GREATER CLEVELAND REGIONAL TRANSIT AUTHORITY FFY 2014 GRANT PROGRAM PROJECT DESCRIPTIONS

Section 5307 Capital Formula (OH-90-XXXX)

Information Technology Program – This program is to purchase ADP hardware, ADP software and third party support for the upgrade of our Oracle System, Network Infrastructure, data center, phone system, and internet/intranet development. Funds have been programmed in 2014 to purchase ADP Hardware and Software and third party support services in support of these initiatives.

Fare Collection System – This project supports financing for the new fare collection system. GCRTA replaced nearly 800 fareboxes and introduced a proof-of-payment system on the Heavy Rail (Red Line) and BRT (HealthLine). Ticket vending machines and vending kiosks are also included. As approved by FTA, funds are programmed in 2014 for the project financing reimbursement.

Preventative Maintenance Bus – Preventive maintenance activities will include the purchase of inventory materials and supplies, equipment, as well as capitalized maintenance expenses (including mechanic labor) for bus operations.

Preventative Maintenance Rail – Preventive maintenance activities will include the purchase of inventory materials and supplies, equipment, as well as capitalized maintenance expenses and maintenance of the rail track right-of-way.

Transit Waiting Environment Program - This program replaces our Bus Shelter Replacement program. It represents a majority of GCRTA’s annual enhancement projects. For 2014 it is focused improving bus station areas and includes purchase and installation of bus shelters and other amenities at our bus stations.

Brookpark Station Reconstruction - The reconstruction of this 44-year old facility will be fully ADA compliant and include upgrades to the existing tunnel, new elevator core, rail platform, and passenger waiting areas. The existing west parking lot and east side bus transfer areas will also be reconstructed. This project would reconstruct and modernize RTA’s highest ridership rail station located on Brookpark Road in Brook Park, Ohio near the airport. Funds are programmed in 2014 to support the construction, third party construction inspection, force account and public art costs.

Bus Replacement Program - This project is part of a three-year program to replace a total of 105 40 foot vehicles that have reached the end of their useful life. Funds are programmed in 2014 to support the vehicle and spare parts purchases.

Bus Equipment Program – This project is to purchase equipment for the existing bus fleet that will enhance the safety and security of the vehicles. Funds are programmed in this grant for 2014 to support the equipment purchases.

OCS Replacement and Upgrade – This project is one year of a multi-year effort to replace parts, equipment, and supports for the Overhead Catenary System that are reaching the end of their useful life. Funds have been programmed in 2014 in support of the construction and GCRTA force account costs.

Fiber Optic Hardware Replacement – This program involves replacement and upgrade of the hardware and nodes supporting our fiber optic network along our rail lines. Funds are programmed in 2014 to support the equipment and construction costs.

Rail Station Door Rehabilitation Program – This program involves replacement of doors at a number of rail stations throughout the GCRTA system. Funds are programmed in 2014 to support the material and construction costs.

Hayden Garage Parking Lot Rehabilitation – This project is part of our overall pavement improvement program and is the rehabilitation of the GCRTA employee and visitor lot at the Hayden Garage Facility. Funds are programmed in 2014 to support the construction and force account costs.

Section 5337 State of Good Repair Formula (OH-54-XXXX)

West 117th Street Substation Rehabilitation - This project is to upgrade the building and modernize and replace outdated equipment at this 59-year old facility. We will be replacing the roof, transformers, rectifiers, and control gear. New fire, electrical, phone and emergency call boxes will be included with the warning systems and meet all new code requirements. Funds are programmed in 2014 in support of the design and GCRTA administration costs.

Sectionalized Tower City Catenary System - This project is to upgrade and modernize the overhead catenary system through the Tower City Center station. It will provide the ability to easily isolate and de-energize the various tracks operating through Tower City. Funds are programmed in 2014 in support of the construction and GCRTA force account costs.

Second Feed for East 55th Street Substation - This project is to upgrade and provide redundant electrical service feeds for this substation, which serves the operating track, rail yard, and Rail Maintenance Facility. Funds are programmed in 2014 in support of the construction and GCRTA force account costs.

Rail Infrastructure Program - This project funds the acquisition of equipment and materials and construction required to upgrade the rail line infrastructure on RTA’s 34 miles of rail track. It will assist RTA in providing safer, faster rail service along the Red, Blue, and Green rail lines. Funds are programmed in 2014 to support this program.

East 79th Street Station ADA Reconstruction – This project is for the design and reconstruction of ADA upgrades of the heavy rail station and platform. Funds are programmed in 2014 for the design, GCRTA project administration, and third party support during the design phase.

Lee-Shaker Station Reconstruction – This project is for the reconstruction and ADA upgrade of the light rail platforms that are reaching the end of their useful life. Funds are programmed in 2014 for the construction, force account labor and materials, and third party support during the construction phase.

Section 5339 Bus Facility Grants (OH-34-XXXX and OH-34-0003)

Bus Replacement Program - This project is part of a three-year program to replace a total of 105 40 foot vehicles that have reached the end of their useful life. Funds are programmed in 2013 and 2014 grants to support the vehicle and spare parts purchases.
