The Authority has approved the Plan as being consistent/.with the general plan of the city as a whole. The basic document comprising the general plan of the city is the "1965/1975 General Plan for the City of Boston, March 1965" ("General Plan"). The General Plan was adopted by the Authority as an interim document containing a statement of the policies and programs which were • intended to shape the development of the City of Boston. Although it was originally intended to reach only to 1975, the basic elements of the 1965 General Plan and its fundamental recommendations have maintained their relevance as a guide to the - 1 - 5/20/85 city's development to the present day. Its precepts and recommendations therefore form the basis for the approval of the present Plan. One of the functions of the General Plan is to provide guidelines for revisions of the City's zoning maps and standards for passing on applications for zoning variances, and thus one of the recommendations in the General Plan was the updating of the new (1965) Zoning Code.

    The Leading Edge: BOSTON HARBOR’S NEW ROLE IN THE CITY’S ECONOMY BACKGROUND Twenty years ago, Boston Harbor was a source of great embarrassment for the City. Our waste washed up on beaches from Cape Cod to Cape Ann and we quite literally turned our backs on the waterfront. Today, Boston Harbor – the natural foundation on which Boston’s economy was first built – is once again at the center of the City’s future. Residents from across the city and region are reconnecting to the Harbor and the waterfront in new and exciting ways. The re-emergence of Boston Harbor and the waterfront as the City’s leading center of growth has happened in large part because of the massive public investments during the past seventeen years in the Harbor itself and in the waterfront that surrounds it. It is important to note, however, that the primary purpose of the two largest investments – the Central Artery/Tunnel Project and the Boston Harbor Cleanup – was not to revitalize the waterfront. Those investments were focused on state and regional goals of improving the regional highway system to avoid congestion-induced losses, improving access to Logan Airport, and improving air quality and water quality in the Harbor and the Bay. But despite these being the primary purposes, the series of public investments – perhaps the greatest commitment of public capital in the City’s history – also set the stage for the renaissance of Boston Harbor and the waterfront. Just as important as the investment in physical infrastructure, the deliberate process of planning for the future of the waterfront – a major investment of the “intellectual capital” of public agencies, the private sector, and non-profit organizations dedicated to the sustainable development of Boston’s waterfront — has set the foundation for the revitalization.

A classica l revival, the style looked to great arch itects of the past for inspiration, most importantly Andrea Palladio. Bulfinch, Thomas Jefferson, Asher Benjamin and Minard Lafever, all used the classical mot ifs of columns and arches with the traditiona l colonial Georgian Style, which prized balance and symmetry. The result was a new federal style. The first design Bulfinch comp leted was the rebuilding of the Hollis Street church in 1788 wh ich had been destroyed by fire a year earlier . The church demons trates his ruminat ions on classical Italian church architecture.     ✦✧✦✧✦✧✦✧✦✧✦✧✦✧✦✧✦✧✦✧✦✧✦✧✦✧✦✧✦✧✦✧✦✧✦ The Financial Misadventures of Charles Bulfinch jay wickersham HIS is a story about money: how Boston architect Charles T Bulfinch (1763–1844) went bankrupt; how his leading client, Harrison Gray Otis (1765–1848), grew wealthy; and how the architect felt about the two men’s relative failures and suc- cesses. It is also a story that dramatizes the difficulties of archi- tectural practice in the early years of the United States, showing how the choice of career and the pursuit of status, riches, and influence could make or break a man. The relationship between Bulfinch and Otis is one of the foundation myths of American architecture, for rarely have two men collaborated to shape a city as Bulfinch and Otis shaped Boston between 1794 and 1817. Bulfinch, in his dual roles as first selectman and police superintendent, headed Boston’s municipal government and effectively served as its first town planner; acting as an architect, he designed most of the town’s major public and private buildings. Otis, a successful lawyer and politician, was a pioneer of large-scale real estate develop- ment; he built his fortune through the development of Beacon Hill, which would become Boston’s most expensive residen- tial enclave. Bulfinch planned and designed all of Otis’s major projects, including his three homes, each one larger than the last. Bulfinch’s architectural vision gave outward form to Otis’s ambitions, and Otis’s projects gave Bulfinch a canvas on which he could express his artistic talents. Yet Bulfinch and Otis were not close. Otis was a prolific correspondent, but there are almost no letters extant between the two men.
