    Wicklow County Development Plan 2016‐2022 CHAPTER 3 - SETTLEMENT STRATEGY 3.1 Introduction This chapter sets out the Settlement Strategy for County Wicklow. The Settlement Strategy is in accordance with the Strategic Policy Context and Core Strategy, as outlined in Chapters 1 and 2. It sets out the strategy for the future development of settlements and the rural area. In particular it sets out the role and function of each level within the Settlement Hierarchy and includes information on the growth targets and occupancy controls within each level. A visual representation of the settlement hierarchy is shown on maps 03.01, 03.02 and 03.03. 3.2 County Wicklow Settlement Strategy LEVEL 1 – METROPOLITAN CONSOLIDATION TOWN Settlement: Bray Population and Growth Target The population of the settlement is targeted to increase from 29,339 in 2011 to 40,000 in 2028. Role and Function Bray is the largest town in County Wicklow located in a strategically important position within the metropolitan area and at the eastern gateway to the County. The town has the best transport links in the County, with access to the N/M11 transportation corridor (including M50), DART/ rail line and quality bus service. It is a strong active town that provides a higher order economic and social function for its local residents and for residents from other surrounding towns and villages. Further expansion of the town is severely constrained on all sides by the administrative boundary of Dun Laoghaire Rathdown and the coast to the north and east, Bray Head / Sugarloaf mountains to the south and the N/M11 to the west.

Transfer the following EDs from Arklow Municipal District into Wicklow Municipal District: Knockrath, Ballinderry, Rathdrum, Dunganstown West, Dunganstown East. 2.2 Baltinglass Municipal District (5 seats) In accordance with article 6 of the terms of reference, the area should be reduced in size to avoid designating local electoral areas which are territorially very large or extend over very long distances. It is over 60km from end to end of the existing Municipal District, and in between, County Carlow separates Baltinglass from the southern settlements of Carnew, Tinahely and Shillelagh. In accordance with article 7(iv) I propose that exceptional circumstances exist for the creation of a single local electoral area with 5 members by transferring the following EDs from Baltinglass Municipal District to Arklow Municipal District: Aghowle, Ballinglen, Ballybeg, Carnew, Coolattin, Coolboy, Cronelea, Killinure, Money, Rath, Shillelagh, and Tinahely.

The projects supported have ranged in size from small projects worth €2,000 to large flagship projects requiring up to €500,000 in a diverse range of sectors but primarily in the areas of farm diversification, enterprise, rural tourism, heritage, town and village renewal, community facilities and amenities, renewable energy and environmental projects. The LEADER Initiative (Liaisons entre actions de developpement de l’économie rurale) was established by the European Commission in 1991 and was designed to aid the development of sustainable rural communities following the reforms of the Common Agricultural Policy. Highly successful it operates across the European Union and in all rural areas of Ireland. LEADER is part funded by the European Agricultural Fund for Rural Development (EAFRD) and the Irish Exchequer. It consists largely of the assessment of chemical and bacteriological data carried out as part of the Groundwater Protection Scheme (1997), County Council data (1995-97), and some GSI data, together with a brief appraisal of more recently published data on nitrates (EPA, 1997). The report describes both the natural hydrochemistry of the groundwater and the water quality situation. (Hydrochemistry uses the inherent water signature and variations in parameters over space and time, to gain an understanding of the dynamic flow system. Groundwater quality, on the other hand, refers to the chemical, physical and microbiological characteristics of groundwater, relative to a standard or to the requirements of its intended use (Ball, 1994)). The report gives a number of recommendations for consideration by Wicklow County Council. 2 Sources of Information Hydrochemical and water quality data were compiled primarily from the three phases of groundwater sampling from puplic schemes, carried out during 1997 and with some data from GSI files and also County Council files. A detailed sampling programme of private supplies around Brittas Bay was also carried out in July 1997.

PROCEDURE (1) On 28 June 2013 the Commission adopted the Guidelines on regional State aid for 2014-20201 (hereinafter "RAG"). Pursuant to paragraph 178 of the RAG, each Member State should notify to the Commission, following the procedure of Article 108(3) of the Treaty on the Functioning of the European Union ("hereinafter: "TFEU"), a single regional aid map applicable from 1 July 2014 to 31 December 2020. In accordance with paragraph 179 of the RAG, the approved regional aid map is to be published in the Official Journal of the European Union, and will constitute an integral part of the RAG. (2) By letter dated 25 March 2014, registered at the Commission on 26 March 2014 (2014/034453), the Irish authorities submitted a proposal for the regional aid map of Ireland applicable for the period from 1 July 2014 to 31 December 2020. 2. DESCRIPTION OF THE NOTIFIED REGIONAL AID MAP (3) In their notification, the Irish authorities propose a list of regions with a total population of 2.35 million inhabitants, or 51.28% of the national population, for eligibility for regional aid on the basis of the derogation laid down in Article 107(3)(c) of the TFEU for the period from 1 July 2014 to 31 December 2020.
