Tree Removal in First Addition. Four large Douglas fir trees were recently removed from a building site at 789 E Avenue (8th and E). One of the first trees was removed under a Type II permit for construction purposes. The other three were removed under a separate hazard tree removal permit. The three hazard trees were examined by the property owner’s arborist, as well as the city’s contract arborist to verify their hazardous condition. Several neighbors have expressed concern about this tree removal. Development Review Staff. Staff conducted three Pre‐Application conferences on Thursday, February 2, as follows: ‐ An annexation, resource delineation (RC and RP), and 3‐lot partition at 13600 Goodall Road. ‐ A design review permit to place four portable classrooms on the Rivergrove Elementary site. ‐ A conditional use and development review permit to construct a new structure at the Lakewood Art Center. Comprehensive Plan Update. On February 2, the second Community Summit was held at Lakeridge High School. The community was invited to discuss Complete Neighborhoods & Housing and Inspiring Spaces & Places. The discussion focused around the goals and policies that will guide future priorities for Lake Oswego regarding Neighborhood Amenities, Housing Choices, Inspirational Places, Annexations, and Urbanization. Building Division Update. Customer Service Excellence. Our staff is always striving to provide the public with the best service possible. It is always rewarding when we receive letters of appreciation from the public. Late last week, we received the letter below and it is only one example of the excellent job that our staff is doing every day. Julie and the staff of The City of Lake Oswego, Thank you! I had heard rumors that it was a challenge to get a building permit issued from The City of Lake Oswego. I have pleasantly experienced the contrary. From the first meeting with Julie followed by interaction with Andy, Todd, Bill, Leslie, Delynn and Elizabeth, I feel you have been timely, communicative, efficient 1 and friendly. As a builder who is used to working primarily with Washington County, this came as a relief. I hope that I will have more opportunity to work with you in the future. Again, thank you. Brian K. Parks and Recreation ACC: The Adult Community Center has formed a Trip Advisory Committee, who will work with staff to formulate educational and recreational options. There will be a new weekly offering starting in May. The ACC derives a portion of its necessary revenue from these programs. The Senior Studies Institute, a program of current events from Portland Community College, made a generous donation to the ACC in appreciation for the partnership formed in 2008. Golf Course: The Golf Course is open and playable despite the heavy rains last week. Take advantage of the online coupon that provides two rounds for one low price. Only one of the rounds needs to be played prior to March 1. The Super Bowl Iceman Tournament is this Sunday. There is still availability to enter, so please call the Pro Shop or visit the website today to obtain an entry form. Bunkers will be open for breakfast and lunch beginning in March. Tennis: Greater Portland City League starts this week at the Lake Oswego Indoor Tennis Center, with 9 Lake Oswego City League Teams. USTA Junior League play starts this weekend at the Tennis Center. All but 3 programs starting in February are full with waiting lists. Recreation: Sports Repairs were completed at the Water Sports Center due to damage occurring during the high water. A large portion of a dock from upstream lodged into the cat walk. It was discovered that the lumber was treated lumber and therefore is considered hazardous waste. Required steps for hazardous waste disposal were taken. A broken long bolt attached to a floating concrete piece. A damaged electric conduit was repaired. Luscher Farm The Children’s Garden started planting starts from the greenhouse. The starts were planted and cared for by children ages 2‐13. Over the weekend, three children attended a Kids in the Kitchen cooking class and two families attended the Luscher Farm Family Dinner class and invited their families to join them for dinner. 2 Luscher Farm donated a box of early Oswego items to the Lake Oswego Historical Society found and saved when the basement was flooding this week. Items included mail dated back to 1909 when an address consisted of only first name, last name, Oswego, OR, unused 1923 check stubs from The Oswego State Bank, small sacks from Persel’s (Oswego’s 5 and 10 Cent Store at 444 State Street), S&H Green Stamps, old wheeled photograph negatives, lots of old US Mail stamps, and a very old Christmas card made of thin wood. Staff is in process of collecting bids for work to repair leaks in the farmhouse basement. Adult Programs Meditation for Health and Happiness classes began on Thursday evening this week at the WEB. Youth and Teen Programs Youth Dance classes, Mini‐Ballerinas, Tiny Boppers, Youth Tap, Youth Ballroom and Kids Dance began this week as well as the Youth Piano Lesson programs at the WEB. Yoga Calm for Families evening class series also started. The Teen Lounge staff attended an Inclusion Training provided by the Oregon Recreation & Parks Association (ORPA) in Woodburn last week. The group learned about the Autism Spectrum and how it affects programming in after school programs and camps. Events This Saturday February 4, Parks & Recreation is joining forces with Lake Oswego Read’s to celebrate the 2012 novel, Mink River, with an extraordinary event titled “Sip and Savor Oregon.” Guests are invited to toast delightful tastes of the Pacific Northwest with a special afternoon of wine tasting and cuisine. The event runs from 2 to 5 p.m. at the West End Building and features tastings from 14 local wineries. Additionally, local businesses are offering samples of their favorite foods. Guests can enjoy tasteful delights from Bernard C. Chocolates, Pacific Hazelnut Farms, The Oilerie Lake Oswego, and St. Honore Bakery. Sip and Savor also offers live entertainment from jazz solo guitarist, Michael Gargano. Don’t miss out on this fantastic celebration. Department staff are retooling the Department’s sponsorship approach and are in the process of investigating additional sponsorship options to support department services and programs. Viable options will be looked into further and brought forth for consideration as they arise. Parks Maintenance: Golf Course staff removed a tree around the 18th hole and will replace it at a later date. The roses were pruned along the Golf Course frontage and mulch was added to the shrub beds. Through a group effort, the landscaping at Glenmorrie Park along Hwy. 43 has been pruned as well as trees lifted. The Public Works and Park Maintenance staff attended Personal Protective Equipment (PPE) training. 3 Ball‐field staff removed and recycled an old soccer goal at Oak Creek School. Staff worked together to organize and clean Parks building, making room for irrigation supplies. Crews removed a fallen tree and added gravel to path at East Waluga Park. City Council approved summer annuals, and staff began the design and ordering process. Staff removed and cleaned the downspouts at the Tennis Center. The ornamental grasses have been pruned at Sundeleaf Plaza Park; also the bistro chairs were re‐painted at Millennium Plaza Park. Staff completed pruning the frontage and parking lot island at West Waluga Park. Clearance and safety pruning was completed by staff at Sunningdale. Parks and Recreation staff met to plan and prepare for the “Event” season. A “rogue” dock was removed at the Water Sports Center; also, a tie‐rod was replaced and external lighting was repaired. Staff continued storm clean‐up at Cooks Butte, Springbrook Park and the Southwood areas, as well as ongoing ivy removal. Economic and Capital Development Say Hello to LO Holiday Promotion Recap. Media metrics for the Say Hello to L.O. 2011 holiday promotion are in: 8.1 million impressions! The holiday campaign included three two‐minute segments in KGW’s Greater Portland Today timeslot, featuring six LO businesses; 258 broadcasts of a Happy HoL.O.days ad on Comcast; print impressions in the LO supplement to the Lake Oswego Review and the Oregonian’s Focus section featuring Lake Oswego; sayhellotolo.com website page views (with 79% of visitors originating from outside Lake Oswego); and a social media contest that grew Say Hello to LO’s Facebook page by 584%. Façade Grants. Last week, Michele Reeves, downtown revitalization specialist, met with four business owners to discuss potential façade improvements.
