ARMY CHEMICAL OORPS PAGE 46 OF 181 PAGES Chart No. 3 COPY 1 OF 35 COPIES UNCLASSIFIED UNCLASSIFIED PwmW!!F RESEARCH, DEVELOPMENT AND ENGINEERING Administration (U) The Chemical Corps' research, development, engineering, and testing activities were carried on by the Research and Developnent Command (Charts 7,9 810) and by the Engineering Command (-8 ). (3-1 1 January 1959 Col. Graydon C. Essman, Commanding Officer of the RBD Command was elevated to the rank of Brigadier General. (U) During FY 1959 the Corps received from Department of the Army and other agencies approximately 38 million dollars for R8D funds. By the end of the fiscal year it had obligated 98 percent of this. The proposed budget for FY 1960 was geared to take another jump, this one of more than three million dollars.152 (5) On 10 March 1959 the Defense Science Board approved a report pre- pared by an Ad Hoc Committee (The Reeves Committee). This report concluded, among other things, that "chemical warfare, in its present state of develop- ment, can inflict devastating casualties on unprotected personnel, both military and civilian. Biological warfare, although primarily concerned with incapacitating rather than lethal effects, can also present serious problems with respect to both types of personnelnR The report recommended that the Secretary of Defense "urge the Services to develop and establish 152 (1) Quart Rev, Apr - Jun 58, p. 90. The report also urged the development of parallel programs for RBD, War gaming, and combat development field trials, and for securing public acceptance and support for chemical and biological warfare. (S) Two days later Dr. Herbert York, Director, Defense Research and Engineering, DOD, appointed an Ad Hoc B8C Group to recommend the action that the Secretary of Defense should take to implement the recornendations of the Defense Science Board. Based upon the advice of the qroup, Dr. York briefed the Secretary of Defense and Joint Chiefs of Staff on EYd and CW. As a result of this activity the Corps, at the end of the fiscal year, looked forward to an increase in funds, and to playing a large role in the U.S. defense effort.153 (U) In May, Dugway Proving Ground received funds to construct a radioactive test facility. Dugway planned two other fields of the same size, contaminated with cesium137 chloride, for technical experiments, and one large area of from one to ten miles square suitable for operational units to solve doctrinal and tactical problems. The Navy, Air Force, AFSWP, AEC, and Civil De6enSe were all interested in the possibility of using the facility. 154 (C) In June the Army awarded an 8 million dollar contract to Food Machinery and Chemical Corporation for the construction of a VX agent plant at the inactive Dana heavy water plant of the Atomic Energy Commission at Newport, Indiana. Shortly thereafter the Corps supplemented the contract to provide for a filling line for shells and missiles. The Corps has set a target date of July 1961 to go on stream with the plant. The Engineer- ing Command had technical supervision for the design of the VX Plant.155 (U) During FY 1959 the Corps received permission to engage in the Army’s polar research program. At Dugway a Polar Environmental Test and Research Team, consisting of an officer and two enlisted men, was estab- lished in March 1959. PAGE g4 OF 181 PAGES COPY , 1 OF 35 COPIES UNCLASSIFIED if a number of Chemical Corps items could be stored and per: ed in a polar environment. 156 Thirteenth Tripartite Conference , (S) During the period 15 - 26 September 1958 the Thirteenth Tri- partite Conference on Toxicological warfare, between the United Kingdom, Canada, and the United States, was held in Canada. Col. Graydon Essman headed the US. delegation. The three nations agreed on several major points, including the following: (a) research should be continued on organophos- phorus compunds, specifically in areas where there is a possibility of marked enhancement in speed of action and resistance to treatment; (b) all three countries should concentrate on the search for incapacitating and new type lethal agents; (c) high priority should be given to improved prophylaxis and therapy of anticholinesterase poisoning; (d) work should be continued on Bw warning devices; (e) studies should be continued on aerosols. PAGE 95 OF 181 PAGES COPY 1 OF 35 COPIES UNCLASSIFIED Technical (herations -CS (C) In FY 1959 the Corps added another compound, o-chloro-baozll malononitrile, symbol CS, to its list of irritant agents. The military story of CS goes back to 1956 when the British War Office established a requirement for a new riot control agent. Previously the British and the Americans had depended largely upon chloracetophenone, CN, because of its lachrymatory properties, low cost, and ease of dispersion. The disadvan- tage of CN in riot control, as the British and Americans learned in Korea and the British again on Cyprus and 2t other places, was that it would not drive back fanatical rioters.

Guilmartin __________________ Professor William R. Childs Advisor Department of History ABSTRACT The atomic bomb created a new military dynamic for the world in 1945. The bomb, if used properly, could replace the artillery fires and air-delivered bombs used to defeat the concentrated force of an enemy. The weapon provided the U.S. with an unparalleled advantage over the rest of the world, until the Soviet Union developed its own bomb by 1949 and symmetry in warfare returned. Soon, theories of warfare changed to reflect the belief that the best way to avoid the effects of the bomb was through dispersion of forces. Eventually, the American Army reorganized its divisions from the traditional three-unit organization to a new five-unit organization, dubbed pentomic by its Chief of Staff, General Maxwell D. Taylor. While atomic weapons certainly had an effect on Taylor’s reasoning to adopt the pentomic organization, the idea was not new in 1956; the Army hierarchy had been wrestling with restructuring since the end of World War II. Though the Korean War derailed the Army’s plans for the early fifties, it returned to the forefront under the Eisenhower Administration. The driving force behind reorganization in 1952 was not ii only the reoriented and reduced defense budget, but also the Army’s inroads to the atomic club, formerly the domain of only the Air Force and the Navy.

American football gained fame as the people wanted to detach themselves from the English influence. The father of this sport Walter Camp altered the shape and size of the ball to an oval-shaped ball called ovoid ball and drawn up some unique set of rules. Objective American Football is played on a four sided ground with goalposts at each end. The two opposing teams are named as the Offense and the Defense, The offensive team with control of the ovoid ball, tries to go ahead down the field by running and passing the ball, while the defensive team without control of the ball, targets to stop the offensive team’s advance and tries to take control of the ball for themselves. The main objective of the sport is scoring maximum number of goals by moving forward with the ball into the opposite team's end line for a touchdown or kicking the ball through the challenger's goalposts which is counted as a goal and the team gets points for the goal.     1 Technique of Goalie Punt (for Women) (R foot kick) Marion Alexander, PhD. Adam Toffan, MSc Brad Gerbrandt, MSc University of Manitoba Introduction The goalie is the only player in soccer who can legally handle the ball with the hands. The punt or drop kick is used by the goalie to clear the ball as far downfield as possible, since the ball is dropped out of the hands and is airborne at contact. The goalie may punt the ball when she makes a stop and has possession of the ball - she cannot be touched when she has the ball in the goal area. An effective goalie can punt the ball well down the field into their offensive zone, and this skill is an effective start for the attack. The job of the goalie is to clear the ball from the danger area near the goal as effectively as possible and as far downfield as possible (Crisfield, 1998). The punt is the kick with the greatest distance, since it is struck before ground contact while above the ground and has a higher trajectory and angle of attack than a kick from on the ground. The drop kick is a ball that is dropped by the goalie and is then kicked just after striking the ground- called a half-volley shot in other sports. The drop kick has a lower trajectory so will not travel as far but it will reach the receiver sooner as it is more like a line drive with a lower angle of release. Most goalies have a ritual series of movements they perform just prior to performing the punt.

    THE COFFIN CORNER: Vol. 22, No. 5 (2000) The Lost Skill of Drop Kicking By Rick Gonsalves When the NFL was in its infancy, drop kicking was the way players scored extra points and field goals. This skill too, was carried over from rugby. From 1920 to 1933, the football was shaped like a watermelon. Because of its blunt tip, the ball would provide the kicker with a dependable bounce, once it hit the ground. But in 1934, the ball became slimmer and more pointed for the passing game. Since it would not now give a dependable bounce when dropped, this form of kicking disappeared. Several players, however, became very proficient drop kickers. Jim Thorpe could hit on kicks up to 50 yards. Wilbur “Fats” Henry once boomed two 45-yard field goals for Canton against Toledo on December 10, 1922, which set an NFL record for the longest from a drop kick. At one point in his 8-year career, he converted 49 straight extra points, the most ever in the NFL by drop kicking. John “Paddy” Driscoll of the Chicago Cardinals kicked a 52-yard field goal against Milwaukee on September 28, 1924. For years, it was believed he’d topped Henry’s record for the longest field goal by a drop kick. However, newspaper accounts of the game clearly indicate he placekicked his boomer. John may have set an NFL record by drop kicking four field goals from 18, 23, 35 and 50 yards in one game against Columbus on October 11, 1925. Whether all four, including the 50-yarder were all drop kicks is in dispute.

There is no licensed vaccine against tularemia in the United States. A long- standing issue with potential Francisella vaccines is strain phase variation to a grey form that lacks protective capability in animal models. Comparisons of the parental strain (LVS) and a grey variant (LVSG) have identified lipopolysaccharide (LPS) alterations as a primary change. The LPS of the F. tularensis variant strain gains reactivity to F. novicida anti-LPS antibodies, suggesting structural alterations to the O-antigen. However, biochemical and structural analysis of the F. tularensis LVSG and LVS LPS demonstrated that LVSG has less O-antigen but no major O-antigen structural alterations. Additionally, LVSG possesses structural differences in both the core and lipid A regions, the latter being decreased galactosamine modification. Recent work has identified two genes important in adding galactosamine (flmF2 and flmK) to the lipid A. Quantitative real-time PCR showed reduced transcripts of both of these genes in the grey variant when compared to LVS. Loss of flmF2 or flmK caused less frequent phase conversion but did not alter intramacrophage survival or colony morphology.
