O R D E R Sri/Ms. ISN Vinoda Reddy, Hyderabad has filed 2nd appeal dated Nil which was received by this Commission on 15-03-2018 for not getting the information sought by him from the PIO / The Extension Officer (PR & RD), O/o. the Mandal Praja Parishad, Quthbullapur, Medchal-Malkajgiri District and 1st Appellate Authority / O/o. the District Panchayath Officer, Medchal Malkajgiri District, Near Keesara Outer Ring Road, Keesara Village, Medchal District. The brief facts of the case as per the appeal and other records received along with it are that the appellant herein filed an application dated 17-08-2017 before the PIO requesting to furnish the information under Sec.6(1) of the RTI Act, 2005, on the following points mentioned in his application: TSIC The Public Information Officer / The District Panchayat Officer, Medchal Malkajgiri District, Vide Letter No. 2764/17-A1(Pts), Dated 28-08-2017 has transferred the 6(1) application U/s 6(3) to the PIO / the Extension Officer, (PR & RD) Quthbullapur Mandal, Medchal District. Since the appellant did not receive the complete information from the Public Information Officer, he filed 1st appeal dated 22-01-2018 before the 1st Appellate Authority requesting him to furnish the information sought by him u/s 19(1) of the RTI Act, 2005. The 1st Appellate Authority / O/o. the District Panchayath Officer, Medchal Malkajgiri District, Near Keesara Outer Ring Road, Keesara Village, Medchal District, has issued notice vide notice no.2764/2017-A1(Pts), Dated 30-01-2018, calling the PIO / The Extension Officer (PR & RD), O/o. the Mandal Praja Parishad, Quthbullapur, Medchal-Malkajgiri District and appellant for hearing on 03-02-2018. Note: This is system generated copy and no signature is required. As the appellant did not get the complete information from the Public Information Officer / 1st Appellate Authority even after 30 days of filing his 1st appeal, he preferred this 2nd appeal before this Commission requesting to take action against the PIO and 1st Appellate Authority for not furnishing information sought by him and also to arrange to furnish the information sought by him u/s 19(3) of the RTI Act, 2005. The 2nd appeal was taken on file and notices were issued to both the parties for hearing on 29-5-2019. On 29-5-2019 the case is called. The Appellant is present. The PIOs / Extension Officer (PR & RD), Quthbullapur Mandal and Panchayath Secretary, Bowrampet Village are present. The First Appellate Authority is absent. The applicant submitted that he sought information regarding the procedure for granting building permissions. He further submitted that he has received incomplete information as he has not received the copy of G.O. sought for. The PIO submitted that the sought information was furnished to the applicant on 20-12-2017. The PIO / Extension Officer (PR & RD), Quthbullapur Mandal also submitted that the sought information was furnished to the applicant and as regards copies of G.Os, the applicant was asked to take out the same from the web. She further submitted that the procedure for granting building permissions is displayed in the notice board of Panchayath Office. Heard the parties and perused the records. The Commission observed that the sought information ought to have been in public domain and the PIO could have given the URL to the applicant. The applicant filed single appeal against (3) 6(1) applications which is against the provisions of RTI Act, 2005. The applicant failed to mention the grounds on which the second appeal is preferred before the Commission. The Commission directs the PIO to call the applicant to his office on any working day and explain the procedure in detail to the applicant and furnish the available G.O.s, circulars in the matter within (15) days and submit compliance. The DPO, Medchal Malkajgiri District shall ensure that the procedure for obtaining permission for construction of building is prominently displayed in all the Panchayats and also put it on the website. With the above direction, the appeal is closed. Samplings were collected from each lake in May 2017 and July 2017. The measured water quality parameters included pH, color, turbidity, alkalinity, hardness, suspended solids, Dissolved oxygen, COD, BOD ,Chloride content TDS, Total load of bacteria. From this values it is observe that the lake water is not potable, but can be used for general purpose as well as recreational purpose. Higher values were recorded after initial rains due to natural and anthropogenic sources such as run- off containing salts, land fill leachates, septic tank effluents and animal feeds is higher in first flush. It is also observed that the water turbidity, nitrate and phosphorous levels are more in all lakes. It is due to the increase of nutrient level and the water hycanith presence in the lakes.

    M A R K E T B E AT HYDERABAD Residential Q4 2019 New launches on the rise, more projects underway in 2020 A total of 4,340 new units were launched in Q4, a 2X rise on a quarterly basis. This is in line with our predictions during Q2-Q3 when several large- scale projects were awaiting approvals. Established catchments such as Kondapur, Hafeezpet, Nallagandla and fast-growing locations such as 14,464 NEW UNIT LAUNCHES (2019) Gopanpally – Tellapur, Bachupally are have witnessed new launches during the quarter. On an annual basis, the number of launches were higher by 30% y-o-y, suggesting a positive momentum in the residential market. Western quadrant accounted for 3/4th of the total launches during the year with majority of the projects launched within close proximity to IT and financial districts. Locations with major new launches in other parts of the SHARE OF MID SEGMENT IN NEW city include Uppal, Bolarum, Patancheru and Kismatpur etc. Mid segment projects accounted for nearly 90% of the units launched during the quarter 46% LAUNCHES (2019) in addition to a a luxury project in Kondapur. This sub-market continues to attract buyers in the premium segment on the back of its excellent physical and social infrastructure and proximity to IT and financial districts. Growth in new launches is likely to continue as developers are gearing up to launch nearly 20,000 units over the next 12-18 months. Several high-end projects with basic selling price exceeding INR 6000/sf were SHARE OF WESTERN QUADRANT IN launched in 2019, indicative of a demand shift and robust market fundamentals.

Ramachandraiah* Sheela Prasad** Abstract Being located in the Deccan Plateau region, Hyderabad city has been dotted with a number of lakes, which formed very important component of its physical environment. With the increasing control of the State and private agencies over the years, and rapid urban sprawl of the city, many of the water bodies have been totally lost. Many have been shrunk in size while the waters of several lakes got polluted with the discharge of untreated domestic and industrial effluents. This study makes an attempt to analyse the transformation of common property resources (the lakes) into private property. The adverse consequences of the loss of water bodies are felt in the steep decline in water table and the resultant water crisis in several areas. Further, the severity of flooding that was witnessed in August 2000 was also due to a reduction in the carrying capacity of lakes and water channels. The State has not bothered to either implement the existing laws or pay attention to the suggestions of environmental organisations in this regard. The paper argues that in this process of loss of water bodies in Hyderabad, the State is as much responsible as private agencies in terms of the policies that it has formulated and the lack of ensuring legislation and implementation.
