Review of the Juncker Commission
AT A GLANCE Plenary – October II 2019 Review of the Juncker Commission Prior to his election as President of the European Commission, Jean-Claude Juncker set out the policy priorities that would serve as the political mandate for the Commission's 2014-2019 term of office. Although the new Commission will not take office on 1 November as scheduled, Juncker is due to make a statement during the October II plenary session on his term as President, and a debate will review the work of his Commission. Background In July 2014, President-elect Juncker published an Agenda for jobs, growth, fairness and democratic change to mark a 'new start for Europe'. The aim of those political guidelines was to make a difference and deliver concrete results for citizens on ten priorities, ranging from the digital single market and energy union, to justice and fundamental rights, migration and security. Changes and challenges Since the Juncker Commission took office in November 2014, every year has brought its share of changes and challenges. For example, 2015 started with a series of terrorist attacks, followed later that year by record-high numbers of migrants and asylum-seekers arriving in the European Union. In 2016, the UK's referendum vote to withdraw from the EU, and the election of a new administration in the United States, required the EU to adapt its priorities in several areas, from security and defence to trade. Furthermore, ensuring energy independence, guaranteeing the respect of the rule of law in Member States and strengthening economic and monetary union were additional challenges influencing the agenda and ultimately forcing the Commission to adapt, through its annual work programmes and State of the Union addresses, its response and initiatives to an ever-changing environment. -

State of the EU A debate on the state of the European Union will take place in September. European Commission President Jean Claude Juncker will present the Commission’s plans for the last year of its term to MEPs. Future of Europe As part of debates on the future of Europe initiated by the Parliament this year, heads of state or government have been able to lay out their vision for the EU. Six more will be speaking in plenary before the end of the year: Greek Prime Minister Alexis Tsipras, Estonian Prime Minister Jüri Ratas, Romanian President Klaus Iohannis, German chancellor Angela Merkel, Danish Prime Minister Lars Løkke Rasmussen and Spanish Prime Minister Pedro Sánchez. Energy In November, MEPs will vote on two deals reached with EU governments on legislation aiming to boost green energy and efficient consumption. In June, Parliament and Council negotiators agreed on a new 32.5% energy efficiency target for 2030. They also agreed that by 2030 at least 32% of energy consumption should come from renewables. The Capital Markets Union aims to get money - investments and savings - flowing across the EU so that it can benefit consumers, investors and companies. It is part of the Juncker Commission’s ambition to sustain growth in Europe. The Capital Markets Union aims to break down barriers that block cross-border investments in the EU and make it easier for companies and infrastructure projects to get the finance they need, regardless of where they are located. It also sets out to foster sustainable finance by directing investment to environmentally friendly projects. WHY CAPITAL MARKETS UNION MATTERS? It has since fulfilled a dual function: on the one hand, it is an independent research and training institution focusing on the Black Sea region. On the other hand, it is a related body of the Organisation of the Black Sea Economic Cooperation (BSEC) and in this capacity serves as its acknowledged think-tank. Thus the ICBSS is a uniquely positioned independent expert on the Black Sea area and its regional cooperation dynamics. ___________________________________ The ICBSS launched the Xenophon Paper series in July 2006 with the aim to contribute a space for policy analysis and debate on topical issues concerning the Black Sea region. Disinformation undermines human rights and many elements of good quality democracy; but counter-disinformation measures can also have a prejudicial impact on human rights and democracy. COVID-19 compounds both these dynamics and has unleashed more intense waves of disinformation, allied to human rights and democracy setbacks. Effective responses to disinformation are needed at multiple levels, including formal laws and regulations, corporate measures and civil society action. While the EU has begun to tackle disinformation in its external actions, it has scope to place greater stress on the human rights dimension of this challenge. In doing so, the EU can draw upon best practice examples from around the world that tackle disinformation through a human rights lens. This study proposes steps the EU can take to build counter-disinformation more seamlessly into its global human rights and democracy policies.
