It was not only exceptional for the faculty and students who participated in this 3-year programme (2006-2008), but also for the World Heritage sites where it was implemented (Kakadu National Park in Australia, and Paris, Banks of the Seine and The Loire Valley between Sully-sur-Loire and Chalonnes in France) and for the UNESCO World Heritage Centre (WHC) itself. Indeed, the concept of Master Class which was the added value of the SOH programme allowed a number of WHC colleagues to deliver first-hand experience to 90 motivated young talented students who are now involved in World Heritage sites management in their respective countries in the European Union and Australia. The interaction of WHC specialists with the students proved to be a stimulating and challenging environment. lt allowed specialists to explain details of the World Heritage machinery through their own everyday experience and perception while also allowing students to raise questions directly to specialists, thus lifting ambiguities and doubts and building a clear vision of how to use the World Heritage mechanisms in their future careers. SOH participants realized through this experience that the fifth “C”, for Community, adopted by the World Heritage Committee in 2007 at its 31st session in Christchurch, New Zealand, is a crucial and complementary element to the “Four Cs”, Credibility, Conservation, Capacity-Building and Communication adopted as strategic objectives of the World Heritage Convention in the Budapest Declaration in 2002. Community is an overarching element of the strategy, which every World Heritage site manager should bear in mind when interacting with the various stakeholders living or working in or around sites. This is also the reason for selecting the theme ‘World Heritage and Sustainable Development: The Role of Local Communities’ for the celebration of the 40th Anniversary of the World Heritage Convention (1972-2012). This publication dedicated to Community Development through World Heritage will help the SOH programme results to be shared more widely in the World Heritage global community for the benefit of the World Heritage sites themselves. It offers an illustration of how local communities can make a positive difference in the sustainable management of World Heritage properties. Kishore Rao Director of the UNESCO World Heritage Centre 5 Introduction Community Development through World Heritage is a direct outcome of the international student exchange programme Sharing Our Heritages, which was sponsored by the Australian Government and the European Union. The programme involved students and lecturers in 2005–2008 from Charles Darwin University (CDU), Curtin University of Technology (CUT), Deakin University (DU), Melbourne, and the University of Western Sydney (UWS), in Australia; Katholieke Universiteit Leuven, Raymond Lemaire International Centre for Conservation (RLICC), Belgium; University College Dublin (UCD), Ireland; Universitat Politècnica de València (UPV), Spain; and Brandenburgische Technische Universität Cottbus (BTU), Germany. The project concluded with a major conference on the theme of ‘Sharing Our Heritages (SOH): New Challenges for Conserving and Protecting Sites and for Managing Tourism’, which took place at the UPV in February 2008. All in all, the programme’s goal was to make the heritage of humanity, particularly its identity-building significance and its potential for community development, relevant and usable especially to young university students. This publication has the same aim, although insights are offered into more detailed findings. As expressed in the title, heritage plays an important role in community development, and here it is understood as a cultural construct, which – if it is to be used to create identity – needs to be more than simply conserved. Its relevance needs to be communicated in the present so that it may continue into the future. An important aspect of this is the use of heritage and its preservation for socio-economic development worldwide, an aim that is explicitly part of the World Heritage Convention. To achieve this however, the Convention has to be interpreted as an instrument of development policy, and its implementation in this direction needs to be accelerated. It is to this end that the World Heritage Committee has developed a set of five Strategic Objectives, the five ‘Cs’ (Credibility, Conservation, Capacity-building, Communication and Communities) to support the Convention. These objectives make it clear that heritage is not simply something handed down from the past, but is a process that must be actively constructed and maintained in the present if it is to have any sustainable future.     31 July 2020 Fremantle Prison celebrates 10 years as Perth’s only World Heritage Listed Site. Fremantle Prison will this week celebrate the 10th anniversary of their World Heritage listing as part of the Australian Convict Sites. Inscribed on the prestigious World Heritage List on 31 July 2010, the Australian Convict Sites, which includes 11 properties from around Australia, tell an important story about the forced migration of over 168,000 men, women and children from Britain to Australia during the late 18th and 19th centuries. Fremantle Prison Heritage Conservation Manager, and current Chair of the Australian World Heritage Advisory Committee, Luke Donegan, said, “Fremantle Prison is a monument to the development of Western Australia as we know it today.” “It is the most intact convict-built cell range in the nation and was the last convict establishment constructed in Australia.” The Australian Convict Sites World Heritage Property also includes Cockatoo Island Convict Site, Sydney, NSW (1839–69); Hyde Park Barracks, Sydney, NSW (1819–48); Kingston and Arthur’s Vale Historic Area, Norfolk Island (active 1788–1814 and 1824–55); Old Government House and Domain, Parramatta Park, NSW (1788– 1856); and the Old Great North Road, Wiseman’s Ferry, NSW (1828–35). Brickendon-Woolmers Estates, Longford (1820–50s); Darlington Probation Station, Maria Island National Park (1825–32 and 1842–50); Cascades Female Factory, Mount Wellington (1828–56); Port Arthur Historic Site, Port Arthur (1830–77); and Coal Mines Historic Site, Norfolk Bay (1833–48).     17 PART 2 DESCRIPTION The 11 sites that constitute the ‘property’ are spread across Australia, from Fremantle in the west to Kingston and Arthur’s Vale in the east, a distance of 5,500 kilometres, and from Old Great North Road in the north to Port Arthur in the south, a distance of 1,500 kilometres. Australia's rich convict history is well represented by approximately 3,000 remaining sites distributed across several States and Territories. The assessment to establish the most representative sites drew on a wide body of research to locate a complete representation of all the significant elements which together express all the elements of outstanding universal value. The sites span several climatic zones (from Mediterranean in the west to temperate in the south and sub-tropical in the mid-north), cover four time zones and are connected by a network of maritime routes throughout the Indian, Southern and Pacific oceans. Each of the sites represent key elements of the forced migration of convicts and is associated with global ideas and practices relating to the punishment and reform of the criminal elements of society during the modern era. 18 2.A DESCRIPTION OF PROPERTY Kingston and Arthur’s Vale Historic Area (KAVHA) Norfolk Island (1788–1814 and 1824–55) The site is on Norfolk Island, an outposted penal station of New South Wales (NSW) over two periods, the second as a place of punishment for re-offending convicts. Some female convicts were sent there in its earlier years but the overwhelming number of convicts were male. KAVHA comprises more than 40 buildings, groups of buildings, substantial ruins and archaeological remains set within 225 hectares of relatively undisturbed land.

    Australia: Convict Heritage Sites Eureka Heinrich What Remains? Between 1787 and 1868 over 160,000 convict men, women and children were transported to Australia, a movement that Robert Hughes described as “the largest forced exile of citizens at the behest of a European government in modern history.” In Sydney town, the first of these exiles built their own homes, started families and established businesses while working to obtain their ticket-of- leave. As the system of transportation grew more tightly controlled, male convicts laboured to build government barracks where officers could better regulate their work and day-to-day lives. For those who absconded, or committed other crimes, fearsome places of secondary punishment were established. These isolated outposts, although notorious for their harsh punishments, in many ways mirrored those on the mainland. Settlements grew around convict-built barracks, prisons and storehouses, and convicts were also set to work exploiting natural resources such as coal and timber to fuel the colonial project. Female convicts worked and lived within female factories, institutions which exacted their labour in pursuits such as oakum picking whilst aiming to “reform” them for domestic service or marriage. Free settlers benefitted from the labour of male and female convicts assigned to them, and they lived alongside each other in homesteads and farms. Convicts also laboured to build roads, grand houses for governors and public buildings such as hospitals and churches. Much of this physical evidence of the system of convict transportation has since been demolished. Bricks were re-purposed for other buildings, and sites built over and forgotten, reflecting the desire of many colonists to erase the memory of their society’s penal origins.

    Information for Applicants VACANCY Heritage Programs Administration Officer Conservation and Infrastructure The Port Arthur Historic Site Management Authority is an Agency of the Tasmanian State Service and employment at the Site is subject to the State Service Act 2000. The Authority is responsible for the conservation and management of the Port Arthur Historic Site, the Coal Mines Historic Site and the Cascades Female Factory Historic Site. All three sites are on the Tasmanian Heritage Register, the National Heritage List and included in the Australian Convict Sites World Heritage listing. The offices of PAHSMA are located at the Port Arthur Historic Site which comprises buildings, artefacts and records, dating mainly from the convict period, set within approximately 135 hectares of land at Port Arthur on the Tasman Peninsula. The Site is a place of cultural and historic significance and a major destination for local, state, national and international visitors and tourists. The Authority operates a world standard Visitor Centre and provides a range of facilities and experiences for the comfort and enjoyment of visitors. The Coal Mines Historic Site, some 210 hectares, is also on the Tasman Peninsula while the Cascades Female Factory Historic Site is located in South Hobart.
