ROAD TOLL SUBMISSION 15 Rail Freight Alliance Submission to the Victorian Parliament Economy and Infrastructure Committee The Rail Freight Alliance The Rail Freight Alliance (RFA) is made up of rural, regional and metropolitan Councils across Victoria. The Alliance membership has a strong belief that more freight on rail will add to the safety, efficiency, productivity and prosperity of all Victorians. Our Membership includes the Councils of Ararat City, Buloke, Central Goldfields, Ballarat City, City of Melbourne, City of Wodonga, East Gippsland, Latrobe City, Loddon, Gannawarra, Glenelg, Greater City of Bendigo, Greater Shepparton, Hindmarsh, Horsham Rural City, Maribyrnong City, Mildura Rural City, Moyne, Northern Grampians, Pyrenees, South Gippsland, Southern Grampians, Strathbogie, Swan Hill Rural City, Warrnambool City, West Wimmera, Wyndham City and Yarriambiack. Victoria’s Road Toll 2019 has seen a tragic increase in Victoria’s Road toll. The road toll and acquired injuries from road trauma has a horrific impact on families across Victoria. The Alliance considers that the issues relating to the road toll must be considered holistically. The focus of this submission is Transport Infrastructure. The RFA acknowledges that this is outside but not limited within the terms of reference of the inquiry. The RFA considers Transport Infrastructure and Policy setting to be a critical element in road safety and decreasing road toll and road trauma. Expected Port Growth It is estimated that the Port of Melbourne (PoM) throughput will exceed 8.7 million TEU by 2050. For the PoM to achieve its forecast growth, rail connectivity and infrastructure must be planned for immediately. The Ports of Geelong and Portland are expected to increase throughput of bulk commodities into the future. -

By way of background, Wangaratta Unlimited is the economic development arm of the Rural City of Wangaratta. In November last year it decided to take a proactive response to the global economic downturn and commenced developing a response strategy. This strategy was finalised in February 2009 and submitted to Council for adoption. The strategy is based on the premise that "now is not the time to be timid". It acknowledges that while the Wangaratta regional economy will not be immune from the affects of the economic downturn, there are measures that can be undertaken to buffer these affects and indeed provide offsets to employment and economic activity in other directions. It is nominated four key directions for doing so: • Direct economic stimulation • Innovation and entrepreneurship • Leadership • Business support I look forward to your consideration of the Wangaratta Unlimited Global Economic Downturn Response Strategy and would be prepared to provide further information should you wish in this regard. -

ALPINE PLANNING SCHEME 21.03 KEY PLANNING STRATEGIES 25/01/2007 C18 21.03-1 Principles 19/01/2006 VC37 “The fundamental principle guiding future land use planning for the Alpine Shire is that communities can only continue to survive and prosper if they can generate and retain wealth” (Alpine Shire Strategic Land Use Plan, April 1996). The future prosperity of the community is dependant on the effective management of land and the general principles to achieve this were outlined in the Alpine Shire Strategic Land Use Plan as: Maintaining prime agricultural land for future generations. Maximising economic prosperity in balance with minimum environmental degradation. Making the best use of existing development patterns and location of infrastructure. Minimising fossil fuel usage. The general strategic framework for the Shire is that “activity is principally based on the three major townships and the road links between them. These three major centres are then supported by a constellation of smaller settlements” (Alpine Shire Strategic Land Use Plan, April 1996). The Alpine Shire Strategic Land Use Plan outlines the following general strategies for the Shire: The natural environment and the juxtaposition of the components of the natural environment with agriculture, tourism, power generation and urban development is unique to the Alpine shire, its most valuable asset and hence must be recognised. High quality and productive agricultural land is to be protected from inappropriate development. New subdivision in rural areas will require lots to be a minimum of 40 ha in area. Areas subject to environmental constraints (such as flooding, erosion, mass movement, fire hazard etc.) are to be identified and protected from intensive development. -

(PHW Act): 1 Preamble (1) The purpose of these directions is to address the serious public health risk posed to Victoria by Novel Coronavirus 2019 (2019-nCoV). (2) These directions identify areas within Victoria which have a higher prevalence of, or risk of exposure to, 2019-nCoV and which are subject to specific directions which are reasonably necessary to protect public health. (3) These directions must be read together with the Directions currently in force. 2 Citation (1) These directions may be referred to as the Area Directions (No. 3). (2) A reference in any other direction to the Area Directions or the Area Directions (No. 2) is taken to be a reference to these directions. 3 Commencement and revocation (1) These directions apply beginning at 11:59:00 pm on 8 July 2020 and ending at 11:59:00 pm on 19 July 2020. Case study 3: Shepparton, Victoria Prepared by Institute for the Study of Social Change Researcher Nyree Pisanu Shepparton is a region in Victoria, Australia with a total population of 129,971 in 2016 (ABS, 2019). The Shepparton region includes three local government areas, including Greater Shepparton, Campaspe and Moira. In 2016, the regional city of Shepparton-Mooroopna had a population of 46,194. The Greater City of Shepparton had a population of 65,078 in 2018, with an average growth rate of 1.14% since 2011. The median age in Shepparton is 42.2 and the unemployment rate is 5.7%. In 2016, There were more births than deaths (natural increase= 557) and in-migration exceeded out- migration (net migration = 467). Therefore, natural increase is driving Shepparton’s population growth (54%). Economic profile The Shepparton region is located around 180kms north of Melbourne (Goulburn Broken Catchment Management Authority, 2016). The region is known as the Shepparton Irrigation Region as it is located on the banks of the Goulburn river, making it an ideal environment for food production (Goulburn Broken Catchment Management Authority, 2016). Shepparton’s top three agricultural commodities are sheep, dairy and chickens (ABS, 2019). The region is at the heart of the ‘food bowl of Australia’, also producing fruit and vegetables. The region also processes fruit, vegetables and dairy through large processing facilities for both consumption and export (Regional Development Victoria, 2015). -
