Analisis Dampak Program Pembangunan Pertanian Kawasan Perbatasan Di Kabupaten Sanggau Dan Kabupaten Sambas HASIL PENELITIAN 2019 ANALISIS DAMPAK PROGRAM PEMBANGUNAN PERTANIAN KAWASAN PERBATASAN DI KABUPATEN SANGGAU DAN KABUPATEN SAMBAS Dwi Septiyarini1, Novira Kusrini2, Oke Anandika Lestari3 1Badan Penelitian dan Pengembangan Provinsi Kalimantan Barat 2Fakultas Pertanian Universitas Tanjungpura Pontianak 3 Fakultas Pertanian Universitas Tanjungpura Pontianak Abstrak Orientasi pembangunan pertanian adalah berkontribusi dalam peningkatan kesejahteraan petani khususnya dan rumah tangga perdesaan pada umumnya. Unsur penting yang berpengaruh terhadap tingkat kesejahteraan petani adalah tingkat pendapatan petani. Walaupun demikian tidak selalu upaya peningkatan pendapatan petani secara otomatis diikuti dengan peningkatan kesejahteraan petani. Untuk itu penelitian ini dilaksanakan untuk menganalisis implementasi kebijakan program pembangunan pertanian yang telah dilaksanakan di kawasan perbatasan khususnya Kabupaten Sambas dan kabupaten Sanggau serta dampak yang telah ditimbulkan sebagai akibat adanya program tersebut terhadap kesejahteraan petani di wilayah perbatasan. Penelitian ini menggunakan metode kualitatif dan kuantitatif. dengan lokasi penelitian meliputi Kabupaten Sambas dan Kabupaten Sanggau. Lokasi penelitian di Kabupaten Sambas adalah di kecamatan Paloh yaitu di desa Matang Danau dan Kecamatan Tebas yaitu di Desa Tebas Sungai sedangkan lokasi penelitian di Kabupaten Sanggau berada di Kecamatan Entikong yaitu di Desa Nekan, Kecamatan Kembayan yaitu di Desa Lubuk Sabuk dan Kecamatan Sekayam yaitu di Desa Tunggal Bakti. Populasi sampel dalam penelitian ini adalah petani padi yang menerima bantuan program pembangunan pertanian seperti benih, pupuk, obat dan sarprodi yang lain. Teknik pengambilan sampel dengan cara purposive sampling. Teknik pengumpulan data yaitu dengan menggunakan data primer dan data sekunder. Analisis dampak menggunakan analisis before and after (ex-ante vs ex-post). Analisis data menggunakan uji Paired Samples T-test. Implementasi program pembangunan pertanian yang telah dilaksanakan di wilayah perbatasan Kabupaten Sanggau dan Kabupaten Sambas pada komoditas padi antara lain adalah program bantuan pemberian benih, pupuk dan termasuk obat pestisida. Pompa, transplanter, combain, dan RMU (Rice milling unit) juga sudah ada. Program bantuan tersebut tidak hanya dari pemerintah pusat dan daerah tetapi juga dari Bank Indonesia, BRI, dan juga dari dana desa. Program pembangunan pertanian berdampak terhadap peningkatan produksi dan produktivitas petani meskipun belum mencapai target yang telah ditetapkan, selain itu juga berdampak terhadap peningkatan pendapatan, dan efisiensi biaya produksi. Namun ketimpangan pendapatan petani di wilayah perbatasan masih cukup tinggi dan nilai tukar petani masih rendah. An important element that influences the level of welfare of farmers is the level of income of farmers. Even so, it is not always an effort to automatically increase farmers 'income followed by an increase in farmers' welfare. For this reason, this research was carried out to analyze the implementation of agricultural development program policies that have been carried out in the border areas, especially Sambas Regency and Sanggau Regency and the impacts that have been caused as a result of the program on the welfare of farmers in the border region. This research uses qualitative and quantitative methods. with research locations covering Sambas Regency and Sanggau Regency. The research locations in Sambas Regency are in Paloh Subdistrict, namely in Matang Danau Village and Tebas Subdistrict, in Tebas Sungai Village, while the research location in Sanggau District is in Entikong Subdistrict, in Nekan Village, Kembayan Subdistrict, Lubuk Sabuk and Sekayam Subdistrict, in the Village Tunggal Bakti. The sample population in this study was rice farmers who received assistance from agricultural development programs such as seeds, fertilizers, medicines and other Sarprodi. The sampling technique is by purposive sampling. Data collection techniques are using primary data and secondary data. Impact analysis uses before and after analysis (ex-ante vs ex-post). Data analysis using Paired Samples T- test. Implementation of agricultural development programs that have been implemented in the border areas of Sanggau Regency and Sambas Regency in rice commodities include aid programs for providing seeds, fertilizers and including pesticides. Pumps, transplants, combines, and RMU (Rice milling units) also exist. The assistance program is not only from the central and regional governments but also from Bank Indonesia, BRI, and also from village funds. The agricultural development program has an impact on increasing farmers' production and productivity even though they have not yet reached the target set, but also has an impact on increasing income, and efficiency of production costs. But inequality of farmers' income in the border region is still quite high and the exchange rate of farmers is still low. Simpulan dari penelitian adalah penyelesaian perselisihan batas daerah ini terkesan lambat oleh pemerintah, baik itu Pemerintah Kabupaten maupun Pemerintah Provinsi, tentunya menjadikan ketidakpastian bagi masyarakat dan daerah yang mempunyai persoalan batas wilayah. Oleh karena itu, perlu segera dicarikan jalan penyelesaiannya yang terbaik untuk semuanya dan dalam hal ini dituntut keberanian pemerintah untuk mengambil kebijakan penyelesaian konflik batas wilayah yang berdasarkan landasan hukum yang berlaku.
