Separate Interests to National Agendas hispanic-american members of congress in the civil rights era, 1945–1977 In June 1952 two long-running but often dissimilar paths of Hispanic-American congressional history converged, if only for a moment. At issue was the transformation of Puerto Rico from a colonial territory to a U.S. commonwealth. Under Puerto Rico’s proposed constitution, the island’s new government, the Estado Libre Asociado (Free Associated State or ELA), would be linked to the U.S. mainland by matters involving foreign affairs, but its authority to govern locally would be enhanced. Congress initially approved the concept, but quickly split over a constitutional human rights provision that had wide support among the Puerto Rican people. In the U.S. Senate, one faction sought to establish Congress’s ability to approve or reject amendments to the island’s constitution, essentially stripping Puerto Ricans of sovereignty.1 One such advocate bluntly argued that Congress essentially had the option to “give them a constitution or not give it to them.” Dennis Chavez of New Mexico, on the other hand—often that chamber’s lone proponent for boosting Hispanic civil rights—pushed back: “The Puerto Ricans did not ask us to take [their political rights]; we took them,” he said. In areas of the world where the U.S. was then working to contain the spread of communism, including in the Caribbean Basin, Chavez noted that America’s efforts would be aided by treating Puerto Ricans with more equanimity.2 Chavez’s intervention in the debate foreshadowed an important trend in this era—the increasing cooperation among advocates for Hispanic issues on a national scale. -

Garcia prevailed handily with 74 percent of the House.A Eventually the chairman of two subcommittees, vote in the four-way contest.5 Since Garcia never had Garcia focused on federal programs to attract businesses to the full support of the regular Democratic organization, he blighted urban areas. Garcia’s signal piece of legislation— faced a stiff primary challenge in 1966 from A. C. Acevedo, designating federal “enterprise zones” to promote job growth whom he defeated by roughly 70 votes out of the nearly in depressed inner cities—highlighted a promising House 3,000 cast.6 Garcia’s base of support drew on local labor career that ended abruptly when Garcia became enmeshed unions as well as on the Adlai E. Stevenson Independent in the Wedtech scandal through his association with a Reform Democratic Club. We part- ner with community groups and neighborhood coalitions, and in the process we multiply our collective capacity to address the problems of underrepresented New Yorkers. We partner with advocacy groups and other legal services providers, and along the way we strengthen the litigation and advocacy we conduct on behalf of our clients. At the heart of our strategy of partnering for justice is our community lawyering approach. We call it community lawyering because it begins and ends with community concerns. Our role is to advocate, educate, organize, and lit- igate in support of community members’ vision for themselves. -

Reinventing, Downtown By XICO GREENWALD | June 24, 2017 Abstract Expressionists Willem de Kooning, Jackson Pollock and Franz Kline urged a pair of friends to start an art gallery. Tibor de Nagy and John Bernard Myers followed their advice and, in 1950, on East 53rd Street, they opened the Tibor de Nagy Gallery. MEDRIE MACPHEE A Dream of Peace, 2017 oil and mixed media on canvas, 60 x 78 inches In the years to come, Mr. Myers and Mr. de Nagy would exhibit works by a number of second-generation Abstract Expressionists, including Alfred Leslie, Grace Hartigan, Robert Goodnough and Helen Frankenthaler. They also showed figurative paintings by the likes of Larry Rivers, Jane Freilicher, Fairfield Porter and Red Grooms. And Tibor de Nagy editions, the gallery’s book imprint, published poetry by Frank O’Hara, John Ashbery, Barbara Guest and others. Mr. Myers left the gallery in 1970. By that time, Tibor de Nagy had relocated to the 57th Street gallery district. When Mr. de Nagy died in 1993, he bequeathed his business to two young gallery assistants, Eric Brown and Andrew Arnot. Over the next 24 years, Mr. Arnot and Mr. Brown built on the gallery’s legacy together, exhibiting New York School pictures alongside works by select contemporary artists influenced by New York School poets and painters. But in the fast-paced New York art world, perhaps the only constant is change. Mr. Brown departed from the gallery this year. And now Mr. Arnot has relocated Tibor de Nagy to the Lower East Side, partnering with Betty Cuningham Gallery in a space-sharing agreement. -

The social, economic, and political context is described since it provides a backdrop from which to view the structure of State government and education. The enduring pattern of State educational politics, as reflected by other studies of New York, are summarized; and action or attempted action in each of four major State educational policy issue areas are described. For the most part, the issue areas--school finance, desegregation of schools, teacher certification, and educational program improvement--provide a means of looking at educational policymaking at the State level. Analysis of both the policy issue areas and the policy process serves to explain, in greater detail, the process of educational governance. Some important and larger themes are discussed as illustrated by the analysis, and interpretive comments about emerging roles and relationships in the governance of education in New York State are presented. -

John J. Marchi Papers PM-1 Volume: 65 linear feet • Biographical Note • Chronology • Scope and Content • Series Descriptions • Box & Folder List Biographical Note John J. Marchi, the son of Louis and Alina Marchi, was born on May 20, 1921, in Staten Island, New York. He graduated from Manhattan College with first honors in 1942, later receiving a Juris Doctor from St. John’s University School of Law and Doctor of Judicial Science from Brooklyn Law School in 1953. He engaged in the general practice of law with offices on Staten Island and has lectured extensively to Italian jurists at the request of the State Department. Marchi served in the Coast Guard and Navy during World War II and was on combat duty in the Atlantic and Pacific theatres of war. Marchi also served as a Commander in the Active Reserve after the war, retiring from the service in 1982. John J. Marchi was first elected to the New York State Senate in the 1956 General Election. As a Senator, he quickly rose to influential Senate positions through the chairmanship of many standing and joint committees, including Chairman of the Senate Standing Committee on the City of New York. In 1966, he was elected as a Delegate to the Constitutional Convention and chaired the Senate Judiciary Subcommittee on Constitutional Issues. That same year, Senator Marchi was named Chairman of the New York State Joint Legislative Committee on Interstate Cooperation, the oldest joint legislative committee in the Legislature. Other senior state government leadership positions followed, and this focus on state government relations and the City of New York permeated Senator Marchi’s career for the next few decades. -
