On the other hand, the private school children seem to be reaching average and / or excelling on the same tests. This has prompted education experts and politicians to create voucher systems. The kindergarten-through-12 vouchers will allocate money to those families who qualify to use tax money to subsidize the tuition of a private institution. On the surface, this seems to be a good idea, but do not be fooled by "a wolf in sheeps' clothing." On the surface, the voucher systems will allow-the children or young adults of low income parents to attend private schools in an effort to make a good education attainable to everyone. This way everybody has an equal opportunity to succeed in life. The voucher system will also makeTheprivate schools more economically and ethnically diverse, creating a better learning environment for the students who attend. However, when you look below the surface of the voucher systems, it is an idea with kinks and flaws. Giving money to underprivileged families in itself is a good idea. But, what people are forgetting is giving this money means that it has to come from somewhere, i.e. taking away from an already eco- nomically struggling system. Instead of using the tax payers money to send children to other institutions, the money should be used to improve the failing institutions. After all, that was its original purpose. Another flaw with the system is the additional cost to the taxpayers to subsidize the cost of tuition while still supporting the public schools. According to Proposition 174, which was dropped by the California lgislaturee in 1994, "Proponents claimed Proposition 174 would savemoney in the long run, but every credible report concluded it would cost at least $1 billion extra ini the first three years," (Rockwell, Insight page 25) The voucher system that Governor Arne Carlson proposes would give $500 to $3,000 to qualifying families. The Carlson proposal would award the minimum amount to family of four with a net income of $41,663. What does Governor Carlson plan on doing about the fami- lies with more children and a larger income? Statistically, many lower income families have more children. More children in the family means more money is needed to support them. That leaves no extra room for tuition, no matter what social class you are in. And, who can really justify where to draw the line as far as being able to qualify for the voucher money? There are many parents who cannot afford to send their children to private schools but still do. They may have to take out loans and put themselves in debt or scrimp and save, but they do it because enrollments for their budgets, MSUSA has faced a budget crunch this year ' they believe the child is worth it. Don't these people count? When Martin was a young child and had first learned to read, he noticed all the signs that said "whites only" and "colored only." The idea of segregation troubled him because it didn't seem fair. As he grew older, he came to realize that it was not only unfair but wrong and he looked for ways to solve the problems of racial inequality. First, he looked for the cause of inequality and decided that the way to change things was by changing the laws. Next, he had to figure out how to go about changing the laws and looked to Gandhi's work and followed his example. Martin worked to change the Jim Crow laws that African-Americans were forced to endure in the South using the peaceful means of protest marches and the action of boycotting. Martin Luther King set an excellent example for people to follow if they choose. In order to get things accomplished, he used only peaceful means. Today, our society is surrounded by acts of violence of all kinds. So many people aren't following King's example. There were two parts to King's dream.
