7 II WHEREAS, the King County arts commission is authorized by Ordinance 11242 to

8 II administer the special projects program, and

9 II WHEREAS, the King County arts commission received eleven applications from-

1 0 II King County libraries, community centers and arts councils in rural and suburban King

11 II County requesting thirty thousand dollars to participate in the 1999 King County arts

12 II commission's community arts initiative, which will also be included in the 1999 special

13 II projects program, and

14 II WHEREAS, King county arts commission representatives reviewed the applications

15 II and made recommendations-to the King County arts commission, and

16 II WHEREAS, the King County arts commission approves and recommends a fifty-

1 7 II five-thou sand-dollar allocation from the 1999 special projects program, to business

~ 18 II volunteers for the arts to help support a county-wide arts audience development effort to

19 II increase public access to the arts, and

1 II WHEREAS, the King County arts commission approved the recommendations, as

2 II listed in Attachment Al (Community Arts Initiative) and Attachment A2 (Business

3 II Volunteers for the Arts), and

4 II WHEREAS, the recommendations for arts projects adhere to the guidelines and

5 II financial plan approved by the King County council in Motion 8797, and

6 II WHEREAS, the financial plan included as Attachment B, has been revised to

7 II indicate actual hotel/motel tax revenue for 1999, and

8 II WHEREAS, the financial plan supports special projects program funding;

9 II NOW, THEREFORE, BE IT MOVED by the Council of King County:

1 0 II The executive is hereby authorized to allocate thirty thousand dollars in support of

11 II eleven community arts initiative projects for 1999 as listed in Attachment AI, and fifty-five

12 II thousand dollars to business and volunteers for the arts in support of the marketing the arts

13 II 'program as listed in Attachment A2, from the following source:

16 shall contain the following provisions: 1. The database developed by Business Volunteers

17 for the Arts through the Arts Bucks initiative, which lists names and addresses of persons

19 excluded or removed from the database and b.) shall not be made available to any person or

Background: The Community Arts Initiative was created by the King County Arts Commission to provide underserve~ communities in King County with the financial resources to present quality arts programming for the benefit of local residents. All of the programs provide free access to the arts, and in many instances, are the only cultural programming opportunities available in these commuruties.

Eleven applications were received:

1. Bothell Regional Library $400 Margaret McDonald 18215 98th Ave NE Bothell, W A 98011

"Lela Performance Group ," presentation of the ensemble in free public performance on a Tuesday evening in July outdoors in the library courtyard.

2. City of Bothell $1,850 Pat Parkhurst 18305 10ist Ave NE Bothell, WA 98011

"Music in the Park," celebrating the 15th year of free summer concerts, free to the Northshore community, this year at Pop Keeney Stadium (forced to relocate from Bothell Landing). Programs run on Friday nights from July 9 - August 13, 6:30 pm. Additional funding is provided from the City of Bothell.

3. City of Burien Parks & Recreation $1,500 Suzette Hart 415 SW 150th St Burien, WA 98166

"Summer and Fall Concerts in the Parks," three summer concerts at the Lake Burien School Memorial Park and one fall concert at the Highline Performing Arts Center will be offered, free to the public, with additional support provided by the City of Burien.

4. King County Library - Carnation $350 Darcy Newman P.O. Box 1298 Carnation, WA 98014

"Alleyoop," a.k.a. Allan Hirsch, presentation of the clown at the Carilation 4th of July Festival, following the parade, free of charge. This is the second year of KCAC's support for this event.

"Sandblast '99 Arts Festival," artist fees and production support for free summer concerts, July 30th and August 1st on the banks of the Snoqualmie River. Funds will also used for artist fees for sand sculptors during the free community arts event. This year's festival will include a gallery art walk.

"Bringing the Musical Arts to Fall City," two concerts: "Jeffrey Sick and the Guarneri Underground, June 19th (Fall City Days), and Auburn Symphony (quartet) for a concert at the Masonic Hall. Both events will be free and open to the public.

8. Kiwanis of Meridian Kent $1,500 Howard Montoure 21620 84th Ave S Kent, WA 98032

"Special Olympics and Senior Picnic," Funds will be used to support artist fees for both events in Kent, serving all of South King County, dates TBA. This will be the third year of direct KCAC support for these free, public events.

Arts to Parks: "Fall Family Night Out," provides (6) sites at elementary schools, parks and community" centers in North bend, Skyway, Duvall, Woodinville, White Center and Maple Valley, for free afterschool/early evening family concerts, artists TBA. "Afternoon Adventures," (5) concerts in community centers in Maple Valley, Skyway, North Bend, Carnation, White Center.

"Maple Valley Days Arts Festival," will be the debut event of the new MYAC, bringing live performance in music and dance as well as a visual arts exhibition to this free, community celebration. Lake Wilderness Center will be the venue for arts programming, to include artists from the Touring Arts Roster.

11. Adefua African Music and Dance $900 AfuaHarris P.O. Box 66202 , W A 98166

"African Arts for All to See," is a continuation of last year's King County Library's 'Planet Read' program, supporting three performances: July 10, Bothell Library, July 23, Burien Library, and (TBA) Braille Library. All events are free to the public.

ACTION ITEM: The King County Arts Commission recommends funding these eleven projects for a total of $30,000 in the 1999 Community Arts Initiative.

Business and Volunteers for the Arts Marketing the Arts Task Force

Background: Business Volunteers for the Arts is working cooperatively with 55 King County arts organizations to develop new audiences and increase access to the arts through an innovative program entitled "Art Bucks." This new program is intended to measurably expand the audience base for the arts among County residents, and encourage arts-goers who generally patronize one type of art form to try others. The program will achieve these objectives by raising public awareness of the arts and providing a cost-effective method for prospective audiences to sample the wide variety of arts offerings available in King County.

A proposal was presented by the Marketing the Arts Task Force to the King County Arts Cominission on July 19, 1998, by:

The task force requests $55,000 from the King County Arts Commission to support the "Arts Bucks" vouchers as part of a county-wide plan to help build new audiences for the arts throughout the region.

The project is a collaboration between Business and Volunteers for the Arts and the Marketing the Arts Task Force.

Purpose and Timeline: On March 11, 1999, each issue of the Seattle Weekly will contain art coupons redeemable at over 55 arts organizations. The purpose of Arts Bucks is to encourage King County residents to try something new, with a financial incentive to purchase a reduced price ticket. Each coupon may be used at one arts organization per ticket.

ACTION ITEM: The King County Arts Commission recommends funding Business Volunteers for the Arts $55,000 for the "Arts Bucks" King County arts marketing campaign, from the 1999 Special Projects Program. . • Only 5,000 Arts Bucks will be redeemed and it's first-come, first-served; once 5,000 coupons have been redeemed the offer will be over.

• The information on the back of the Arts Bucks coupon must be completed in order to receive the discount.
