    POLICY PAPER European issues n°420 European Parliament: 7th February 2017 redistribution of political balance Charles de Marcilly François Frigot At the mid-term of the 8th legislature, the European Parliament, in office since the elections of May 2014, is implementing a traditional “distribution” of posts of responsibility. Article 19 of the internal regulation stipulates that the Chairs of the parliamentary committees, the Deputy-Chairs, as well as the questeurs, hold their mandates for a renewable 2 and a-half year period. Moreover, internal elections within the political groups have supported their Chairs, whilst we note that there has been some slight rebalancing in terms of the coordinators’ posts. In a desperate attempt to curb the young protesters’ activities, Lukashenko called for those publicly supporting the protests to be dismissed from their studies and jobs. The EU needs to act fast. Those who fight for democratic values cannot be punished by stripping them of their right to education, and drafting them for military service. Therefore, we welcome the EU4Belarus programme pledging to contribute EUR 24 million to reinforcing resilience and empowering civil society in Belarus, of which EUR 8 million will go to scholarships and stipends for study in the EU. Unfortunately, the basis for the distribution of these funds is still unknown, so the money is still waiting to be allocated.

Data spaces can host relevant information such as audience data and content metadata, which have the potential to support EU creative projects through equal access to relevant information. Widespread participation from large streaming platforms is an essential element to the success of these data spaces. Many of those have business models which are based on a direct relationship with customers. This generates audience data which is used to gain a competitive advantage through personalised content development and promotion. 1. How does the Commission intend to push streaming platforms with such a competitive advantage to participate in these data spaces? 2. The AV sector evolves with technology. AV content was exploited via numerous digital tools over previous decades, from digital cinema to DVD to online distribution models.

In Romania, deforestation caused by illegal logging is continuing on an alarming scale. It threatens the last and irreplaceable primary forests in the EU, which are more crucial than ever in the fight against climate change and for the preservation of biodiversity. According to expert estimates, up to two thirds of the EU’s remaining primary forests are located in Romania. Largely untouched areas in the Romanian Carpathian Mountains and the Făgăraș Mountains have survived until today – a European if not global heritage of invaluable ecological value. Some of these forests are also included in the List of World Heritage Sites UNESCO.1 Now, ruthless greed and large-scale corruption are seriously endangering these European natural treasures and the time for protective measures is running out. If no immediate action is taken, the still existing forests will soon be lost forever. Since the launch of the European Commission’s infringement procedure against Romania on 12 February 2020 for failing to establish effective measures against illegal logging2, thousands more hectares were destroyed.

Thierry Breton, the Internal Market Commissioner, held a videoconference with the heads of Europe’s telecommunications companies and the GSMA (Global System for Mobile Communications) to explore options for sharing geolocation metadata in order to map and forecast the spread of the virus. The Commission claims that such a move would be fully in line with the General Data Protection Regulation and e-privacy legislation. How does the Commission intend to guarantee EU citizens full anonymisation of their personal data? How exactly does the Commission envisage using such data? Not content with surveillance and quarantine enforcement, Israel and a number of Asian countries have adopted a proactive AI-based approach that alerts individuals if they have been in contact with a virus carrier. We welcome the commitment and energy you are putting into the implementation of the Green Deal. In order to achieve a carbon-neutral European Union until 2050 with a clean, resource efficient and competitive economy, you are focusing on fair and inclusive transitions for everyone. One of the main European Treaties, the EURATOM-Treaty, diametrically opposes your efforts. On 25 March 1957, the treaty for establishing the European Atomic Energy Community (EURATOM) was signed in Rome - at the same time as the treaty establishing the European Economic Community (EEC). The "Roman Treaties" are the foundation of today's European Union. While the EEC-Treaty has been reformed several times (EEC - EC - TFEU-Treaty), the EURATOM-Treaty has remained unchanged since 1957. Its main aim is the development of a powerful European nuclear industry. Nuclear energy "represents an essential resource for the development and invigoration of industry and will permit the advancement of the cause of peace" - up to this day. This also applies to 14 member states that have never operated nuclear power plants or that have decided to phase out nuclear energy as well as to those that reject the technology constitutionally.
