(BONEY) COOLEY MEMORIAL BRIDGE"; 5 TO DESIGNATE A CERTAIN SEGMENT OF MISSISSIPPI HIGHWAY 513 IN 6 CLARKE COUNTY, MISSISSIPPI, AS THE "MARINE CORPORAL DUSTIN LEE 7 MEMORIAL HIGHWAY"; TO DESIGNATE A CERTAIN SEGMENT OF MISSISSIPPI 8 HIGHWAY 25 IN TISHOMINGO COUNTY, MISSISSIPPI, AS THE "SERGEANT 9 JASON VAUGHN MEMORIAL HIGHWAY"; TO DESIGNATE A CERTAIN SEGMENT OF 10 MISSISSIPPI 15 IN JASPER COUNTY, MISSISSIPPI, AS THE "JOHNNY 11 THOMAS THORNTON MEMORIAL HIGHWAY"; TO DESIGNATE A CERTAIN SEGMENT 12 OF U.S. 98 IN PIKE COUNTY, MISSISSIPPI, AS THE "CASEY LYNNE 13 CASANOVA MEMORIAL HIGHWAY"; TO DESIGNATE A CERTAIN BRIDGE IN LEE 14 COUNTY, MISSISSIPPI, AS THE "CLYDE WHITAKER MEMORIAL BRIDGE"; AND 15 FOR RELATED PURPOSES. 16 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MISSISSIPPI: 17 SECTION 1. (1) The segment of U.S. Highway 82 in Lowndes 18 County, Mississippi, beginning at its intersection with U.S. 19 Highway 45 South and extending westerly to the Lowndes-Oktibbeha 20 County line, is designated and shall be known as the "Dayton Egger 21 Memorial Highway." 22 (2) The Mississippi Department of Transportation shall erect 23 and maintain appropriate signs along and approaching the segment 24 of highway described in subsection (1) of this section. (1) The bridge that spans the West Tallahala 26 Creek on Highway 18 in Smith County, Mississippi, is designated 27 and shall be known as the "Howard L. (Boney) Cooley Memorial 28 Bridge." 29 (2) The Mississippi Department of Transportation shall erect 30 and maintain appropriate signs at each end of the bridge described 31 in subsection (1) of this section. 32 SECTION 3. (1) The segment of Mississippi Highway 25 in 33 Tishomingo County, Mississippi, that is within the municipal 34 limits of the City of Iuka, Mississippi, is designated and shall 35 be known as the "Sergeant Jason Vaughn Memorial Highway." 36 (2) The Mississippi Department of Transportation shall erect 37 and maintain appropriate signs along and approaching the segment 38 of highway described in subsection (1) of this section. 39 SECTION 4. (1) The segment of Mississippi Highway 513 in 40 Clarke County, Mississippi, beginning at the northern limit of the 41 town of Stonewall, Mississippi, and extending southerly to its 42 intersection with Mississippi Highway 145, is designated and shall 43 be known as the "Marine Corporal Dustin Lee Memorial Highway." 44 (2) In addition to memorializing the ultimate sacrifice 45 Corporal Lee made on March 21, 2007, the Legislature also 46 recognizes Corporal Lee's Military Working Dog Lex, who was 47 wounded in the attack that killed Corporal Lee, earning Lex an 48 honorary Purple Heart Medal. The bond between Corporal Lee and 49 Lex was so strong that the wounded Lex would not leave Corporal H. B. No. 1088 *HR26/R1946SG* ~ OFFICIAL ~ 17/HR26/R1946SG PAGE 2 (AJT\KW) 50 Lee's side and had to be dragged away by corpsmen to be treated, 51 and as such it is only fitting that this memorial highway 52 designation also serve as a memorial for Lex, who reunited with 53 his partner on March 25, 2012. 54 (3) The Mississippi Department of Transportation shall erect 55 and maintain appropriate signs along and approaching the segment 56 of highway described in subsection (1) of this section. 57 SECTION 5. (1) The segment of Mississippi 15 in Jasper 58 County, Mississippi, beginning at the southern city limits of Bay 59 Springs and extending southerly to its intersection with County 60 Road 12, is designated and shall be known as the "Johnny Thomas 61 Thornton Memorial Highway." 62 (2) The Mississippi Department of Transportation shall erect 63 and maintain appropriate signs along and approaching the segment 64 of highway described in subsection (1) of this section. 65 SECTION 6. (1) The segment of U.S. Highway 98 in Pike 66 County, Mississippi, beginning at the western city limits of 67 Summit and extending westerly to the Pike County line, is 68 designated and shall be known as the "Casey Lynne Casanova 69 Memorial Highway." 70 (2) The Mississippi Department of Transportation shall erect 71 and maintain appropriate signs along and approaching the segment 72 of highway described in subsection (1) of this section. 73 SECTION 7. (1) The bridge on Coley Road Extended/West 74 Barnes Crossing Road that spans Interstate 22 in Lee County, H. B. No. 1088 *HR26/R1946SG* ~ OFFICIAL ~ 17/HR26/R1946SG PAGE 3 (AJT\KW) 75 Mississippi, is designated and shall be known as the "Clyde 76 Whitaker Memorial Bridge." 77 (2) The Mississippi Department of Transportation shall erect 78 appropriate signs along and approaching the bridge described in 79 subsection (1) of this section. 80 SECTION 8. This act shall take effect and be in force from 81 and after July 1, 2017. H. B. This action challenges violations of Section 404 of the Federal Water Pollution Control Act ("Clean Water Act" or "CWA"), as well as the National Environmental Policy Act of 1969 ("NEPA"), in connection with Defendant United States Army Corps of Engineers' ("the Corps') September 30, 2013 decision to issue a permit for the discharge of dredged or fill material into waters of the United States ("Section 404 permit") for the construction of a 1.86- mile segment of the Northern Beltline near Palmerdale, Alabama. When completed, the proposed 52-mile, six-lane Northern Beltline would be a new controlled-access highway between Interstate 459 in Bessemer, Alabama and Interstate 59 in Trussville, Alabama. 2. Section 404 of the Clean Water Act requires the Corps to issue permits only for those projects that represent the least damaging practicable alternative that will satisfy the project's purpose and need. In determining the least damaging practicable alternative, the Corps must evaluate a number of environmental and economic factors pursuant to CWA regulations and must look at the entire project. 3. The Section 404 permit issued for the Northern Beltline is an improper and illegal segmentation that prevents an objective look at the entire project's impacts and alternatives.

The BBA’s State Agenda consists of policy priorities that are critical to the economic development success of our region. The BBA advocates for policies and legislation that may require action, as well as closely monitors legislation and issues that stand to positively or negatively impact the business climate of our region. ACTION AGENDA ECONOMIC DEVELOPMENT Technology-Based Economic Development The BBA supports the development of a statewide incentive based program for high-growth startups to intentionally foster a strategic approach to accelerate organic growth of these companies in, and recruitment to, the Birmingham region. This complimentary economic development strategy will provide for growth, retention and scale of high- growth startups in the state of Alabama, which will increase the state’s skilled technology workforce, create an attractive ecosystem that boosts entrepreneurship, attract venture capital and better position Alabama to compete with neighboring states. Birmingham Jefferson Civic Center Authority The BBA strongly supports efforts underway by the Birmingham Jefferson Civic Center Authority (BJCCA) to improve Birmingham’s ability to host large-scale conventions, trade shows, sporting and entertainment events by updating and enhancing the convention facilities, modernizing the arena and constructing a new flexible-use stadium at the BJCC. Alabama Drug Discovery Alliance The BBA supports a request for matching funds from the state of $20 million over five years to support the Alabama Drug Discovery Alliance.
