Executive Summary:
This MayoralDecisionisto approve a five-year (2018-2022) £500,000 funding plan to support deliveryof Pride in London. Pride in Londonis the UK’slargest lesbian,gay, bisexual,and transgender (LGBT+) event and parade and typicallyattracts an annual attendance of up to a millionpeople into central London. Its development and growth over the past fiveyears has been considerable and the aim of this funding isto ensure that the organiserscan manage the challenges associated with growth, ensuring the event remainssafe, inclusiveand a worldclass event that showcases Londonand its diversity.
Afurther £75,000 per year over this five-year period (L375,000) is also requested to deliverand fund wider LGBT÷communityevent activitiesthat providefocussed engagement opportunities, for example, funding to support BlackPride, an LGBT÷stakeholder reception and borough-wide LGBT÷community-
led event activity. - These activitiesspecificallymeet the manifesto commitmentto: “Continueto back majorculturalfestivals to celebrate London’sreligiousand racialdiversity,and ensure Pridecontinues to be a fantastic, community-ledshowcase of all London’sLGBT÷communities.”

1. Introduction and background
1.1 Underthe Greater LondonAuthorityAct 1999 (GLAAct),the Mayorhas a statutory duty to promote the economicand socialdevelopment and improvethe environment in London. Events have a profound potential to bring economicand socialbenefits to London,and majorevents in particularcan raisethe city’sprofileand present a positiveimageto the world’smedia.
1.2 Communityevents celebrate the city’sdiversityas its core asset, bringing people together in shared experiencesand providingopportunities for socialintegration, ultimatelybringingpositive economic and socialbenefits to London. Culturealso enrichespeople’s lives,improvingtheir quality of life and general well-being. Free events provideLondoners access to arts and entertainment whichthey mayotherwise not be able to experience.
1.3 Londonis one of the most important cities in the worldfor the LGBT÷communitywho make a significantcontributionto the capital’seconomyand dynamism.The Pride event and wider LGST+ communityevents are an important opportunity to showcase London’sstrengths for LGBT÷ focussed tourismas world-classcelebrations that havethe support of the LGBT+communityin Londonand visitorsfromthe rest of the UKand around the world.
1.4 Whilepositivechanges have improvedthe livesof LGBT+people, there is morethat needs to be done, workingwith London’sLGBT+communityto bring about societal and cultural change. The Mayor’scommitmentsto the LGBT÷communityincludea zero tolerance of hate crimeand homophobia, promoting and protecting London’sculturalassets, clubs and pubs and improving public health by tacklingthe risinglevelsof I-NVand breakingdown the stigma around mental ill health.
1.5 London LGBTCommunityPride C.I.C(LLCP),a communityinterest company, has delivered Pride in Londonsince2013, and was in receipt of a five-year funding plan (2013-2017) of £500,000 from the GLA.The intention was that followingthis funding period the event became self—sustainable.
1.6 Duringthe past fiveyears, Pride in London has continued to see growth and improvedcommunity engagement. It is the UK’slargest lesbian,gay, bisexualand transgender (LGBT+)event and parade that typicallyattract an annual attendance of up to a millionpeople into central London. Independent audience surveyresearch in2016 (the most recent data set) showed that additional spend inthe localeconomyfrom people attending Pride was approximately£26.3m.
1.7 However,with this success brings additional challenges and costs to the event, includingthe need to enhance crowdcontrol measures, extend the event footprint to respond to increased numbers, and ensure that the qualityof the event and content is raisedin linewith communityand visitor expectations for a world-classevent in London.
1.8 The current annual cost to deliver Pride in [o:idon is ciica £1 mi!ion per annum. I LCP,a volunteer run communityinterest group, are responsiblefor coveringthese costs, whichthey do through seekingfunding, sponsorship, donations and parade entry fees.
1.9 To support LLCPin meeting these challenges, and those of future development and growth, and ensuringthis important event continues to.be a success for London, it is now proposed to provide a further five-yearfunding plan of £500,000. Thissecured funding over fiveyears willprovide LLCPwith increasedstabilityand enable them to have multi-yearconversationsand deals with suppliersbenefitting fromeconomies of scale and alsowith commercialsponsors. MDTemplate October 2016 2 1.10 In addition to the internationallyrenowned Pride in Londonevent, it is important to ensure that all sectors of the LGBT+communityare fullyengaged. WhilstLLCPdo much of this engagement with the wider communityin deliveringPride in London,there is still additional opportunity to engage and support specificLCBT÷communitiesand stakeholder groups.
1.1] To enable this, a further annual budget of £75,000 (E375,000gross over fiveyears) willbe used for focused event activitiesthat further reach the wider LGBT+community.
1.12 Assuch, the GLAis seeking to providefunding to support BlackPride. Withoutthe GLA’ssupport of BlackPride it is likelythat this important event, whichsupports a specificallymarginalised community,may be at risk.The proposed levelof funding to support BlackPride is stillto be determined as detailed conversationsare still requiredwith the organisersto ascertain the type and levelof support required.
1.13 Similarly,the GLAwillbe lookingto hold a Pride/LGBT+reception to engage directlywith key LGBT+stakeholders to build relationshipsand understand further key issueswithinthe LGBT+ community,as well as seek opportunities to support and engage smaller,community-ledevents in Londonboroughs.
1.14 These LGBT÷events help support the Mayor’smanifesto pledge to “Continueto back major culturalfestivalsto celebrate London’sreligiousand racialdiversity,and ensure Pride continues to be a fantastic, community-ledshowcase of all London’sLGBT÷communities.” These events mean that we are able to celebrate our diversityas a city and be proud of the huge range of different communitiesthat call Londontheir home.
1.15 The LGBT+events supported and deliveredas part of this programmewillundergo periodical assessment and reviewwith the GLA’sCommunitiesand Eventsteams, to identify areas for potential changes and improvementsin format, content or location to ensure the community engagement is being maximised;as wellas identifying LGBT÷groups and communitiesthe GLA doesn’t have a relationshipwith and where stronger connections can start to be developed through the events.
1.16 The gross cost of the LGBT÷programme2018-2022 is £875,000.
2. Objectives and expected outcomes

2.1 Bysupporting Pride in London,we aimto achievestrategic, communityand operational benefits, as wellas supporting its governance, with the followingobjectives:
2.1.1 Strategic • BuildPride in London’sreputation as a leading LGBT÷event in London,the UKand beyond recognised for its excellence,creativity,diversityand inclusion. • Continueto deve’op a strategic overviewthat allowsPride to be sustainable and safe. • Continueto growthe Pride in London as a vehiclefor additional communityengagement, education and entertainment. Asa result, the event willserve to enhance London’s reputation as a good place for LGBT÷people to visitand live,whilstcontinuing to campaign for more equality, diversityand protection.
2.1.2 CommunityEngagement • Maintain and develop communityrelationships. • Activelyconsult across the LGBT+communityon plans for the Pride event.

2.2 Supportingthe LGBT÷reception, BlackPride and smallcommunityLGBT+event activitiesin outer boroughs willenable direct engagement on LGBT+communityissues and ensure the communityare engaged on mayoralpriorities.

3.2 WhilePridein Londonand the LGBT+events are predominatelyto engage the LGBT+community, this includesa specificfocus to ensure BAMEand disabled LGBT÷groups are engaged. 4.3 Impact assessments and consultation
4.3.1 The impact assessment of the events willbe done through the multi-agency planning prpcess (LicensingOperational Safety Planning Groups),includingWestminsterCityCouncil(or other local authority impacted), MPS,TfL,LAS,LFBand other key stakeholders to the specificevent. This is an essential part of the PremiseLicenceprocess. Keyagencies willbe consulted as part of this multi- agency process.

6.5 Paragraphs 1.8 and 1.11 above indicates that the contribution of £500,000 to LLCP,and a further amount to be determined to UKBlack Pride, amounts to the provisionof grant funding and not payment for services. Officers must ensure that any funding is distributed fairly, transparently, in accordancewiththe GLA’sequalities and in mannerwhichaffords valuefor moneyin accordancewith the Contracts and Funding Code.
