Kuru - Alfred Stepan ürkiye’nin 1982 Anayasası, 1980 askerî darbesinin hemen ardından as- Tkerî vesayet altında hazırlanmış ve kabul edilmiştir. Demokratikleşme sürecinin günümüzde ulaştığı noktada artık toplumun ve siyasetin birçok ak- törü daha demokratik yeni bir anayasaya olan ihtiyacı dile getirmektedir. Türk siyaseti adına bir diğer önemli süreç de Avrupa Birliği’ne (AB) tam üye- liktir. Bu gerçekleştiği takdirde Türkiye birliğin ilk Müslüman çoğunluğa ve ikinci en büyük nüfusa sahip üyesi olacaktır. Birçok gözlemci için ilginç olan konu İslâm’dan ilham alan, muhafazakâr ve demokratik bir parti olarak gö- rülen Adalet ve Kalkınma Partisi’nin (AK Parti)1 (daha önce Avrupa’daki Hı- ristiyan Demokrat partiler örneğinde görüldüğü gibi) bazı dinî kökenlerini korurken mevcut Avrupa demokrasi modellerine olumlu bir katkıda bulunup bulunamayacağıdır.2 Elinizdeki kitap, Türk siyasetini ve daha da genel anlamda İslâm ve de- mokrasi ilişkisini şu sorular bağlamında incelemektedir: Osmanlı mirası ço- ğulculuk ve farklılıkları bir arada yaşatma adına günümüz Türkiye’sine ne anlatmaktadır? Kemalist ideolojinin tarihî kökenleri nelerdir? Cumhuriyet sonrasında kurulmaya çalışılan tek tip devlet ve tek tip toplum modeli neden denenmiş ve nasıl başarısız olmuştur? Türk Si- lahlı Kuvvetleri’nin siyaset üzerindeki vesayeti nasıl bir dönüşüm geçirmekte- dir? Türkiye’nin AB’ye katılım sürecinde iç ve dış politika nasıl bir rol oyna- maktadır? 2007 yılında başlayan ve halen devam edegelen anayasa krizinin temel kırılma noktaları nelerdir? Arap Baharı’nın tartışıldığı günümüzde bir Türk modelinden söz edilebilir mi? Bu bağlamda AK Parti tecrübesi bir asır önce Avrupa’da ortaya çıkmış olan Hıristiyan Demokrat partilerle mukayese edilebilir mi? Türkiye’deki güncel siyaseti incelemeye başlamadan önce, modern Türkiye’nin en önemli iki tarihî mirası olan Osmanlı İmparatorluğu ve Kema- lizm konuları ele alınacaktır. Türkiye, yüzyıllar boyunca Doğu Avrupa, Or- tadoğu ve Kuzey Afrika’yı yöneten, bu süreçte çok değişik dinler ve etnik grupları bir arada yaşatan ve azınlıklara devrin Avrupa ülkeleriyle karşılaştı- rılmayacak kadar fazla özgürlük tanıyan Osmanlı İmparatorluğu’nun halefi- dir. Ödül kazanan Farklılıklar İmparatorluğu: Karşılaştırmalı Perspektiften Osmanlılar (2008) adlı kitabın yazarı Karen Barkey yazısında Osmanlı İmpa- ratorluğu’nda farklılıkların yönetimi konusunu ele alıyor. “Osmanlı’da Fark- lılıkların Yönetimini Yeniden Düşünmek” adlı bölümünde Barkey, Osmanlı- ların dinî ve etnik uyum ile hoşgörü konusunda kendine has, “modernite ön- cesi” bir modeli nasıl oluşturduklarını incelemektedir. Ayrıca Barkey, bu mo- delin yeniden oluşturulmasında, Osmanlı İmparatorluğu’ndaki farklı dinler ve dillerin nispeten barış içinde yaşamasının oluşturduğu mirasın bileşenlerin- den hangilerinin faydalı olacağı konusunda da tahminlerde bulunmaktadır. Osmanlı’dan sonra Cumhuriyet’in çoğulculuk yerine tek tipçi toplum mühen- disliği politikaları gütmesinde Kemalist ideolojinin önemli rolü olmuştur. O nedenle bir sonraki bölüm bu ideolojiyi incelemektedir. Kemalist ideoloji Mustafa Kemal Atatürk’ün mirasını temsil etme iddi- asındadır. Conflict Resolution and Nationalist Violence in the Basque Country Ioannis Tellidis Thesis submitted for the degree of DOCTOR OF PHILOSOPHY In the School of International Relations, UNIVERSITY OF ST. ANDREWS September 2007 i Abstract This study examines the debates on nationalism, terrorism and conflict resolution, and intends to identify, on the one hand, the reasons why and the instances in which nationalist discourses usurp the notions of political violence and present it as a legitimate option for opposing a State, and on the other, whether there exist circumstances where conflict resolution techniques and approaches can be useful in isolating terrorist discourses from the nationalist ones, without necessarily criminalising the latter. The study employs a critical and discourse analysis approach to explaining ethno-nationalist and terrorist phenomena, arguing that a contextualisation of the nationalist and terrorist objects of study is necessary in order to comprehensively analyse the relationship between the two, and the instances where the former gives rise to the latter. The purpose of the study is to develop a theoretical framework for the understanding of nationalism and terrorism as interconnected practices, and looks into ways in which conflict resolution can intervene and prevent the infusion of the two.

Operation MECACAR/MECACAR Plus has led to unprecedented collaboration among 18 countries of EUR and EMR to coordinate implementation of polio eradication strategies. The last case of polio in EUR to date has been reported from Turkey with onset on 26 November 1998. Extraordinary progress toward polio eradication has also been achieved in EMR and reported polio is now at record low levels. Nevertheless, wild poliovirus transmission is still occurring in some MECACAR Plus countries of EMR, including Afghanistan, Iraq and Pakistan. Discussions focused on the results of Operation MECACAR Plus in 1999 and plans of action for 2000, improving surveillance in participating countries, and enriching the polio eradication partnership.

Within the scope of this article, after public diplomacy term was discussed in many aspects, some of the important activities of the actors of Turkish public diplomacy have also been mentioned. When these activities are examined, it has been observed that non-governmental organizations failed to show the desired level of asset compared to government agencies in Georgia. Besides, when Turkish public diplomacy activities are examined as a whole, it has been remarked that these activities play an effective role to gain the sympathy of the Georgian. However, it has been concluded that the impacts of these activities on Turkey- Georgia relations are limited especially due to the Russian influence on relations with each of these two countries.
