Notice Inviting Tender Tender No: CA‐25‐27/NIT – 01/2013‐2014/ Date: 18th July 2013 Sub: Request for Quote for associating with HUDCO in Conducting Physical Survey / Electronic Total Station Survey System (ETSS) Survey for the assignment – “Preparation of DPR’s for 3 identified Tourism Destinations in Kanchipuram District, Tamil Nadu”. Housing & Urban Development Corporation Ltd (HUDCO) is a fully owned Government of India Enterprise under the administrative control of Ministry of Housing and Urban Poverty Alleviation (HUPA) engaged in housing and infrastructure development works in India which intends to invite quotations for associating with HUDCO in Conducting “Physical Survey using Electronic Total Station” for the aforesaid project. The tender document, scope of work, Terms and Conditions and Proforma for submission of quote is appended herewith (Annexure ‐1, 2 &3). The General Terms and Conditions applicable in regard to submission of quotation / award of contract by HUDCO are as follows: The Qualifying Criteria: 1. Consultants having good establishment/Professional team at Puducherry or Tamil Nadu will be qualifying for participation. 2. The agency should have Valid Service Tax Registration Number. 3. The agency should posses all required equipments/ instruments & facilities with them in adequate quantity to complete the work. 4. The agency should be experienced in doing similar works. General 1. The Technical Quote and Financial Quote for the specified items should be quoted as prescribed in Annexure ‐2 & 3. 2. Technical Quotation must be accompanied with company profile 3. The period of validity of quotations for acceptance, should be for the duration of this assignment. Quotation with less validity, insufficient experience and relevant documents as specified in the qualifying criteria (S.No: 1 to 4) are likely to be rejected. 4. HUDCO will not entertain request for escalation of cost / price on account of any reasons during the period of validity of quotation. Any modification in offer after the opening date will not be considered. 5. Agency before submitting the quotation may clearly / understand HUDCO’s requirements. In case of any clarification / information required, agencies write to HUDCO Consultancy Wing, Chennai Regional office, CMDA Tower – I, 5th Floor, #1, Gandhi Irwin Road, Egmore, Chennai 600 008 so as to reach Hudco by 25th July 2013. Clarification/ additional information shall be published as corrigendum at the same web site as the NIT has been published on or before 26th July 2013. 6. Tender should reach us addressed to Sr. Executive Director, HUDCO Chennai Regional Office, CMDA Tower – I, 5th Floor, #1, Gandhi Irwin Road, Egmore, Chennai 600 008 on or before 11.00 am of 29th July 2013. Quotations, received after the due date / time will not be considered and HUDCO will not be responsible for any postal delay. 7. Quotation should be sent by post or deposited in Tender Box available at the reception desk of HUDCO Regional Office Chennai. 8. The Tender should be sent in two sealed cover super scribing (1) Technical Bid (2) Financial Bid and both the sealed covers (1 &2) to be put together in one master cover super scribing – Tender for ETSS for the assignment “Preparation of DPR’s for 3 identified Tourism Destinations in Kanchipuram District, Tamil Nadu”. 9. The Tender Cover will be opened on 29th July 2013 at HUDCO office at 11.30 am. Agency’s representatives may be present at the time of opening of Tenders. 10. Successful Technical bidders will be considered for opening of Financial Quotes and in the case of unsuccessful bidders, no communication shall be sent. 11. HUDCO reserves the right to accept or reject any or all quotations without assigning any reason. 12. Decision of Sr. Executive Director, HUDCO Chennai Regional Office shall be final and binding on both the parties in respect of all matter of dispute arising out of this bid. 13. Above tender details are also available on HUDCO web site www.hudco.org. Scope of work pertaining to ‐ associating with HUDCO for Electronic Total Station Survey is given hereunder: 1. Generation of Digital Contour Map using Electronic Total Station Survey system for the Project sites are as given below: Name of the Sites Location Scope 1. TTDC, Muttukadu Kanchipuram 1. Water Area: • 5mx5m grid with 0.5m contour interval up to a distance of 40 m beyond the embankment for a width of 50m (location ‐ existing boat jetty area) 3. External and Outer dimension of existing buildings & structures (both ground level and above ground level). 4. Services (Water, Electricity, Sewer, Solid waste) including inlet and disposal point. 5. The final ETSS output needs to be superimposed on the Google map with exact GPS coordinates. 3. Beach Resort 1. Area approx 2 acres. Complex, 2. The ETSS needs to be carried out on 'As is where basis is" condition of site and, this demands the Agency to visit the site before quote. 3. The survey also includes transferring the level from nearest available Permanent Benchmark (If any). Include the bench location in the key plan 4. The scope of work shall also include mobilisation of all necessary equipments, providing necessary engineering supervision and technical personnel, skilled and unskilled labour, etc 5. Assistance in the form of letters etc. to local agencies for obtaining permission shall be extended by HUDCO to the Agency 6. Agency should be aware about the necessary support activities which may be required during the ETSS: a. Essential clearing of vegetation and any other hindrance for carrying out the ETSS. However, prior consent should be obtained from HUDCO / Principal Client for the same. b. Department approvals, charges, Survey co‐ordinations, transportation and documentation charges. c. Expenses for hiring boat / or any other arrangements required for surveying within the water body. d. All arrangements for obtaining water, electricity etc., required for operations. 7. Electronic Total station survey should cover the area shown in the FMB Sketch and cover the following i. All permanent & temporary structures along with onsite and offsite existing infrastructures (such as storm water drains, Sewer & Water lines, power (HT & LT) & telecommunication lines/poles, trees of various girths and also any other important features. ii. Location of the road near the project site indicating its network with reference to site. This also includes the information on crown levels (L‐section) of road/railway at 20 m. interval along the alignment. iii. The ETSS information to be plotted in A1/A0 sheet to the scale of 1:200 with a key plan on suitable scale. 8. The Agency shall submit colour photographs (Minimum 10 numbers) showing the major features of the project site and its surroundings. 9. Acquire / record the GPS co‐ordinates of the site. All survey and grid levels shall be done by Total Station equipment. Contour plan shall be prepared on computer through digitization process and the boundary should be checked or to be matched with the extracts of Field Measurement Book Supplied by Principal Client/HUDCO. If the boundary cannot be matched, then the demarcation of boundaries may have to done with the help of survey department or authorised representative of Principal client Office. 10. Wherever the ETSS is not possible due to obstructions / site conditions / Interferences from public then, an alternate method to capture the measurement needs to be sublimated with prior approval of HUDCO. 11. The final ETSS output needs to be superimposed on the Google map with exact GPS coordinates which shall be used for Presentation Purpose. 12. On completion of all fieldwork, collection of pertinent field data and preparation of drawings, Agency shall submit a formal draft report containing all the information/field observations, drawings and photographs, in duplicate for review by HUDCO. Thereafter the Agency shall visit HUDCO’s office for detailed discussion (if required). 13. After discussion with HUDCO, the Agency shall incorporate the agreed modifications in the draft report and Submit 3 copies of the detailed final report and drawings (the drawings shall be prepared as per the template supplied by HUDCO) II. Special Conditions of Contract: a. Safety precautions during progress of works The Agency shall take all precautions to ensure safety of the staff, existing utility services, adjoining structures etc., during progress of work. The Agency shall also make necessary arrangement for the safety of his workers, if any accident occurs, the entire responsibility fall on the part of the Agency. The agency shall obtain necessary insurance cover for such purposes. b. Damage to Government property or private life & property The Agency shall be responsible for all risks to the works and for trespasses and shall make good at his own expense all loss or damage whether to the works themselves or to any other property of the Government (including Utility Services). HUDCO is not responsible for the lives of persons or property of others whatsoever may be the cause in connection with or as a result of the execution of works even though all reasonable and proper precautions may have been taken by the Agency. Such cost, loss or damages or compensation (including that payable under the provisions of the Workmen’s Compensation Act or any statutory amendments thereof) to any person or persons sustaining damage as omission on the part of the Agency, is to be borne by the Agency.
