The FIFTY-THIRD ANNUAL REPORT of the General Committee of Management.

IJlHE Committee of Management of the Geelozig Iiifiraiuy and Benevolent Asylam hare the W honour to present their Report and Balance Sheets for the year ende 1 30th Jane, 1905, and have much pleasure in congratulating the Governors and Subscribers on the continued efficiency of the Institution during the year. In addition to the usual cases of Diphtheria and Typhoid Fever admitted Scarlet Fever and Measles developed in the Hospital and had to be treated, although at considerable inconvenience. Fortunately by the exercise of great care the diseases were limited to a few cases, bat they emphasized the pressing need of a ward where such patients could be at once taken without the risk of contagion to other non-infectious inmates. It is sincerely hope 1 that hy next year yonr Committee will be able to report that such a ward has been erected. ' Details of what has been done and is proposed, are given elsewhere. The Work done daring ths Year. —The Total Kumber of Patients treated was 1908, of these 951 were received into the wards. The number of patients suffering from infectious diseases such as Diphtheria, Scarlet Fever, Measles, etc., was 46. Out'Door Patients—Number admitted during the year—Males, 437 ; Females, 470; Total 957. Number of occasions on which they attended 8710. The average rate of mortality has been 8.3 for all cases and 7.2 for Hospital In-door Patients. 7 death occurred within 24 hours of admission. The total number remaining in the house on 30th June, 1905, was 172. The Amount to Credit of Endowment Fund is £3894 17s. fid., and of the Reserve Fund £2019 10s. The Government Grant was further reduced to £2400, this is smaller by £160 than last year and £700 less than the Institution was receiving 4 years ago The Government aid is yearly becoming rapidly less, and your Committee views with alarm the regular full in this revenue. At the same rate of decrease it will not he many years before it vanishes altogether. Every possible item has been cut down in the past to keep expenses within the income of the Institution, and for every fresh economy another reduction is made in the Grant. Your Committee has never believed in crying out against legitimate reductions whilst it was inevitable, but is now of the opinion that any further cutting down of the Grant will be a serious d 'ag on the steady advance of the Institution. The knowledge that the Government is constantly reducing the Grant in aid adds con• siderably to the anxieties of the Management, and fresh* avenues for begging money, cap in hand, to carry on with have to be exploited yearly. This should not be necessary for the support of such an Institution as the Geelong lufirmary, and the fact that it has to be done speaks loudly for the necessity of inaugurating some uniform system of obtaining revenue by way of a charitable rate. welcome help they have given with the sewing during the year. The " St. Matthew's' Mothers' Union and members of the High Church sewing party are also sincerely thanked lor gifts of bed jackets and night gowns, also the Wilson Memorial Sabbath School, per Mr. J. Downio, Superin• tendent, for tlw gift of tw.i bed jackets for the nse of the patients. Entertainments in Aid—It is sincerely to be hoped that more help will be gives during the coming year in this direction. Only £82 I9s. lid. came into the Institution under •this heading, which is a very small sura for the large district succored by the Hospital. With a falling income from the Government subsidy it is important that some other source of revenue be tapped, and this offers a large field for exploiting, To all who hare in any way assisted either as performers, promotors or subscribers, the thanks of the Committee are tendered. Endowment Fund,—This has been increased by £300 specially donated by (J. A, Stephen, Esq. of Newtown. Operating Theatre.—An increase in the amount of Surgical Work this year is shown by the fact that, 205 Operations have been performed as against 164 last year. Of these a large proportion are serious major operations. " Gift of a Movable Electric Lamp.—In last year's report the hope was expressed that some benevolent patron would present a Movable Electric Lamp. Mr. Jobbing, the local Manager of the Electric Lighting and Traction Company, on hearing of this offered on behalf of his Company to present one and install same, this he did ; a very powerful and useful pair of Movable Electric Lamps were placed in Opoi ating Room and have proved a great: boon. Tour Committee desires to thank Mr. Jobbins and his Company for their handsome gift. X.Ray Apparatus.—At the request of the Hon. Medical Staff your Committee decided to purchase a complete New Outfit for X-Ray work. The whole apparatus will cost something over £90 ; but your Committee feels jnstiiiod in incurring the expense as the old one is worn out and also too small for modem work. The instrument is now on its way from Europe ; when it is erected your hospital will bo provided with the latest and most up-to-date mechauism available. Staff.—Mr. E. A. Striker was appointed Dispenser and Assistant House Steward in February last rice Miss L. Whittle who resigned. Since his appointment ho has justified his selection by your Committee. The Nursing and General Staff have carried out their duties conscientiously and well during the period under review and your Committee duly appreciates the willingness with which work is done. Our energetic superintendent, thiongh pressure of work, contracted an illness which so affected him, that acting under medical advice he applied for leave of absence from duty; your Committee unanimously granted him the three months applied for, which he spent in a warmer climate on the New South Wales' border, with the result that he has returned with renewed health and vigor. - Life Subscribers.—The following have linen elected Life Subscribers during the year in recognition of generous personal Donations or for promoting successful Entertainments :— W. H. Beid, Esq. a/c W. J. Reid, Esq , donation of £21: _ Mr. J. Reed, nominated by 8 Hours Committee, donating £20; Jno. Ferguson, Esq., nominated by Morrisons Ball Committee: Mrs. H. M. Hourigan, personal donation of £20 Life Governor.—G-. A. Stephen, Esq. of Newtown was elected a Life Governor in February, he having given £300 to the Endowment Fund. Gift of Ice and Fish.—The grateful thanks of the Committee are hereby tendered to Messrs. W. Humble and Sons for their unlimited supply of Ice throughout the year, free. Also, for the use of their Cool Chambers on various occasions, gratis. For over eight years Messrs. Humble have supplied the Hospital with Free lea. To the QueensclifE Fishermen's Union and the Queenscliff Fishing Company, yonr Com• mittee's sincere thanks are also tendered. Frequent large gifts of Fisli have been received which have been very acceptable to the patients and inmates. 7

Votes of Thanks are-hereby tendered to the Ladies' Flower Mission, for supplying cut flowers weekly throughout the year, and to all those societies or individuals who have given or promoted Concerts or Entertainments in aid or for the amusement of patients and inmates, or who have in any way assisted the Institution. To the Press sincere thanks are offered for the maimer in which it has at all times assisted and advocated the requirements of the Institution financially; also the proprietors of the following papers :—Amtr

EXTRACTS FROM BYE-LAWS

Qualification., Designation, and Privilege/ of Bfnefaetaei. Bye-Law No. 5.—The following shall be the qualification, designation, and privileges af GjCTernofs, QettM)i$ors and Honorary Collectors, viz :—£50 personal contribution in one year—Life Governor; £20 personal contribution in one year—Life Subscriber ; £50 bequest under will, first NAMED or acting executor (bequest under will; under such will—Governor for One Tear ; £20 Society) Association, or Company collecting or paying in one year (to nominate for each £20 collected or paid)—Life Subscriber; £1 and upwards, Minister of Church or Layman collecting in one year—Honorary Collector ; £1 and upwards, yearly subscription—Contributor.

Provided always that no Minister, Congregation, Association, Society, Company or Person shall nominate as a contributor or contributors any person or persons, the yearly subscription or subscriptions for whom shall be sought or intended to be paid out of moneys derivod from public or private collections for Charitable purposes. Every firm or partnership subscribing may exercise their privileges througli one of themselves to be nominated in writing by such firm, and the Trustees or Executors of every Estate subscribing may exercise their privileges through one of themselves being nominated in writing by such Trustees or Executors, and every Public or Corporate body subscribing may exercise their privileges through some person in their employ to be nominated in writing by such Public or Corporate Body. The power of voting by nominees at Annual or Special Meeting being limited to three votes for all they represent.

Bye-Law No. 6,—Life Governors will be entitled to recommend—1 In and 4 Out-Patients (always on the books) f Life Subscriber—1 In and 2 Out-Patients annually ; Governor for 1 year—10 In and 20 Out Patients; Contributor —1 In and 2 Out-Patierts annually for each £1 subscribed; Honorary Collector—1 in and 2 Out-Patients annually for each £1 collected. Bye-Law No. 7.—Becommendation shall be made by ticket and shall only be used for the recommendation of persons UNABLE to pay for medical attendance ; the reception of such persons shall be subject to the approval of the Committee of Management, and provided that the funds and accommodation of the Institution admit of their reception. When recommendations cannot be acceded to, a ticket in lieu of that used shall be returned to the Subscriber. Tickets will be issued by the Secretary to Subscribers at the time of payment of subscriptions. Subscribers shall also have the privilege at any time, on application to the Secretary, of exchanging Out-Patients for In-Patients ; and vice verm •• One In-Patient's ticket being equivalent to Three Out Patients'.

Bye-Law No. 8.—Subscribers of £1 and upwards shall have full power to vote at all meetings from time of payment, and shall be deemed Annual Subscribers from date of payment. Bye-Law No. 9.—At all Annual and Special Meetings of the Corporation, Life Governors shall have three votes; Life Subscribers and Annual Governors, two votes; Annual Contributors of £5 5s. and upwards, three votes; £3 3s., two votes; £1, one vote; Honorary Collectors for whole amount collected in one year, one vote.

A'lmkiion of Patientt into the Infirmary, Bye-Law No. 58.—Accidents land ;such eases of decided emergency only as in the opinion of the Besident Surgeon cannot be de^yed may be received in the Infirmary at any time without ticket, provided, however, that should an accident or emergency case remain in the Institution three days or more, an In-Patient's Ticket must then be procured without delay. The admission of patients, in ordinary cases recommended by Subscribers' tickets shall be daily (Sundays excepted) between the hours of nine and twelve o'clock in the forenoon, by the Secretary, and the Honorary Medical Staff for the week, or in the absence of such Staff, by the Secretary and Besident Surgeon ; such admission to be temporary, and subject to the approval of the House Committee at its next meeting.

Admission of Payin/ Patients. Bye-Law No. 59.—Paying Patients may be admitted at the discretion of the House Committee, who shall fix the weekly rate to be charged to eaeh Patient, and in the event' of an operation being necessary may fix a fee therefore, and may require the same to be paid in advance; and every person admitted on the ground of emergency to the benefits of the Institution, and able, in the estimation of the Committee, to pay, shall be required to do so at such rate as the Committee may determine. Eaeh admission of a paying Patient shall be reported to the General Committee at its next meeting, and shall be subject to confirmation.

Bye-Law No. 60.—The General Bules and Regulations of the Institution shall be applicable to and b» observed by all Paying Patients, 36

Persons not Admitsable. Bye-Law No. 61.—No pregnant female for the purpose of confinement; no insane person, except on remimd for medical examination in the Lunacy Ward ; no :one having a contagious or infectious disease ; no one subject to epilepsy ; nor any one who, in the opinion of the Honorary Medical Staff for the weak, or the Resident Surges, might receive equal benefit as an Out-Patient, shall he 'admitted ; and no child under five years of age shall bj admitted, except in cases of accident or for a surgical operation; nor except under special circumstances shall Patients he admitted from other districts where hospitals exist; provided that the House Committee or Officers of' the Institution shall have discretionary power to admit such prohibited cases, and shall report upon the excretes of such power to the next^General Meeting of the Committee of Management.

Admission of Inmates into the Benevolent Asylum. Bye-Law No. 62.—The admission of Inmates into the Benevolent Asylum shall be restricted to those days in each week upon which the House Committee meets, when applications shall "be considered and decided upon. "So pregnant female for the purpose of confinement; no person insane; no child under twelve years of age ; no one having a contagious or infectious disease shall be admitted.

Payment of Maintenance, All Patients will be expected to pay towards the actual expenses of their maintenance, so far as itheir circum• stances may enable them; and all property found on Patients who may die in the Hospital will be appropriated to defray the expenses of the maintenance and burial. The residue, if any, to be handed over to their legal representatives. The Committee of Management shall appoint a Sub-Committee (with the concurrence of the Surgeon) which shall have power to discharge any Patient in case of his refusal to pay; and shall have the further power 1» ' require (if necessary) Patients to make a declaration before a Justice as to their means.
