owner 310 square metres of land at the District Valuer's valuation of £850 subject to the purchaser being responsible for the Council's legal costs, the erection and maintenance of sufficient fencing along the new boundaries and to a covenant restricting its use to garden ground in connection with 4Th Trinity Road and to such other terms and conditions as the Director of Legal Services requires. 448. CASTLE ROAD CAR PARK — BAND PRACTISE (Minute 57/82)

The Director of Legal Services reported that he had invited the Salvation Army to consider using Websters Way car park on Wednesday evenings when there should be little car parking. Despite reminders, he had received no comment, adverse or otherwise.

RECOMMENDED That the use of Castle Road car park for band practise by the Salvation Army cease Mit that similar arrangements be made for the use of Websters Way car park during the summer months to a maximum of two evenings a week. (6121) (DLS)

The Chief Executive reported on an informal meeting between representatives of Castle Point District Council, Rochford District Council, Southend—on—Sea Borough Council and the Southend Health Authority to discuss liaison. There were a number of matters on which there could be collaboration between the District Councils and the Health Authority and it was proposed that there should be bi—annual meetings with the first being held in October. The Chief Executives would also meet.

RECOMMENDED (1) That Councillors D.C. Wood and A.J. Harvey be appointed as representatives of the Council for 1982/83.

(2) That attendance be classified as an approved duty.

451. STAFF, DIRECTORATE OF TECHNICAL SERVICES — CAR PARKS

The Director of Technical Services reminded the Committee that the establishment was 1 superintendent, 1 full—time attendant and 2 part—time attendants, a total equalling 3 full—time staff. The full—time attendant had been absent through accident for nine months and, although temporary staff had been employed, there had been a substantial loss of revenue. It was suggested that varying the establishment to a superintendent and 2 full—time attendants at an increase in 5 costs of £2,500 p.a. would allow for holiday and sickness cover and perhaps for cutting the cost of emptying ticket machines.

RECOMMENDED That the establishment be varied to 1 superintendent and 2 full—time attendants. (195) (DTS)

453. EXCLUSION OF THE PUBLIC

Resolved that, in accordance with Section 1(2) of the Public Bodies (Admission to Meetings) Act 1960, the public be now excluded from the meeting for the reason that publicity would be prejudicial to the public interest, the business about to be discussed being the subject of confidential reports.

454. PERRY1S SITE, HAMERO HILL, RAYLEIGH (Minute 437/82)

Note: Councillors R.H. Holman and J.A. Sheaf disclosed pecuniary interests by way of business relationships with the site occupiers and left the meeting.

A Member demurred at the recommendations of the Chairman's Panel and challenged many points in the letter dated 17th May 1982 from solicitors for appellants.

However, the Committee was concerned as to how the best interests of the District might be served and the Director of Legal Services advised that time for negotiations would be gained only by cancelling the Local Inquiry scheduled for September 7th. Cancellation could be achieved only by withdrawing the Enforcement Notices, however, if the negotiations proved abortive, the vital Enforcement Notices could be re—issued.

RECOMMENDED (1) That the five Enforcement Notices dated 11th August 1980 be withdrawn without prejudice to the rights of the local planning authority to issue further Notices. (2) That the Director of Legal Services 4é7 negotiate with the appellants on the letter of 17th May 1982.

455. LEISURE DIRECTORATE AN!) OTHER RESTRUCTURING IMPLICATIONS (Minute 245/82)

The Management Team reported on the proposals of Price Waterhouse as presented to the Audit Panel. The Chief Executive believed that, if progress was to be maintained, Members and Officers had to accept continuing change as inevitable. With an increasing leisure budget there was

a need for more professional expertise in top management and all supported the appointment of a Director of Leisure with supporting staff even though the Management Team did not necessarily accept the Price Waterhouse conclusion that the new appointments could be self—financing.

There would be a further report on other administrative restructuring after further research as to the division of work between the Director of Technical Services and the Director of Health and Rousing. The Management Team was also of the opinion that there was some advantage in now establishing a Direct Labour Organisation with one account or possibly several.

Whilst believing that the time had arrived for setting up a new Directorate,the Committee were unanimous in congratulating Mr. R. A. Rowson on his achievements in nurturing the fledgeling Leisure Directorate.

RECOMMENDED (1) That the Price Waterhouse report be adopted and implemented as soon as possible.

(2) That the newly—appointed Director of Leisure be given the opportunity for re—appraising the staffing structure subject to any variations being limited to the staff budget as now proposed.

(3) That the Council approve a supplementary estimate of £14,100 for 1982183.

(4) That the Chairman and Vice—Chairman of the Council and all Chairmen of Standing Committees together with the Vice—Chairman of the Leisure Services Committee form an Appointments Panel with delegated powers to determine the method of recruitment, interview process, contract and tens of appointment and accommodation requirements of the Director of Leisure.

(5) That the Council accepts that there is a need for a separate Directorate of Technical Services which will continue to provide the remaining functions and any others that are allocated by future Council policy.

(6) That the Council accept, in principle, that a Direct Labour Organisation should be set up on the strict understanding that there would be no additional staffing requirements and the Management Team be requested to present a report to an early meeting of this Committee.

The Director of Technical Services reported on the six tenders which had been received. It had been calculated that, after allowing for inflation etc., the lowest fixed price tender would cost some £13,000 more than the lowest fluctuating tender.

In accordance with new procedures, tender details had been submitted to the Department of the Environment.

RECOMMENDED That the lowest fluctuating price tender, that submitted by 3.11. Cottam Ltd., in the sum of £799,717.71 be accepted subject to contract and to the approval by the Department of the Environment of the project and the financing thereof. (2391)(DTS)

The Panel considered a letter from the Solicitors acting for 14. Harold Perry Limited setting out the conditions the Company would be prepared to observe if the Council would agree to its continued occupation of the site and advice from the Director of Legal Services on the Council's position with regard to the appeal against the enforcement notices issued in respect of this site.

The Panel felt that the conditions put forward by Perrys gave every opportunity for further negotiations and that subject to these being satisfactorily concluded, and to a legal agreement, a report be made to the appropriate Committee.

RECOMMENDED That the Director of Legal Services negotiate and report ièordingly. (9860)(DLS)

6. CLEMENTS HALL — PHASE IV

The Panel gave consideration to the appended report of the Director of Technical Services on alterations to the original design and favoured the inclusion of those alterations at an estimated extra budget of £290,000 which would be phased over the Contract period.

RECOMMENDED (1) That the alterations outlined in the report of the Director of Technical Services be approved and included within the project.

7. REFUSE COLLECTION — THE FUTURE

The Panel considered the appended report of the Director of Technical Services on an offer on free trial of a plastic container refuse collection system in place of the present plastic sack.

The Panel favoured the introduction of a pilot scheme for six months in one/two areas to be selected by the Director of Technical Services.

RECOMMENDED That the offer of the free trial be accepted and that the Director of Technical Services arrange for a pilot scheme as above. (240)(DTS)

CLEMENTS HALL SPORTS CENTRE PHASE IV DEVELOPMENT — PROVISION OF

GE NE RAL PURPOSE HALL AND .4NCI LLARY ACCOMMODATION

1. INTRODUCTION

The Panel, at a meeting on the 12th January, 1982, gave consideration to a report dealing with the basic accommodation, project costing, programme and revenue implications.

2. SOHEME EVALUATION

Architectural design work and detailed drawings have been advanced since the meeting in January and negotiations taken place in respect of all the required consultative areas. Having regard to the return on these negotiations, a number of alternatives to the original scheme have become apparent and these are detailed as follows.

3. BUILDING DESIGN

The building mass (which is considerable) of the present complex by its architectural design has settled into the site without overpowering impact. Indeed, the degree to which this has been achieved is very pleasing. The layout of the accommodation has always been planned in phases and certainly, as far as layout and accommodation are concerned, the Phase IV project is going to knit extremely satisfactorily into the complex. However, in dealing with the builditig mass, its impact and the requirement of achieving an architectural return that reduces the impact of the development, an alternative layout can be achieved creating a new foyer in front of the present reception. This provides a structural link between the main pool hall and the Phase IV development providing not only a good return in architectural value but also a very attractive additional foyer area that would more efficiently deal with the high number of persons who are expected to use the Centre in the future.

4. NEW ACCESS, SITE CIRCULATION AND CAR PARKING

The new access (through the Royer site) that is being negotiated, has given rise to thoughts on a balanced car parking provision. At the same time, the provisional grant of licence in respect of the Phase III development and negotiations that led up to this grant of licenoe have clearly indicated that additional car parking facilities would be necessary. This has also been confirmed in negotiations in respect of the planning applications. A traffic management pattern has therefore been designed for the oar park based on a one—way system, allowing the parking spaces to be filled in a uniform pattern preventing haphazard vehicular circulation. The location of the new access has meant that the main entrance should be more clearly identified and an island treatment to the present parking area outside the main entrance could help to achieve this. At the same time, the one—way circulation would provide a link for any car parking required to serve future development. —2—

5. CONTRACTORS SITE ACCOMMODATION

The occupation of the site by the Contractor to carry out the building of Phase IV has been assessed and access will generally be from the north (as with Phase III) thus allowing the public to use all the existing facilities. It will be necessary, however, to allow the Contractor to occupy the tennis court area1 indeed, his main works access will most likely have to be routed this way. The courts would have to be reinstated at the end of the contract and a proprietary playing surface would be recommended instead of tarmacadam. If the alternative car parking system is used, then the courts would need to be slightly re—located.

6. SURFACE WATER DRAINAGE

The site of the Sports Centre development is subject to surface water flooding from time to time and the existing surface water systems that pass around and through the site are obviously under extreme stress when there is heavy rainfall on the urban catchment that is served by this drainage system. The site is bounded by a ditch, a piped system and a section of main river and to these the internal site drainage systeM is connected. Negotiations have proceeded with the Anglisn Water Authority and a scheme has now been prepared which, it is anticipated, will be carried out later this year although final discussions regarding contributions are still to take place.

7. FURNITURE AND FITTINGS

The use of the sports complex that is now planned with the completion of Phase III in respect of special events incorporating a high spectator attendance has caused a re—think on the furniture and fitting requirements. An allocation of portable seating (460) was included in the furniture allocations for Phase flI but, having regard to the character of Phase IV (i.e. a general purpose hall), a further allowance for arena seating had not been included. It is now considered that a similar quantity of portable seating should be included in the Phase IV project and the seats purchased immediately, thus allowing them to be used for Phase III particularly in respect of the existing programmed special events.

The alternatives referred to above would obviously require an extra over allocation and, although details have not been worked up on these alternatives, the following guide lines are provided

9. CONCLUSION

Drawings will be on display at the meeting detailing the alternatives referred to above. The value of the present complex and the return that many of these alternatives can give the final development will easily be appreciated. However, the extra over cost on the budget must also be taken into account. The Director of Finance has indicated that the programming of the contract period for Phase IV (say 15 or 18 months) over two or three financial years would ease the provision of any additional finano that might be approved.

REFUSE COLLECTION — A FORWARD LOOK

Investigations have taken place recently into alternative and better metiods of domestic refuse collection within the district. In terms of economic cost, the present system is working to near maximum efficiency. In environmental terms we are 'saddled' with the black bag menace and we throw away approximately £65,000—worth of them every year. Therefcre, there does seem to be a need to look at other collection systems to try and marry our economic collection services with a major environmental improvement, always of course taking into account the desirability of improving such services to the ratepayer.

The area which offers such an improvement is the adoption of wheeled plastic containers of high quality and long life, such as is used extensively on the Continent of Europe and now the subject of investigation and pilot schemes by the more forward looking Local Authorities. The quantity of refuse collected is increasing year by year and costs will inevitably rise, together with the uncertain future cost of plastic sacks which are, of course, linked' to world fuel prices. Adoption of an advanced mobile refuse container system will help to contain costs and make a significant improvement to the local environment, together with an improved service to ratepayers. Officers of the Technical Services Department have recently visited Broxtowe Borough Council which borders on Nottingham, an Authority of 130,000 people, who have such a pilot scheme in operation. As a result of extensive public survey at the end of the first three months of the operation of this system they have found nearly a 90% acceptance by their residents who also would not want to go back to their old back door dustbin collection service.

An offer now exists from the major manufacturers in Europe to this Authority to set up a pilot scheme in this district for a period of six months at no cost to this Authority with the proviso if it were found to be unacceptable at the end of that period that the equipment would be returned to the manufacturer.

Naturally, if the scheme is acceptable, then it would be necessary for discussions to be continued with the suppliers towards the adoption of the system. This would cbvlously require very careful consideration of the initial coats involved in purchasing bins whicli have a seven year life (in financial terms). There would have to be agreements with the staff on manpower reductions and, of course, there would have to be a "sell" to the ratepayers. The project, therefore, lends itself to an experiment with one round as suggested above and, if considered favburably, the setting up of a programme to deal with each of the rounds in turn so that the impact on finances'1 staff and the $ublic is processed at abceptable levels. TRIAL OF A NEW REFUSE COLLECTION METHOD

Dear Resident,

For very many years household refuse has been collected manually, which entails lifting and carrying dustbins from hcsise tdcollect- ion vehicle. This can be very heavy work and it is impossible to prevent a certain amount of refuse being blown into gardens and streets. Also, the standard pattern dustbin tends to be too small for many householders so that extra refuse has to be put by the side of the dustbin.

Broxtowe Council has decided to take advantage of the offer of a free trial by an equip- ment manufacturer over a period of six months commencing 7th September 1981 and your house is in the area chosen for the trial, The objective is to find out for burselves the adUantages and disadvantages of the system in local conditions

Each householder will be provided free with a plastic container. The containers are fitted with hinged lids and mounted on wheels, and there are two sizes the larger one is the standard issue and holds more than twice as much as our conventional dustbins; the smai let- container is suitable for one-person households but holds appreciably more refuse that the average dustbin.

It is known that the system offers the possibility -" of increased productivity and ultimately consider- able sayings and these factors will be assessed during the course of the study. The extent of the savings depends very much on the

r bSS)\ location of the containers at the time of collection, and, for this reason, householders are asked to wheel their containers early on the morning of collection either to the front gate or the nearest point within their house boundary to the street where the collection vehicle normally picks up thcir refuse

No disabled or infirm persons will be asked to move containers and for these people normal I collection arrangements will be made, although the Council would like all residents to use the new containers. In fact, you will find that the wheeled containers are preferble - they are bigger, quieter, I and easier to manipulate arid clean,
