7 PREFACE

The mission of the Office of WorKplace Initiatives (OWI), National Institute on Drug Abuse (NIDA), includes accomplishment of the goals set forth in Executive Order 12564, "Drug-Free Federal Workplace," Section 503 of the Public Law 100-71, and the Alti-Drug Abuse Act of 1986. The OWI develops policies and procedures and provides leadership for the implementation and administration of a national program to eliminate the use and abuse of illegal drugs in the workplace. The OWI programs include research, treatment, training, and prevention activities as well as projects related to the development of a comprehensive drug-free workplace program including employee assistance programs and drug testing components. As a pirt of the activities designed to improve the services of employee assistance programs (EAPs), it was noted that a national resource to identify educational opportunities in the employee assistance area was needed. Asa result, this directory of academic institutions, State alcohol and drug abuse agencies, and national organizations which offer coursework, workshops, or training sessions on employee assistance programs or on drug and alcohol abuse was developed.

Beginning in September 1987, the OWI telephoned EAP contacts in each State. Each contact was asked to identify academic institutions and organizations in their State and around the Nation that offer employee assistance or drug and alcohol abuse coursework, workshops, or training sessions. In addition, information was collected from other organizations such as ALMACA, other directories and key individuals in the field. Each potential entry, whether it was an academic institution, State alcohol aN: drug abuse agency or a national organization, was contacted to provide or verify the specific information needed for the directory.

The limitations of this method of data collection, as well as the rapid changes in the educational field, mean that some entries wi'l be out of date. In addition, some academic institutions and organizations will have been overlooked. V S PURPOSE

Historical Perspective

Employee assistance programs (EAPs) developed from the occupational alcoholism programs (OAPs) of the 1940s. OAPs were often designed and managed by recovering employees who wished to help other alcoholic employees. Over time, the program title was felt to be stigmatizing due to the stereotypes associated with alcoholism. In the 1970's, the controversy created either by the occupational alco'-,olism counselors assisting recovering alcoholics with problems other than alcohol addiction, for example, troubles with family life; or by their not helping nonaddicted employees, resulted in a change. These concerns created an expansion of the services of the OAP and the stigmatizing program title was changed to employee assistance program or EAP. Since that time,tile EAP has provided assessment and referral assistance to all employees with a range of problems including i'inancial, family, and mental health problems. Today, EAPs include services for other addictions besides alcoholism in their theraputic realm. Many also have added short-term counseling to their repertoire of services.

Rationale

There appears to be limited information available on education and training opportunities in the field of employee assistance with no comprehensive up-to-date national listing of drug and alcohol abuse counselor training opportunities. Professionals in the field have expressed a need to more easily identify institutions for the purpose of upgrading their knowledge and skills. Aspiring professionals are often unaware of education and training options in employee assistance issues specifically or substance abuse generally. This directory attempts to solve this problem.

10 METHODOLOGY

Data collection was a three step process. The first step was to contact EAPresource individuals in each of the Stat °'s alcohol and drug abuseauthorities. Letters were sent in September 1987, requesting the resource individual to identify names of academic institu*iors,State alcohol and drug abuse agencies and national organizations. The second step was to expana thislist by utilizing information obtained from national organizations such as ALMACA, publicationsincluding other directories, newsletters, and magazines from the employee assistance and socialwork disciplines, and key Professionals id the field. The third step was to verify he accuracy of the information to be included in the directory.

Each identified institution and organization was asked to.provide their full title, mailingaddress, telephone number to be used by the public name of a contact person, and descriptive informationabout available coursework, workshops, or training sessions. Basic information included type of offeringgraduate, undergraduate, associate, continuing education, institute,workshops, or training sessi:s; type of program--employee assistance or substance abuse; prerequisiteor net; topic of offering--prevention, assessment, intervention, treatment, addiction, program development,management, evaluation, policy, employee assistance, practicum, society, or other relatedtopic; and any special issue offering --family, youth, women, men, DWI, AIDS, gay/lesbian,employee, crimina:, minority, and children of alcoholics. The course offerings and specialissues are defined in the User's Guide section of the directory.

ri USER'S GUIDE

This directory includes academic institutions, State offices of alcohol and drug abuse, and national organizations. Entries include name, address, telephone number, and contact person. A dot appears directly under column headings which are relevant to each specific academic institution, State office, or national organization.

There are five sets of column headings: offering type, program type, prerequisities, topic of offering, and special issue offerings. Each column heading and the terms used under the heading are described below.

OFFERING TYPE This column reflects the predominant topic of the courses, workshops, or training sessions. Two major offering types are used: EAP and drug and alcohol abuse program.

PROGRAM TYPE This column informs the user of the educational level of the offering. There are five types of prog-ams: graduate degree, undergraduate degree, associate degree, continuing education credits, and institutes, workshops and training sessions.

PREREQUISITES An academic institution and organization may or may not have a prerequisite for the coursework, workshops, or training sessions.

TOPIC OF OFFERING This column identifies the areas covered within a particular offering. There aro 14 topic areas: prevention, assessment, intervention, treatment, addiction,program development, management, evaluation, policy, EAP, practicum, society, and others. Brief definitions of these areas to aid the directory userire identifying relevant educational opportunities follow.

Prevention, assessment, intervention and treatment topicsare self explanatory.

Addiction means that one course, workshop, or training session includesone or more of the following topics: drug pharmacology, theory and progression of addiction,or an overview of prevention, intervention, assessment or treatment.

Program Development (Pro.Dev.) includes a focus on the development and implementation phase of a program or organization that is directly related to either the field of employee assistance or substance abuse. Management means that information on the management techniques in eitherthe field of employee assistance or substance abuse are addressed.

Evaluation means that attention is given to the evaluation of programsor organizations that are directly related to either the field of employee assistance or substance abuse. Topics include but are not limited to cost effectiveness and peer review.

Policy topics in either the field of employee assistanceor substance abuse are addressed.

Employee Assistance Program (EAP) offerings primarily providean overview of policy development, management, and evaluation of employee assistanceprograms.

Practicum represents the opportunity for trainees to obtain at leasta one semester field experience in either a substance abuse or employee assistance setting depending on the program.

Society presents information on the interactive effects of drug and alcoholand society.

Other represents a variety of topics related to either substancearwse or EAPs including drug testing, research, ethical, sexual, legal, and spiritualissues.

SPECIAL ISSUES Special issues may be covered within one of the topicareas or offered as a separate course, workshop, or training session. There are 11 special issues represented in the followingmanner' in the directory: family, youth, women, men, DWI, AIDS, gay/lesbian,employee, criminal, minorities, and COA. Brief definitions of these areas are to aid the directoryuser in identifying relevant educational opportunities follow.

Family issues are centered on the family or co-dependency.

Youth includes a focus on individuals 21 years ofage or younger.

Women and men topics are self explanatory.

DWI represents informational sessions on Driving While Intoxicatedissues.

4 AIDS means coursework or training sessionson Acquired Immunodeficiency Syndrome.

Gay/lesbian topics are centered on gay and lesbian issues.

Employee represents coursework or training sessionson employee issues and is not directly associated with EAPs.

Criminal represents issues in working with the convictedindividual but does not include alcohol, drugs and driving.

Minorities represents at least one course, workshop,or training session that centers on minority groups including but not limited to blacks,Native Americans, and Hispanics.

Children of Alcoholics (COA, represents at leastone course, workshop, or training session that centers on the issues on children of alcoholicsincluding adult children of alcoholics.

HOW TO USE THE MATRIX Let's use the University of Alaska entryas an example of how to use the matrix. Please look at the University of Alaska's entry on the firstpage of the matrix. The listing shows that the University of Alaska has a drug and alcohol undergraduateprogram with no prerequisites.
