Autonomy as State Prevention: The Palestinian Question after Camp David, 1979–1982 Seth Anziska Humanity: An International Journal of Human Rights, Humanitarianism, and Development, Volume 8, Number 2, Summer 2017, pp. 287-310 (Article) Published by University of Pennsylvania Press DOI: https://doi.org/10.1353/hum.2017.0020 For additional information about this article https://muse.jhu.edu/article/665530 Access provided by University College London (UCL) (26 Sep 2017 09:59 GMT) Seth Anziska Autonomy as State Prevention: The Palestinian Question after Camp David, 1979–1982 Introduction Scholars have long explored the legal and institutional continuities that inhere in the transition from the era of late empire to the rise of nation-states, underscoring how external rule produced particular trajectories of Arab state formation.1 Extensive violence in Iraq and Syria today has directed much of that attention to the influence of British and French mandatory rule on the emergence of nation-states in the region.2 One striking feature of this transition was the rhetoric of self-determination and purportedly time-limited, developmental intervention that the mandatory powers used to extend control over local populations after the fall of the Ottoman Empire in 1918. In asserting a role as protector of nations emerging from the postwar partitions, the League of Nations helped neutralize local struggles for independence.3 The conceptual framework of “transformative occupation” in the modern Middle East illuminates the techniques of foreign rule within these wider imperial histories while linking them to ambitious programs of development.4 Whether in the name of civilization or modernity, whether by a colonial or mandated power, imposing the practices of Western governance on “backward” peoples and space characterized trans- formative occupation regimes.5 In this essay, I examine how a particular practice within the political and diplomatic repertoire of transformative occupation—the promotion of local autonomy—was successfully deployed in the Israeli-Palestinian arena.

  • Interim Report 2009
TVNZ Interim Report FY2009 CONTENTS CHAIRMAN’S INTRODUCTION........................................................3 CHIEF EXECUTIVE’S OVERVIEW........................................................4 INTERIM FINANCIAL STATEMENTS...................................................6 DIRECT GOVERNMENT FUNDING.................................................14 CHARTER PERFORMANCE MEASUREMENT ...................................16 TVNZ BOARD AND MANAGEMENT DIRECTORY..........................23 2 TVNZ Interim Report FY2009 CHAIRMAN’S INTRODUCTION TVNZ has achieved a satisfactory result for the first six months of the 2009 financial year, reporting earnings (before interest, tax and financial instruments) of $27.7 million compared to $32.3 million in the same period the previous year. The after tax profit of $18.2 million for the period compares with $20.6 million for the prior period. While this is a pleasing result in the circumstances the impact of the global economic downturn is already apparent and, like all other businesses in 2009, TVNZ will face significant constraints due to worsening conditions. We expect the remainder of the fiscal year to be tough, and are prepared for this to continue into the 2010 year. Sir John Anderson Chairman 3 TVNZ Interim Report FY2009 CHIEF EXECUTIVE’S OVERVIEW Two years ago TVNZ began the hard work of turning the organisation into a contemporary, streamlined and efficient digital media company with a long term future – rather than a simple television broadcaster. The result of this effort became visible at the end of the last financial year, when the company worked its way back into the black, with a return on shareholders equity that was better than most SOEs and Crown-owned Companies as well as many publicly listed companies. The current half-year result is a validation of that approach.

  • Exploring Bicultural Experiences: Responding to a Chinese American Young Adult Novel
Exploring Bicultural Experiences: Responding to a Chinese American Young Adult Novel SHWUYI LEU North Central College, Naperville, Illinois Introduction Culture is the terrain through which the individual speaks as a member of the contemporary national collectivity, but culture is also a mediation of history, the site through which the past returns and is remembered, however fragmented, imperfect, or disavowed. Through that remembering, that re-composition, new forms of subjectivity and community are thought and signified. (Lowe, 1996, p. x) In remembering, creating, and re-imagining their forefathers‟ and their own American experience, Asian Americani children‟s literature writers “reposition themselves as central to the American experience rather than peripheral” and create narratives “as an integral part of the multilayered tapestry of the „American‟ experience‟” (de Manuel & Davis, 2006, p. vii). In reading and responding to Asian American children‟s literature, Asian American readers enter the terrain through which they connect to their ancestral and cultural traditions (Ching & Pataray-Ching, 2006) and “find their place in the picture of the American cultural landscape” (de Manuel & Davis, 2006, p. vii). The act of writing and reading Asian American children‟s literature is a part of what Lowe (as quoted above) indicated, i.e., forming and reforming their subjectivity. The reading of multicultural literature also provides opportunities for the rejection of stereotyped thinking (Farrell, 1990). Most importantly, it creates opportunities for members from parallel cultures to become aware of alternative thoughts, to value their own culture, and to enhance the development of a positive identity (Enciso, 1994; Sims, 1983; Spears-Bunton, 1990). Leung (2003) also contends that cross-cultural readings serve as positive supports for minority students‟ ethnic identity development as well as a pool of diverse culture learning opportunities for mainstream students.

During the 2005-2006 school year, I facilitated a book club with ninth and tenth grade girls participating in the Umoja Youth Empowerment Program. This book club provided an opportunity for teen girls to read and discuss with peers and adult mentors issues in young adult texts written by African American female authors. This book club aimed to examine how African American female readers discussed African American young adult literature (AAYAL) in an out-of-school context. In Chapter One, I outline the theoretical framework that undergirds this study. It is largely informed by feminist and Black feminist/womanist theories that offer a way to discuss social, personal, cultural, and literacy issues concerning African American adolescent girls and women.
