Environmental Impact Assessment Screening Opinion Request Executive Summary This report has been prepared on behalf of Severn Trent Water Limited to formally request a screening opinion from Nottinghamshire County Council to confirm whether works required to improve the effluent quality discharged from Cotgrave and Radcliffe Sewage Treatment Works (STW) involving the proposed installation of a new sewer rising main from Cotgrave STW to Radcliffe STW and final effluent/storm sewer from Radcliffe STW to the River Trent discharge point, constitutes Environmental Impact Assessment (EIA) development. Fisher German is acting as land and planning consultants to Severn Trent Water Limited, the applicant. A number of reports have been prepared to appraise the environmental impact of the proposed development. These reports are broadly summarised in section 2 of this document. The reports are also submitted as appendices to this document to aid the determination of this request. Section 3 of this document demonstrates our view that the proposed development falls under Schedule 2, 10(l) of The Town and Country Planning (Environmental Impact Assessment) Regulations 2011 “Installations of long distance aqueducts” , with the total working area of the proposed works (which includes the temporary working areas) exceeding 1 hectare. Section 4 outlines the proposals’ assessment against Schedule 3 of The Town and Country Planning (Environmental Impact Assessment) Regulations 2011. Section 5 summarises that the environmental impacts of the development are not considered significant and that appropriate mitigation can be implemented to ensure that any incurred impacts from the development are suitably limited. PROPOSAL 1.1. Site Location 1.1.1. The proposed works comprise the installation of a sewer rising main, connecting Cotgrave STW to Radcliffe STW, and a final effluent/storm sewer connecting Radcliffe STW to the River Trent Discharge Point. 1.1.2. The proposed rising main will run from the existing Cotgrave STW, northwards to the Radcliffe STW, which sits approximately 1.3km to the south west of the settlement of Radcliffe on Trent. 1.1.3. The proposed final effluent/storm sewer is to route from Radcliffe STW, northwards to the identified point at which it will discharge into the River Trent. Whilst the proposals comprise two physically separate pipelines which will be constructed independently of one another, they form part of the same pipeline development. For the purposes of this EIA Screening Opinion Request they have been considered as a single pipeline. Drawing No: A6S/11854-CA-20100 Rev D included in Appendix A of this report, illustrates the proposed routing of the pipeline main. 1.2. Background 1.2.1. This project is required in association with the statutory requirement for Severn Trent Water to treat all wastewater to a controlled standard. The Water Framework Directive (WFD) has imposed requirements for water quality improvement of Cotgrave Brook from its source to the Pulsar Brook and onto the River Trent. This will involve the tightening of phosphorus, ammonia and Biological Oxygen Demand (BOD) effluent permits. The existing Radcliffe and Cotgrave works cannot currently accommodate the tightening of these permits without significant redevelopment of the operational sites. Accordingly, discussions with the Environment Agency have identified the option of discharging treated wastewater from the existing Radcliffe and Cotgrave sites directly to the River Trent, which has less stringent discharge permit requirements. 1.2.2. The proposed development to which this EIA Screening request relates will allow the operational sites to comply with the WFD requirements, and allow construction of treatment facilities within the existing works operational boundaries. Some upgrading of the Radcliffe site will need to be undertaken to accommodate the wider development. The proposed pipeline development will reduce the overall power usage for treatment and will reduce/remove the amount of chemical dosing required. This will provide environmental benefits both now and into the future, and is assessed as being the most energy and chemically efficient option that will involve the least amount of above ground construction. 1.3. Description of Works 1.3.1. As a result of the outlined development requirements, the project will involve the installation of two sections of pipeline. The first section proposed between Cotgrave STW and Radcliffe STW will involve the laying of a 2.8km length of 355mm diameter 4 sewer rising main. The second
