Goltz California Emergency Management Agency and the California Institute of Technology Email: [email protected] Since the 1995 Great Hanshin-Awaji (Kobe) Earthquake, Japanese society has become accustomed to the presence of volunteers in the pre- and post-disaster environments, more specifically, in preparedness, response and recovery. The present study draws on the disaster research literature in exploring the social contexts in which groups of Kobe earthquake volunteers converged in January 1995 and formed organizations that continued to respond to national and international disasters during the 15 years that followed the 1995 earthquake. Based on the first author’s own longitudinal participant observation at a non-profit organization, the Nippon Volunteer Network Active in Disaster (NVNAD), the present study traces the development of the NVNAD over the last 15 years. The study’s basic conclusion is that, over the years, organized volunteerism in Japan has witnessed a struggle between the development of formal organizations emphasizing interagency cooperation and coordination of volunteers on one hand and the maintenance of a more affective social support-oriented approach with volunteers being physically and emotionally present to disaster survivors on the other. Long-term Impacts of the 1995 Hanshin–Awaji Earthquake on Wage Distribution† Fumio Ohtake1, Naoko Okuyama2, Masaru Sasaki3, Kengo Yasui4 March 2, 2014 Abstract The objectives of this paper are to explore how the 1995 Hanshin–Awaji Earthquake has affected the wages of people in the earthquake area over the 17 years since the earthquake and to examine which part of the wage distribution has been most negatively affected by comparing the wage distribution between disaster victims and non-victims. To do so, we used three decomposition methods, developed by (i) Oaxaca (1973) and Blinder (1973), (ii) DiNardo, Fortin, and Lemieux (1996) (“DFL”), and (iii) Machado and Mata (2005) and Melly (2006). Our findings are as follows. First, the Oaxaca and Blinder decomposition analysis shows that the negative impact of the earthquake is still affecting the mean wages of male workers. Second, the DFL decomposition analysis shows that middle-wage males would have earned more had the 1995 Hanshin–Awaji Earthquake not occurred. Finally, the Machado–Mata–Melly decomposition analysis shows that the earthquake had a large, adverse impact on the wages of middle-wage males, and that their wages have been lowered since the earthquake, by 5.0-8.6%. This result is similar to that from the DFL decomposition analysis. odern horse racing in Japan had its beginnings in racing events that were organized by foreign residents of Yokohama in 1862. In 1861, when Japan was about to move from the feudal system into the Meiji Restoration, foreign residents living in Yokohama, predominantly British, introduced the first Western-style horse racing by establishing the Yokohama Race Club to Japan. Western style horse racing was held in foreign enclaves, and hence, unfortunately, very little is known or recorded about initial era in Japan’s modern horse racing history. At about the same time that the name of the Japanese central city was changed from Edo to Tokyo, Western-style horse racing began to be found in the major metropolitan cities across the country. In 1906, the government embarked on a policy which tacitly allowed to bet. This led to the introduction of modern horse racing featuring sales of betting tickets in Tokyo, Kyoto, Osaka and other metropolitan cities, from which most racing operations benefited. However, this profitable system was short lived; two years later, the government prohibited betting and instituted a system of paying direct subsidies for prize money and other horse racing expenses. During this subsequent period of government-subsidized horse racing, prominent legislators, businessmen, as well as breeders, began active efforts to introduce a horse racing law. Eventually the government began to take proactive position to promote horse racing in order to expand breeding in Japan and to improve quality of the Japanese horses. In 1923, horse racing legislation, so greatly desired by the horse racing industry, was enacted and led to the formation of 11 racing clubs. -

This study aims to investigate the correlation between the proportion of LDD of COVID-19 patients with unknown transmission routes and the subsequent doubling time. LDD was defined as the duration between COVID-19 symptom onset and confirmation ≥6 days. We investigated the geographic correlation between the LDD proportion among 369 confirmed COVID-19 patients with symptom onset between the 9th and 11th week and the subsequent doubling time for 717 patients in the 12th–13th week among the six prefectures. The doubling time on March 29 (the end of the 13th week) ranged from 4.67 days in Chiba to 22.2 days in Aichi. Using a Pearson’s product-moment correlation (p-value = 0.00182) and multiple regression analyses that were adjusted for sex and age (correlation coefficient −0.729, 95% confidence interval: −0.923–−0.535, p-value = 0.0179), the proportion of LDD for unknown Citation: Ogata, T.; Tanaka, H.
