Flood Situation Report Colombo | Sri Lanka Flood Situation Update No. 6 – Sri Lanka 24 May 2010 at 1200 hrs GLIDE: FL-2010-000092-LKA Situation Since Friday, 14 May 2010, heavy pre-monsoon rains along with lightning, thunder storms have resulted in flash floods, high levels of water, strong wind, landslides due to heavy rain and incidents in 14 of the 25 districts in Sri Lanka: Colombo, Gampaha, Kalutara, Ratnapura, Kegalle, Kurunegala, Matara, Galle, Nuwara Eliya, Trincomalee, Puttalam, Mannar, Anuradhapura and Jaffna. See attached table breakdown and latest map. As of Tuesday, 24 May 2010, 311,017 persons (71,443 families) continue to be affected by the heavy rains. This includes displacement of 10,615 people and 24 deaths. Reports indicate that 539 houses have been fully damaged or destroyed and 2,775 partially damaged or destroyed. The Government of Sri Lanka is responding to the crisis at both local and central levels. The Disaster Management Centre (DMC) in coordination with the Sri Lanka Police, Sri Lanka Navy (SLN) and the Sri Lanka Army (SLA) is assisting in emergency operations such as evacuations, search and rescue and delivery of assistance in affected areas where access has been cut off. Response Flood updates and dynamic maps are now available at www.hpsl.lk and www.dmc.gov.lk (Disaster Management Centre). The Sri Lanka Humanitarian Portal now has Google updates on the flood situation based on the latest information collected from the Disaster Management Centre and partners supporting response to the flood crisis. Assessment Outcomes The Joint Rapid Assessment was carried out by the Ministry of Economic Development, World Food Programme (WFP) and the Office for the Coordination of Humanitarian Affairs (OCHA) with the assistance of the Disaster Management Centre (DMC) in the Gampaha and Kalutara Districts from 20 to 21 May 2010. • People in areas which were affected the most in both districts identified excessive rains, non- maintenance of canals, development and road development projects, unauthorized settlements and constructions, and slow information dissemination as key elements for high levels of water and flooding. • Access to affected communities, provision of cooked meals to the affected persons, drinking water and sanitation facilities were considered the most urgent needs Disaster Management Center (DMC) Flood Situation Report Colombo | Sri Lanka The following recommendations were made in the report: • A small team to established for deployment and made available on-call from UN clusters - WFP for Food and Logistics, UNICEF for WASH, UNHCR for Shelter, WHO for Health etc. for rapid assessment. • Planning and coordination between relevant authorities such as the Government Agent, Irrigation, Road Development Authorities, Sri Lanka Land Reclamation and Development Corporation, Municipality, Local Authorities etc. in order to avoid drainage issues • Incorporate Disaster Preparedness/Mitigation into development and general planning activities between district and central level authorities, with special emphasis to flood-prone areas Further recommendations were made for preparedness planning to take place prior to monsoons with Village Disaster Management Committees and relevant authorities. On 20 May a health assessment was carried out by the World Health Organisation (WHO) in the flood affected areas in the Gampaha District. • Fever and respiratory tract infections were the most commonly identified health issues faced by those affected by the flood. Medicine supplies are sufficient however, support was requested to purchase medicines, especially antifungal medication and operational costs were identified. • The Regional Director of Health Services (RDHS) had deployed mobile clinics to areas most affected. The Negambo and Gampaha District hospitals were deemed fully functional with capacity to handle the increase in demand for health services. The following steps have been taken by the WHO: • Support the Ministry of Health (MoH) with surge capacity by providing US$ 15,000 to respond to the most affected districts – Kalutara, Gampaha, Colombo, Matara, Galle and Puttalam. • Provision of 60,000 chlorine tablets to the Ministry of Health to be used for flood relief measures. • Continue to provide necessary support to the RDHS in the Gampaha district and the MoH in the control of preventable disease activities. Health education activities have also started on public health awareness but access by roads remains difficult in most areas. Coordination, Information Management and Logistics Support • UNDP through Bureau of Crisis Prevention and Recovery (BCPR) has allocated US$ 100,000 to support DMC operations including assessment of the situation, logistical operations, identification and documentation of man-made causes of floods. • UNDP staff support to DMC in processing satellite imagery on the flood situation. Further collaboration with the Ministry of Defense (MoD) and Urban Development Authority (UDA) to identify areas for improving drainage and reducing the impacts of present and future floods. Japanese Satellite Facility (JAXA) had been activated to obtain images. Food • On 20 May, Muslim Aid provided dry rations in the Konalanawa area (Colombo District) for community cooking and on 22 May, provided dry rations for 6,000 persons in the Wattala Mabola area in the Gampaha District. Disaster Management Center (DMC) Flood Situation Report Colombo | Sri Lanka Shelter and non-food items (NFI’s) • On 24 May, UNHCR committed their support in providing 1,343 multipurpose cloth, 2,000 kerosene stoves and four community sized cooking pots to the Disaster Management Center (DMC). • On 22 May, IOM provided 1,348 family tents to the DMC and the District Secretariat, Gampaha district • On 24 May, World Vision Lanka (WVL) distributed NFI packs to 962 flood-affected families in Wattala DS Division in the Gampaha District. Each pack contains 02 sleeping mats, 02 bed sheets, 01 toothpaste, 04 toothbrushes, 05 washing soap, 03 toilet soap, 01 mosquito coil box, 01 sanitary towel pack and 01 plastic bucket.
