The Week That Was: 2020-02-15 (February 15, 2020) Brought to You by SEPP (www.SEPP.org) The Science and Environmental Policy Project Quote of the Week: “"Laws are made for men of ordinary understanding and should, therefore, be construed by the ordinary rules of common sense. Their meaning is not to be sought for in metaphysical subtleties which may make anything mean everything or nothing at pleasure." — Thomas Jefferson (1823) Number of the Week: January 1736 THIS WEEK: By Ken Haapala, President, Science and Environmental Policy Project (SEPP) Future Emissions Down, Climate Sensitivity Up? Writing in American Thinker, Anthony Watts draws attention to a surprising article in one of the climate establishment’s journals, Nature. In that article by Zeke Hausfather and Glen Peters, the authors point out that great increases in carbon dioxide (CO2) emissions are unlikely to take place in the 21st century. Thus, the world will not warm as much as claimed using the standard modeling assumptions common to the global climate models used by the UN Intergovernmental Panel on Climate Change (IPCC). The authors propose that the IPCC modelers moderate their extreme emissions scenario, their storyline. The unlikely possibility of the extreme increase in CO2 emissions has been addressed by many sceptics, such as Judith Curry and Roy Spencer, and in the Reports of the Nongovernmental International Panel on Climate Change (NIPCC). Further, the comprehensive physical evidence of warming of the atmosphere, where the greenhouse effect occurs, does not show a dangerous warming as CO2 is increasing. The scenarios used are secondary to the main issue, the sensitivity of temperatures in the earth’s atmosphere to increasing CO2.

Global Warming? No, Natural, Predictable Climate Change - Forbes Page 1 of 6 Larry Bell, Contributor I write about climate, energy, environmental and space policy issues. OP/ED | 1/10/2012 @ 4:12PM | 3,332 views Global Warming? No, Natural, Predictable Climate Change An extensively peer-reviewed study published last December in the Journal of Atmospheric and Solar-Terrestrial Physics indicates that observed climate changes since 1850 are linked to cyclical, predictable, naturally occurring events in Earth’s solar system with little or no help from us. The research was conducted by Nicola Scafetta, a scientist at Duke University and at the Active Cavity Radiometer Solar Irradiance Monitor Lab (ACRIM), which is associated with the NASA Jet Propulsion Laboratory in California. It takes issue with methodologies applied by the U.N.’s Intergovernmental Panel for Climate Change (IPCC) using “general circulation climate models” (GCMs) that, by ignoring these important influences, are found to fail to reproduce the observed decadal and multi-decadal climatic cycles. As noted in the paper, the IPCC models also fail to incorporate climate modulating effects of solar changes such as cloud-forming influences of cosmic rays throughout periods of reduced sunspot activity. More clouds tend to make conditions cooler, while fewer often cause warming. At least 50-70% of observed 20th century warming might be associated with increased solar activity witnessed since the “Maunder Minimum” of the last 17th century. http://www.forbes.com/sites/larrybell/2012/01/10/global-warming-no-natural-predictable-c... 1/13/2012 Global Warming? Climate Change White Paper June 22, 2010 Appendix A Leipzig Declaration The Leipzig Declaration was originally published in 1996, and revised in 2005. The 2005 text is provided below. More information can be found at: http://www.sepp.org/policy%20declarations/LDrevised.html THE LEIPZIG DECLARATION ON GLOBAL CLIMATE CHANGE (2005, revised) As independent scientists researching atmospheric and climate problems, we -- along with many of our fellow citizens -– are apprehensive about the Climate Treaty conference scheduled for Kyoto, Japan, in December 1997. This gathering of politicians from some 160 signatory nations aims to impose -- on citizens of the industrialized nations, but not on others -- a system of global environmental regulations that include quotas and punitive taxes on energy fuels. Fossil fuels provide today's principal energy source, and energy is essential for all economic growth. Stabilizing atmospheric carbon dioxide -- the announced goal of the Climate Treaty -- would require that fuel use be cut by as much as 60 to 80 percent -- worldwide! In a world in which poverty is the greatest social pollutant, any restriction on energy use that inhibits economic growth should be viewed with caution. We understand the motivation to eliminate what are perceived to be the driving forces behind a potential climate change; but we believe the emerging Kyoto protocol -- to curtail carbon dioxide emissions from only part of the world community -- is dangerously simplistic, quite ineffective, and economically destructive to jobs and standards-of-living. More to the point, we consider the scientific basis of the 1992 Global Climate Treaty to be flawed and its goal to be unrealistic.

ENVIRONMENT A U.S. SUPREME COURT HOLDS STATUTE OF REPOSE IS NOT PREEMPTED BY CERCLA FEDERALLY REQUIRED COMMENCEMENT DATE On June 9, 2014, the U.S. Supreme Court ruled in a 7-2 decision that a North Carolina statute of repose is not preempted by the federal Comprehensive Environmental Response, Compensation and Liability Act (CERCLA). CTS Corp. v. Waldburger et al., No. 13-399 (June 9, 2014). The North Carolina statute of repose requires that tort lawsuits must be brought within 10 years after the defendant’s last culpable act. The Supreme Court, reversing the Court of Appeals for the Fourth Circuit, distinguished statutes of repose from statutes of limitations, which are preempted by CERCLA in certain circumstances. CERCLA preempts state statutes of limitations to the extent that they conflict with CERCLA’s approach that the limitations period begins to run only when the plaintiff discovers, or reasonably should have discovered, that the harm was caused by the contaminant. The Supreme Court distinguished the objective of a statute of repose—to provide finality to defendants after a legislatively-determined period of time following the culpable conduct—with the objective of a statute of limitations—to encourage plaintiffs to bring lawsuits in a timely manner.

For example, public 3 misconceptions about climate change can lead to lowered acceptance of the reality of climate 4 change and lowered support for mitigation policies. This study experimentally explored the 5 impact of misinformation about climate change and tested several pre-emptive interventions 6 designed to reduce the influence of misinformation. We found that false-balance media coverage 7 (giving contrarian views equal voice with climate scientists) lowered perceived consensus 8 overall, although the effect was greater among free-market supporters. Likewise, misinformation 9 that confuses people about the level of scientific agreement regarding anthropogenic global 10 warming (AGW) had a polarizing effect, with free-market supporters reducing their acceptance 11 of AGW and those with low free-market support increasing their acceptance of AGW. However, 12 we found that inoculating messages that (1) explain the flawed argumentation technique used in 13 the misinformation or that (2) highlight the scientific consensus on climate change were effective 14 in neutralizing those adverse effects of misinformation.

Another Attack on Consensus - Monckton/Schulte/Ferguson/Morano/Asher vs Oreskes & Consensus ANOTHER ATTACK ON GLOBAL WARMING’S SCIENTIFIC CONSENSUS A Case Study of Personal Harassment and Amplification of Nonsense by the Denialist PR Machine John R. Mashey, updated March 23, 2008, V 7.0, replaces earlier versions ABSTRACT Anthropogenic Global Warming (AGW) - the idea that recent temperature rises are substantially caused by humans – is supported by a very strong scientific consensus. But for ideological or economic reasons some people are absolutely sure that it cannot be true, frequently attack it. They are often called contrarians or denialists as a result. They try to manufacture doubt on the consensus among the public, not by doing good science, but by applying PR techniques well-honed in fights over tobacco-disease linkage. These are amplified by widespread use of the Internet, which can quickly propagating nonsense faster than truth. A recent, well-coordinated transatlantic attempt to attack the consensus included: - A not-very-good anti-consensus paper written in the UK by an NHS King’s College endocrinologist, Mr Klaus-Martin Schulte, not obviously qualified for this task, - of which much was posted by Viscount Christopher Monckton at a Washington, DC denialist website of Robert Ferguson, and publicized by Marc Morano of Senator James Inhofe’s staff. - The non-story then propagated rapidly and pervasively through the blogosphere. - This expanded further into personal harassment of a US researcher, Dr. Naomi Oreskes. 702 H Street, NW, Suite 300, Washington, DC 20001 Tel: 202-462-1177 • Fax: 202-462-4507 Mr. Charles Koch Chairman and CEO, Koch Industries P.O. Box 2256 Wichita, KS 67201-2256 Dear Mr. Koch, As you know, one of your grant recipients – Dr. Richard Muller of University of California Berkeley – recently published an op-ed in the New York Times about his “total turnaround” from climate skepticism based on the results of his latest study. The Charles G. Koch Charitable Foundation granted at least $150,000 to Dr. Muller’s Berkeley Earth Surface Temperature (BEST) study. Dr. Muller’s results are consistent with decades of scientific evidence, fully convincing him that global warming is happening and “humans are almost entirely the cause.” 1 Based on Dr. Muller’s evidence and the views of virtually all climate scientists, I am writing to inquire about the influence of these findings on your previously expressed skepticism about climate change. Dr. Muller explained in a recent Greenpeace Radio interview that he spoke directly with you about the BEST project and your personal interest in his analysis: “I did talk to Charles Koch. He emphasized from the beginning that he was concerned about valid issues in the science. He wanted us to straighten out those issues. He didn’t know what answer we would get. He just wanted it to be put on a solid, firm foundation. That’s what we’ve done.” 2 For years, you and your brother, David Koch, have directly provided over $61 million to organizations that deny science and cast doubt on global climate change, in addition to millions more in hidden funding through your “Knowledge and Progress Fund.” This includes support for the Heartland Institute, which is currently supporting a project run by the retired TV weatherman Anthony Watts in attempts to discredit the results of the BEST study.

IPCC AR5 Summary for Policymakers (2014): Without additional mitigation efforts … warming by the end of the 21st century will lead to high to very high risk of severe, widespread, and irreversible impacts globally. In most scenarios without additional mitigation efforts , warming is more likely than not to exceed 4°C above pre-industrial levels by 2100. The risks associated with temperatures at or above 4°C include substantial species extinction, global and regional food insecurity, consequential constraints on common human activities, and limited potential for adaptation in some cases. • May get outrageously worse – If trillions of tons of methane hydrates and permafrost melt 2/11/2015 Expressing Solar - Doug
