A summary of the information contained in the draft LTCCP will be distributed as a basis for Introduction general consultation. This statement is required to be made by the Local Government Act 2002. Following the consultation period there may be changes made to the plan. The final plan will be adopted on 30 June 2006. The activities of the Council and the community outcomes sought for the next 10 years are contained in the draft LTCCP. These are the Council’s preferred options for taking Christchurch City forward. Comparative Information The 2005/06 comparative information is based on the 2005/06 Annual Plan. The comparative Submissions numbers for the Balance Sheet have been adjusted to reflect Council’s position at 30 June 2005 under New Zealand Equivalents to International Financial Reporting Standards. I would like to take this opportunity to welcome the people of Banks Peninsula whose community is now part of the wider Christchurch City Council. This merger gives formal recognition of Christchurch’s important connections with the harbour and peninsula. The Long Term Council Community Plan (LTCCP) for Banks Peninsula has now been merged with the Christchurch City Council LTCCP and Banks Peninsula residents are assured that all the levels of service currently enjoyed will be retained. We all know Christchurch and its surroundings are a great place to live. What we need is for you to tell us about the areas that need to be improved. My vision is that our city is a safe city, with tree-lined streets, superb urban design and sustainable energy and waste management plans; a city that cherishes its heritage and enjoys its events and festivals; a city of cultural diversity, that offers our children a great education system which leads to a choice of job opportunities. Christchurch is the economic engine room for Canterbury and the South Island. It is a trading city that must connect with the world. We must invest wisely in our city’s infrastructure so that our businesses can link up easily to the port and to the airport and to a first-class telecommunications network. The LTCCP is a 10-year plan which sets out the road ahead. To remain a flourishing city we must plan for how we are going to invest in our streets, drains, waterways, water and sewerage. Like all budgets, the financial information in this plan is full of facts and figures, but the end of the process is all about human activity. What I urge ratepayers to do when you consider this budget is to think not just of yourself, but think of your community. Think about your children’s children. How will they view us as a city when they have their families? What will make this city continue to be well laid out and safe? What will make this city easy to cross on foot, by bicycle, or by vehicle? Where will the kids swim, and where will our neighbourhood library be located? How can we sustain our waterways and our wonderful tap water? All the local parks are important to us, as are the regional parks. How do we support this being a thriving economy without increasing the amount of waste we are sending to the Kate Valley landfill? How do we address the huge area of supporting our community groups alongside other funding agencies, and what are we trying to achieve? If you have ideas on how all this can be done please make a submission.     ORION NEW ZEALAND LIMITED 2013 year in review Orion New Zealand Limited owns and operates one of the largest electricity distribution networks in New Zealand. Our network covers 8,000 square kilometres in central Canterbury between the Waimakariri and Rakaia rivers and from the Canterbury coast to Arthur’s Pass. This diverse geographical area stretches from rural Banks Peninsula to Christchurch city and out to farming towns on the plains and into the hills and high country. This year we continued to work alongside our owners – Christchurch City Council (89.3%) and Selwyn District Council (10.7%) – to recover from our region’s biggest natural disaster.     Regulatory Impact Statement Proposed Order in Council to modify planning and accountability provisions for Christchurch City Council and Council-owned entities Agency Disclosure Statement This Regulatory Impact Statement has been prepared by the Department of Internal Affairs. It provides an analysis of options to address the challenges faced by Christchurch City Council in meeting certain legislative requirements, following the Canterbury earthquakes, while continuing to provide for transparency, accountability, and public scrutiny. Christchurch City Council is seeking an Order in Council to modify some Local Government Act 2002 provisions for annual planning and reporting for 2010/11 and 2011/12. In assessing this request, we have considered whether it is practicable and/or useful for the Council to comply with these provisions, given the situation it is facing and the desirability of not diverting resources away from reconstruction and recovery efforts. We have then identified and considered alternative provisions that could help to maintain transparency and accountability, enable continued public oversight and scrutiny, and enable the Council to work proactively, cooperatively, and efficiently with the Canterbury Earthquake Recovery Authority. The Council is also seeking to defer the dates by which: its council-controlled organisations deliver their 2011/12 statements of intent, under the Local Government Act 2002; and Orion New Zealand, the local electricity lines company, delivers its 2011/12 statements of corporate intent, and 2010/11 operations report and financial statements, under the Energy Companies Act 1992. Thus, the proposed Order would also need to modify provisions under this enactment. None of the policy options impose compliance costs on business or affect fundamental common law principles or individual property rights.

    Media Release Embargoed until noon, Tuesday 2 December 2008 NEW SCHEME TO MAKE CANTERBURY FAMILIES HEALTHY A major new home insulation and heating programme has been launched in Canterbury, seeking to secure up to $5 million in funding to warm up, and make energy efficient, thousands of cold and damp homes. “The Warm Families project aims to bring together a range of partners to improve the health and wellness of low-income Canterbury families. It will turn their damp, cold homes into energy efficient, warm, dry and healthy homes,” says Jane Cartwright, Chief Executive of Partnership Health Canterbury, a key project partner. “The focus is on helping low-income Cantabrians to lead warmer, healthier lives by installing insulation and energy-efficient heating in their homes. This will provide health benefits to families and people with identified health issues likely to be made worse by under-heated homes. “This is Canterbury’s largest community project focused on warming up homes to tackle ill health. The provision of insulation and energy efficient heating in homes is essential to deal with the illnesses associated with harsh Canterbury winters,” Ms Cartwright says. Organisations involved include the Energy Efficiency and Conservation Authority (EECA), local lines companies Orion and MainPower, power retailer Meridian Energy, the Canterbury District Health Board, Partnership Health Canterbury, Environment Canterbury, Community Energy Action and the Christchurch City Council. Other organisations and supporters are likely to join the project as it grows. “EECA is a major funder and supporter of Warm Families. We are really excited about this project as it will provide free improvements to those with the greatest health needs,” says Mike Underhill, Chief Executive of EECA.
