Subject: Western Part of Russian Airspace Cycle 2013 (effective 03 Dec 2020)

Russian Airspace Redesign

The Russian State ATM Corporation is working on restructuring the western part of Russian airspace for cycle 2013, effective 03 December 2020.

The new airspace structure will be implemented in the FIRs listed below: FIR, Arkhangelsk FIR, Vologda FIR, Yekaterinburg FIR, FIR, Rostov-na-Donu FIR, Samara FIR, St Petersburg FIR, Syktyvkar FIR and Tyumen FIR.

The following airspace and enroute components have been changed: - ATS route network; - ACC sector boundaries; - prohibited, danger and restricted areas; - CTRs.

Significant changes on SID, STAR and APCH procedures may include, but are not limited to: - New procedures and new transitions; - Removal of existing procedures; - Changes of existing procedures: altitudes, waypoints, terminal navaids, descent angle, etc.

The Russian State ATM Corporation has updated many of the altitudes from QFE (AGL) to QNH (MSL) and from metric (m) values to imperial (ft) values.

Western_Part_of_Russian_Airspace_2013 Therefore, the depiction on Jeppesen charts will be aligned with the Jeppesen worldwide Standard for QNH charts as indicated below: - Alt Set changes from “MM (hPa on req)” and “QNH on req (QFE)” to “Alt Set: hPa” and indicating the RWY or APT elevation in hPa; - Trans alt are depicted as altitude (ft) only; - All altitudes in plan view, profile and minimums box are shown as ft value; - Heights (i.e.: DH or MDH) are shown in the minimums box only ; - For most of the procedures a conversion table is provided which shows the heights related to the depicted procedure altitudes (including transition level and altitude, DA and MDA) for flight crews of aircraft which are not equipped for maintaining altitudes in feet based upon QNH pressure. The heights in the conversion table are based on threshold or airport elevation.

Jeppesen will make every effort to provide all information so far received for the 03 Dec 2020 effective date. Due to the large volume of affected aeronautical data, the updates outlined within this notice may not be completed for the 03 Dec 2020 effective date. Aeronautical information which may be postponed to a later revision will be provided in an alert along with detailed information relating to what is postponed as soon as that information is available.
