The Davidson County Recreation and Tourism Development Master Plan (2005), Greenway Master Plan (2009) and Piedmont Triad Regional Trail Plan & Inventory (2011) identify policies and projects to improve recreational access. In addition, the draft relicensing agreement for Yadkin, Inc., which operates High Rock Lake and Tuckertown Reservoir dams, identifies new and improved recreational facilities on these two waterbodies1. There are a number of existing water access points along the Yadkin River and lakes in Davidson County, including High Rock Lake, Tuckertown Reservoir, Old City Lake and Lake Thom-A-Lex. Many of these existing sites receive substantial boat traffic and could use improvements such as washroom facilities, picnic area upgrades and accessibility improvements. Study Area Davidson County The plan study area includes water access sites in Davidson County along the Yadkin River from US 64 south to the border with Montgomery County. Abbotts Creek and the tributaries of High Rock Lake and Tuckertown Reservoir were also included in the plan analysis. In addition, City Lake and Lake Thom- A-Lex access sites were also reviewed. The map on this page shows the study area in light orange. The following questions have guided the development of this planning document and will shape the strategy for successful implementation of existing access improvements and the development of new access locations. 1 The relicensing agreement and permit to operate the dams is in judicial and bureaucratic “limbo” at the time of plan completion. Introduction Davidson County Blueway Plan v Final Draft Spring 2011 · Where are opportunities to improve existing access sites? · How can the Federal Energy Regulatory Commission (FERC) relicensing of Yadkin, Inc. improve recreational access along High Rock Lake and Tuckertown reservoir? · Where are good locations to place new access points and what private and public funding is available to construct facilities? · How will existing and new access points be maintained and by whom? There are five sections to this document: · Section 1 – Existing Blueway Access Site Conditions: examines existing water access locations and identifies potential areas of improvement. · Section 2 – Proposed Blueway Access Site Locations: identifies potential new access locations. · Section 3 – Implementation Plan: identifies steps that need to be taken in order to implement the plan. · Section 4 – Resources: includes organizations and resources to assist with plan implementation and information about design guidelines, assistance programs South Yadkin Confluence with Yadkin River and safety information. The proposed access locations will facilitate more non-motorized water travel, given the long distances between current existing access locations. Ideally a water access location will exist every 2 to 4 miles to facilitate more options for waterway trips. Landowner agreements and maintenance provisions for new locations are necessary for successful long term blueway implementation. Improvements (including maintenance & facility upgrades) to existing blueway access sites need to be made as new locations are being considered.
