Four “Open Qualifiers” are open to all Professionals and Amateurs. Two “NEPGA Member Qualifiers” are open to NEPGA Members and Apprentices in good standing. Players must pay the qualifier fee, which will be deducted from Championship entry in the event the player qualifies for Championship Proper. For specific qualifying details, please visit the respective registration pages. Eligibility Entries are open to PGA Members and Apprentices, Non-PGA Professionals and Amateur golfers with current USGA Handicap Indexes not exceeding 4 .0 under the USGA Handicap System. PGA Members and Apprentices must be eligibly employed and in good standing with the PGA of America as of the stated entry deadline, AND the Championship proper. Entries are subject to rejection at any time (including during the Championship) by the NEPGA. The reason for rejection may include unbecoming conduct. Amateur Status: All amateurs must conform to the USGA Rules of Amateur Status as specified in the USGA Rules of Golf. Entries: Fee, Closing Date The applicable fee listed on the entry application shall be paid by every player. The entry fee will be refunded for any reason if the NEPGA is notified in writing before the close of entries. After close of entries, entry fee will be refunded in the event of injury or illness, if requested in writing. A $25 service charge will be deducted from all refunds. All player entries must be received at the NEPGA Section office or processed on-line no later than 5:00 PM (EST) on FRIDAY, AUGUST 23rd . Applications available on-line at www.nepga.com . Applications late or incomplete are not acceptable. Starting times will be published at www.nepga.com 7 days prior to the event. Schedule Championship – 54 holes. Monday, September 9, 1 st Round – 18 Holes Tuesday, September 10, 2nd Round – 18 Holes, Cut will follow Round 2. (Top 40 and ties) Wednesday, September 11, Final Round – 18 Holes Low scorer for 54 holes will be declared the champion. In the event of a tie for the championship, there will be a hole-by-hole playoff immediately following completion of play. The NEPGA reserves the right to change the format and schedule from that presently contemplated. Prizes Championship: Professional Purse: $50,000 purse based on full field & sold out sponsorships. Amateurs returning 54-hole scores will receive merchandise credit at Belmont Country Club; lowest scorer--$500; second--$300; third--$200. Practice Rounds Practice rounds for the Championship Proper will be available on a limited basis. Tuesday’s and Thursday’s after 2:30pm are available, except August 15 th & 22 nd . Contact the golf shop to schedule a tee time. Cart fees are $30, no caddies allowed. Only those players registered into the Championship will be allowed practice rounds at the Championship site. Conditions; Schedules The NEPGA Tournament Committee reserves the right to alter any of the conditions and schedules herein. The decision of the Tournament Committee in any matter shall be final. Personal Appearance In qualifying and the Championship proper players must be neat in appearance with respect to clothing and personal grooming. The wearing of short pants is prohibited for all players at Qualifying and Championship proper. Baratz * INTRODUCTION One of the many outgrowths of the “good government” movement of the 1950s and 1960s was the proliferation of state Sunshine laws.1 Every state in the Union has enacted Sunshine laws designed to make the inner workings of state and local government more accessible to the public at large.2 State Sunshine laws generally have two components. First, state Sunshine laws typically contain “open records” provisions that allow citi- zens and the press to inspect and/or obtain copies of certain government records.3 Second, state Sunshine laws contain “open meeting” provisions, which require state and/or local government bodies, subject to enumerated exceptions, to conduct their meetings in a manner open to the public.4 This Article concerns the scope of the open meeting aspect of state Sunshine laws. * John F. However, these laws are increasingly misused to attack scientists who work on politically contentious topics in attempts to distort or undermine their research. The misuse of open records laws damages the scientific endeavor by diverting researchers’ time, threatening their privacy, and chilling candid scientific discussions. And by harming the scientific endeavor and interfering with scientific progress, the abuse of open records laws also harms human and environmental health. Until the necessary protections for scientific research are included in open records laws, it is crucial that scientists understand the laws in their state. This guide distills the open records laws in each of the fifty states and the District of Columbia into an easy-to-use reference that describes how each state’s open records law can potentially be used to protect research materials. It highlights categories of research records that may be vulnerable to an invasive open records request and lists areas where there are ambiguities. It also describes examples of how that state has treated specific records in the past. Included are practical tips for labeling records to help scientists categorize materials that may be protected from disclosure and maximize the chances that their records will remain safe.
