Recently, Beijing has taken an increasingly aggressive stance towards Taipei with their “One China Principle”. Under the “One China Principle”, the end goal is the reunification of China under the government of the PRC. With the aim of preserving regional stability in the Indo-Pacific, the United States and its allies require innovative, as well as traditional solutions. This paper explores the solutions that the United States could employ to maintain regional stability, as well as geopolitical ties in the region. Introduction Historically, the United States has sustained a healthy level of strategic dominance regarding deterrence and China in the INDOPACOM (Indo-Pacific Command) region. However, China has experienced tremendous economic growth over the past two decades, which has led to their defense budget growing by approximately 640 percent between 1996 and 2014.1 As China continues to grow economically and militarily, dominance is no longer a necessary condition for deterrence.2 Rather than focusing on dominance, it is necessary for the United States to employ other forms of deterrence with its new-peer competitors.

Two centuries of burning fossil fuels have increased atmospheric concentrations of carbon dioxide and other greenhouse gases. This has led to elevated mean near-surface temperatures, rising sea levels, and acidification of the oceans. As the harmful effects of climate change become more apparent, many nations are turning to nuclear power as a viable option to meet rising demands for electricity with minimal carbon emissions. Concentrated in Asia, where hundreds of new reactors will be built in the next few decades, the new era of nuclear power expansion is underway. A nuclear power plant has not been built in the U.S. in over 30 years, suggesting America may be falling behind in nuclear technology. The American public has a largely negative perception of nuclear power due to past accidents at Chernobyl and Three-Mile Island. In the post 9/11 world, Americans are also particularly concerned about national security and the threat of nuclear terrorism.

Nuclear power in Taiwan Gloria Kuang-Jung Hsu Abstract Over the last three decades, the development of nuclear energy in Taiwan has shifted from a secret weapons program to civilian applications, from an expansion of nuclear power towards a nuclear-free future . But some countries may still wish to gain weapon capabilities through civil programs, as Taiwan did many years ago . Even though the days of military involvement have long gone, the past still casts a long shadow over those in the field of nuclear energy . An old nuclear culture persists, and advocating nuclear power is still more important than safety regulation . Unless nuclear safety can be restored to its rightful position, continuing current practices are likely to threaten operational safety and risks, placing waste management in disarray . Over the years, a number of nuclear-related incidents have occurred in Taiwan, demonstrating the importance of having a system of checks and balances, strictly enforced through domestic and international transparency . Introduction Taiwan’s Chin San nuclear power plant’s Unit-1 has been idle since December 2014, pending legislative hearings on the broken handle of a fuel assembly. Of six operating nuclear reactors in Taiwan, four have full spent fuel pools, with no space for a full core removal in an emergency. 155 LEARNING FROM FUKUSHIMA The reactors are nonetheless allowed to continue to operate. Interim spent fuel dry storage programs, which have been criticised for their lack of basic safety features, have been put on hold by the local government. On 20 May 2016, Ms Tsai Ing-Wen of the Democratic Progressive Party (DPP) was inaugurated as the president of Taiwan.

In addition to several events which shaped the situation, the basic framework for trilateral relations between Taipei, Beijing and Washington has endured since 1950, more than 6o years.[1] However, the current status quo could be severely challenged in the event of a serious accident at either one of the nuclear power plants near Taiwan’s capital, Taipei, due to the fact that the ROC regime is unprepared for such an event and thus incapable of coping with such a disaster.
