April 30, 2003 Governor Gray Davis and Members of the State Legislature State Capitol Building Sacramento, CA 95814 Dear Governor Davis and Members of the State Legislature: s you are all well aware, California faces the worst fiscal crisis of any state in the nation Awith its mind-numbing $26-34 billion budget deficit. With each day that passes without action on the budget, the situation only gets worse. In order to contribute to the state’s effort to meet this fiscal challenge, the Citizens’ Budget outlined in this report provides a non- partisan and comprehensive plan that will balance California’s budget without raising taxes and without reducing vital citizen services. Before you consider this budget, there are a few things you should know. If you believe that our state government is 100% efficient and programs cannot possibly be redesigned to do more with less…then this budget is not for you. If you believe that the only way to balance the budget is to raise taxes…then this budget is not for you. If you believe that the only way to balance the budget is to sacrifice vital program services…then this budget is not for you. If you want to use the current budget crisis to play to your base and score political points…then this budget is not for you. However, if you are serious about balancing the budget while protecting the quality of life in California, then this budget plan brings good news and provides some much-needed advice on how this present crisis can indeed be addressed without resorting to the false choices of increased taxes or draconian cuts in services. Ultimately, the Citizens’ Budget plan provides more reductions than needed to balance the budget. Indeed, should all of the reforms and recommendations be accepted, California could emerge from this plan with a $6.5 billion surplus by 2005. How? The Citizens’ Budget plan calls for a fundamental overhaul of most state programs using proven management reforms that not only produce cost savings but also improve program performance. It implements well-documented innovations pioneered by other states that have demonstrated that state government can indeed do “more with less.” Most importantly, it keeps California’s commitment to investing in our children’s education and maintains public health and social services. At the heart of this plan is the belief that with serious effort and leadership, California’s best days are ahead of us. To get there, all sides of the budget debate must work together constructively—and all options and ideas must be put on the table. The time and effort put into constructing the Citizens’ Budget is but one initial contribution to that effort. SEGAL, LISA SNELL, VINCENT BADOLATO, AND GEORGE PASSANTINO PROJECT DIRECTOR: CARL DEMAIO Executive Summary It is amazing what a difference four short years can make. In 1998, California was running a $12 billion surplus—economically on the rebound and adding nearly 500,000 new jobs to its economy that year. Yet, in the past four years, California has fallen from the most jobs-friendly state to the least jobs-friendly state in the nation.1 Instead of saving record-breaking one-time surpluses produced by the stock bubble of the late 1990s, the state went on an unsustainable (and undeniable) spending spree in 1999, 2000 and 2001. As a result, today California faces a monumental budget deficit of between $26 and $34 billion dollars—and its economy has shed over 489,000 jobs alone since March 2001! The state’s budget deficit is merely a symptom of an overall decline in our quality of life in California. Indeed, in terms of cost of living and quality of life, the average Californian is finding living in our state harder and less satisfying. Businesses are leaving the state in droves—not because consumers are not spending, but because the price of operating in California has skyrocketed due to higher costs for energy, workers’ compensation insurance, and regulation. Mismanagement of the state’s finances only contributes to a growing sense of uncertainty for businesses. In a sick cycle, as more jobs leave the state, the deficit gets worse with fewer and fewer taxpayers contributing. At our August meeting we will have a presentation by the San Diego Fire Department, and a presentation by Greg Rubin on Fire Safe landscaping. Greg Rubin’s company “California's Own Native Landscape Design” is a contracting company that designs, installs, and maintains California native landscapes. He has studied ways to reduce fire danger to homes through fire-resistant native landscaping, and will describe his techniques at our meeting. We will also have a presentation on the new Mira Mesa Chamber of Commerce that is now being formed. As a bit of background, there was a Mira Mesa/Scripps Ranch Chamber of Commerce that formed in the mid-1980's. It merged into the I-15 Diamond Gateway Chamber of Commerce in the mid-1990's, which merged with the Rancho Bernardo Chamber of Commerce to form the San Diego North Chamber of Commerce a couple of years ago. Republicans now control both houses of Congress for the first time since the 109th Congress during President George W. Bush’s presidency. The current balance of power in the new Congress, compared with the current Congress, is described below. A majority in the House is 218 votes, while a majority in the Senate is 51 votes (60 votes for a filibuster-proof majority).     THOU SHALT NOT ELECTIONEER: RELIGIOUS NONPROFIT POLITICAL ACTIVITY AND THE THREAT “GOD PACS” POSE TO DEMOCRACY AND RELIGION Jonathan Backer* INTRODUCTION One month before the 2014 midterm elections, Dr. Jim Garlow, the pastor of Skyline Church in La Mesa, California, broke the law. At his Sunday church service, Garlow endorsed Democratic U.S. Congressman Scott Peters in California’s Fifty-Second Congressional District over his openly gay Republican opponent Carl DeMaio.1 “[Y]ou cannot have the advancing of the radical homosexual agenda and religious liberty at the same time, in the same nation,” Garlow explained to his congregation.2 While DeMaio shared many of the pastor’s ideological positions, Garlow instructed his congregants to either support the Democratic incumbent or abstain from the election, warning that a DeMaio victory would mark the vanguard of a socially liberal Republican Party and the absence of a political home for Evangelical Christians.3 As a condition of tax-exempt status under Internal Revenue Code § 501(c)(3), houses of worship—like all charitable organizations—may not “participate in, or intervene in . any political campaign.”4 A spiritual leader’s endorsement of a congressional candidate from the pulpit is a textbook violation of this tax-code provision,5 known as the “electioneering prohibition.” As part of an initiative called Pulpit Freedom Sunday, Garlow delivered his sermon in an act of civil disobedience, joining with other faith leaders in a coordinated effort to publicly flaunt the law and protest what they view as unconstitutional infringement of religious liberty and freedom of expression. Since 2008, over 3,800 pastors have participated in Pulpit Freedom Sunday.6 Participating pastors send copies of their sermons to the IRS, hoping to challenge the law’s validity in court.7 Pulpit Freedom Sunday participants do not disguise their intentions.

    Outdoor Industry Association 2014 Election Preview BACKGROUND ON 2014 ELECTIONS The 2014 election has been difficult to predict due to some dead-heat races in the U.S. Senate, but it appears that Republicans will have an edge next Tuesday in many close races and are poised to take control of Congress. Republicans need a net gain of six seats to win the majority in the Senate and control of both chambers of Congress. Republicans will continue to have a significant majority in the House of Representatives. The Outdoor Industry Association government affairs team has been closely monitoring dozens of races across the country. We work with donors to the OIA Political Action Committee (OIAPAC), who give their personal dollars, to support candidates who support the outdoor industry. OIA member dues are not donated to political candidates. UNITED STATES HOUSE OF REPRESENTATIVES All 435 seats in the House of Representatives are up for re-election. Currently, Republicans control 233 seats and Democrats control 199 seats, with 3 vacancies. The 2014 election is unlikely to change the Republican “supermajority” in the House and may, in fact, result in a larger number of Republican controlled seats, as they are projected to add between five and seven seats to their majority on November 4. Some of the key races Outdoor Industry Association is watching are those where OIA Political Action Committee (OIAPAC), made contributions. Those include: Representative Jared Polis (D, CO-2) – OIAPAC contributed $5000 to Polis. He has consistently been a champion for the outdoor industry, strongly supporting the recreation and trade agendas and regularly meeting with industry executives.

    Carl DeMaio’s San Diego County Election Guide (General Election 2018) The 2018 California General Election is November 6, 2018 and the ballot is incredibly long! With several confusing ballot measures and hundreds of candidates running for office, voters can feel overwhelmed. Fortunately, Carl DeMaio and the team at the DeMaio Report have thoroughly researched and vetted measures and candidates. Carl has issued an endorsement in almost every race.
