New teams entering an HMI competition are entitled to enter Division 1 and may win a place through the challenge system if required. Schools may nominate up the three players to play in their highest ranked team as “development players”. These players are able to be registered and play in a lower ranked team as well as playing for the school’s highest ranked team. Development players must be registered in both divisions. Nominated players must be approved by HMI prior to the season beginning. The purpose of this rule is to allow players who would otherwise have limited playing time/opportunities to gain experience playing for the schools highest ranked team while still getting game time at a level the is more suited for their ability. HMI reserves the right to re-grade players if the spirit of the rule is not being met. Players who have not been approved by HMI as a development player prior to them participating in any fixture will be deemed ineligible to play in the lower ranked team and relevant penalties will apply.
