The following is a copy of the warrant as it appeared in the 1965 Annual Report showing the disposition of each Article as voted at Town Meeting.

To the inhabitants of the Town of Sandwich, in said County and State, qualified to vote in town affairs:

You are hereby notified to meet at the Town Hall in said Town on Tuesday, the eighth (8th.) day of March next, at 2 o'clock in the afternoon to act upon the articles set forth in this warrant.

(EXPLANATION, Article 1, relating to the election of Town Officers will be taken up at the time and polls will be open until 7:30 P. M. when action will be taken up on the remaining articles.)

1. To elect by official ballot all necessary town officers for the ensuing year. This action was taken.

2. To see if the Town will determine by vote to increase the salary of the Selectmen to $500.00 and to deter- mine by vote the salaries to be paid any of its offi- cers and agents. It was voted to increase the salaries of the Selectmen to $500.00. It was voted that the salaries of the other officers remain the same as in the previous year.

3. To see if the Town will authorize the Selectmen to borrow money in anticipation of taxes, the same to be paid from revenue of 1966. Voted in the affirmative.

4. To see if the Town will vote to raise and appropriate the following sums or recommended sums of money for:

(a) School Fund Note $133.92 Voted in the affirmative.

(b) Support of Library in addition to amount re- quired by law. Sum recommended by Library Trustees $1,600.00. Voted in the affirmative.

(c) Memorial Day Observance, $125.00. Voted in the affirmative. (d) Old Home Week Observance, $150.00. Voted in the affirmative.

(e) Lakes Region Association, $283.29. Voted in the affirmative.

(f) Maintenance of Notch and Dale Roads, $841.00. Voted in the affirmative.

(g) Town's Share for Social Security, $950.00. Voted in the affirmative.

(h) Town Road Aid (TRA) $1,131.30, the State contributing $7,542.03. Voted in the affirmative.

(1) Support of Police Department, $1,200.00. Voted in the affirmative.

(m) Town Dump and Forest Fires, $150.00. Voted in the affirmative.

(n) Health Department, $150.00, Laconia Hospital $200.00 and Huggins Hospital $200.00. Voted in the affirmative.

(o) Care of Cemeteries, $300.00. Voted in the affirmative.

(p) Town Charges, $5,000.00. Voted in the affirmative.

(q) General Government, $9,500.00. Voted in the affirmative.

(r) Town Dump Maintenance, $500.00. Voted in the affirmative. (s) Town Beaches: Squam Lake Beach $700.00, Bearcamp Pond Beach $150.00, Pothole $150.00. Voted in the affirmative.

(t) Insurance Premiums and Town Officers' Bonds, $1,350.00. Voted in the affirmative.

(u) To see if the Town will vote to raise and appro- priate the sum of $800.00 for payment of in- terest on Temporary Loan. Voted in the affirmative.

(v) Street Lighting, $1,300.00. Voted in the affirmative, (w) Planning Board, $100.00. Voted in the affirmative.

To see if the Town will vote to continue to plow drive- ways at the following rate. $7.50 for the first 90 feet and $.09 per foot for anything exceeding 90 feet. Voted in the affirmative.

To see what sum of money the Town will vote to raise and appropriate for the care and maintenance of Town Highways for both summer and winter. The sum recommended by the Selectmen $32,500.00. $10,000.00 Summer Maintenance, $15,000.00 Winter Maintenance, $3,000.00 for Tarvia, $1,500.00 for cul- verts, $1,000.00 for bushes, $4,000.00 for General Ex- pense. Total $34,500.00. $2,000.00 credit from door- yards. Total to be appropriated $32,500.00. Voted in the affirmative as proposed.

To see if the Town will vote to authorize the Select- men to purchase a new Austin Weston grader. The amount required approximately $19,000.00. Voted in the affirmative.

If article 7 is voted in the affirmative to see if the Town will vote to authorize the Selectmen to draw $9,800.00 from Capital Reserve Fund, $7,000.00 of this from Depreciation Fund, and $2,800.00 from the New Equipment Fund. Also to see if the Town will vote to authorize the Selectmen to borrow approxi- mately $9,200.00 on a five year note to cover the bal- ance of the cost. Voted in the affirmative.

To see if the Town will vote to raise and appropriate one of the following sums to complete the work start- ed on Durgin Bridge: a. State of New Hampshire $6,600.00. b. Private contractor $4,500.00.

8 It was voted to have the work done by a private con- tractor at $4,500.00.

10. To see if the Town will vote to rescind that part of Article 6 in the 1964 warrant and Article 7 in the 1965 warrant calling for the appropriation of $4,500.00 and $3,500.00 respectively for rebuilding Bennett St. Bridge. It was so voted.

11. If Article 10 is adopted to see if the town will vote to raise and appropriate the sum of $8,000.00 for re- surfacing the roads. It was so voted.

12. To see if the Town will vote to raise and appropriate $800.00 to defray Damages and Legal Expenses and Town Line Work. Voted in the affirmative.

13. To see if the Town will vote to petition the State Tax Commission to have an audit made by the Divi- sion of Municipal Accounting and to make an appro- priation therefore. The sum suggested is $400.00. Voted in the affirmative.

14. To see if the Town will vote to authorize the Select- men to transfer the $2,500.00 in Article 12 of 1965 warrant to the Capital Reserve Fund. This fund to be withdrawn at the discretion of the Selectmen when needed. Voted in the affirmative.

15. To see if the Town will vote to raise and appropriate $5,000.00 for State Road improvement, the state con- tributing $10,000.00. Voted in the affirmative.

16. To see if the Town of Sandwich will vote to partici- pate in the Urban Planning Assistance Program and raise and appropriate $2,500.00 for such program. This article proposed by the Planning Board. Voted in the negative.

17. To see if the Town will vote to accept the deed to a certain parcel of land situated in Whiteface formerly known as the Weed's Mill. Timothy Stanley giving this land to the town for public recreational pur- poses. Voted to accept such deed.

18. To see if the Town will vote to authorize a 2% dis- count on Property taxes if paid within 15 days after the date of tax bill. Voted in the negative. :

19. To see if the Town will vote to authorize the Select- men to administer or dispose of any real estate ac- quired by the Town through Tax Collector Deed or Deeds and as agents of the Town give deed or deeds thereof. Voted in the affirmative.

20. To see if the Town will vote to authorize the Select- men to distribute the blank inventories at the time they examine and appraise the property to be taxed. Voted in the affirmative.

21. To transact any other business which may legally come before this meeting.

8. To see if the Town will vote to raise and appropriate the sum of $735.00 to paint and repair the Library.

9. To see if the Town will vote to raise and appropriate the sum of $5,000.00 for resurfacing the roads.

10. To see if the Town will vote to raise and appropriate $800.00 to defray Damages and Legal Expenses and Town Line Work.

11. To see if the Town will vote to petition the State Tax

12 Commission to have an audit made by the Division of Municipal Accounting and to make an appropriation therefore. The sum suggested is $400.00.

12. To see if the Town will vote to raise and appropriate the sum of $500.00 for the Lakes Region Hospital Building Fund.

13. To see if the Town will vote to raise and appropriate the sum of $275.00 for support of the Lakes Region Mental Health Clinic.

14. To see if the Town will vote to raise and appropriate $5,000.00 for State Road Improvement, the State con- tributing $10,000.00.

15. To see if the Town will vote to authorize and empower the Planning Board to approve or disapprove in its dis- cretion new subdivisions and plats thereof showing streets, or the widening thereof, or parks, and upon the adoption of this article, it shall be the duty of the Town Clerk to file with the Registry of Deeds of the County of Carroll a certificate or note showing that the said Planning Board has been so authorized, giving the date of authorization, as provided in Section 19, and Sections 19-29 inclusive. Chapter 36 of the New Hampshire Re- vised Statutes Annotated, 1955. If this article is adopted, it shall further be the duty of the Town Clerk to issue all certificates of failure when the Planning Board shall fail to take action as provided in Chapter 36: Sections 19, 20-29 inclusive.

16. To see if the Town will vote to amend the Ordinance adopted at the March 1955 Town Meeting as follows: (New Material to be added by the Amendment is printed in Capital letters) No person, corporation or association shall engage in or permit the construction of a septic tank, privy, cesspool, dry well, drain bed or drain field at any new construction, or enlarge or replace any existing sewage system without first submitting plans of the same to the Board of Health of the Town of Sandwich. SUCH PLANS SHALL COMPLY WITH THE RECOMMENDA- TIONS OF THE MANUAL OF SEPTIC-TANK PRAC- TICE PUBLISHED BY THE U.S. DEPARTMENT OF HEALTH, EDUCATION AND WELFARE OR ANY REVISIONS THEREOF AND WITH ANY MORE RE- STRICTING RECOMMENDATIONS OF THE NEW HAMPSHIRE WATER POLLUTION COMMISSION. It shall be the duty of the Board of Health within a reasonable time after the presentation of the plans as aforesaid to make approval or disapproval of the same according to the recommendations of the State Board of Health. FINAL APPROVAL OF THE INSTALLATION 13 SHALL NOT BECOME EFFECTIVE UNTIL COM- PLETED TO THE SATISFACTION OF THE BOARD OF HEALTH. This regulation shall apply in all cases where the premises affected constitute an establishment which provides its own means of water and sewage disposal. Any violation of these regulations shall be punish- able by a fine not exceeding $25.00 PLUS NOT MORE THAN $5.00 FOR EACH DAY OF USAGE OF A NON- FORMING SEWAGE DISPOSAL SYSTEM AFTER BEING NOTIFIED IN WRITING BY THE BOARD OF HEALTH AS TO THE EXISTENCE OF SUCH NON- CONFORMANCE. This ordinance applies only to areas within one-half mile of Great Ponds and the Red Hill, Bearcamp and Cold Rivers.

17. To see if the Town will vote to turn over a portion of road in front of Mr. Jameson's in lieu of a portion of new piece of road built to the Town's satisfaction.

18. To see if the Town will vote to close the road beyond Mr. Jameson's House to the Tamworth Town Line sub- ject to gates and bars.

19. To see if the Town will vote to authorize the Selectmen to administer or dispose of any real estate acquired by the Town through Tax Collector Deed or Deeds and as agents of the Town give deed or deeds thereof.

20. To see if the Town will vote to authorize the Selectmen to distribute the blank inventories at the time they ex- amine and appraise the property to be taxed.

21. To transact any other business which may legally come before this meeting.

Submitted herewith is the report of the annual exam- ination and audit of the Town of Sandwich for the fiscal year ended December 31, 1966, which was made by this Division in accordance with the vote of the Town. Exhibits as hereafter listed are included as part of the report. SCOPE OF AUDIT

Included in the examination and audit were the accounts and records of the Board of Selectmen, Treasurer, Tax Col- lector, Town Clerk, Trustees of Trust Funds, Volunteer Fire Department, Wentworth Library, Cemetery Trustees, Old Home Week Association, Sandwich Veterans' Associa- tion, and Sandwich Planning Board. FINANCIAL STATEMENTS

Comparative Balance Sheets: December 31, 1965 - December 31, 1966: (Exhibit A-1)

Comparative Balance Sheets as of December 31, 1965 and December 31, 1966, are presented in Exhibit A-1. As indicated therein, the Surplus decreased by $7,119.56 in 1966.

Analysis of Change in Financial Condition: (Exhibit A-2)

An analysis of the change in financial condition of the Town during the year is made in Exhibit A-2, with the factors which caused the change indicated therein. These were as follows:

Net Decrease $ 7,119.56 Comparative Statements of Appropriations and Expendi- tures - Estimated and Actual Revenues: (Exhibits A-3 & A-4) Comparative statements of appropriations and expen- ditures, estimated and actual revenues for the fiscal year ended December 31, 1966, are presented in Exhibits A-3 and A-4. As indicated by the budget summary (Exhibit A-4) a net unexpended balance of appropriations of $10,908.28, plus a revenue surplus of $1,195.16, resulted in a net budget surplus of $12,103.44. Summary Statement of Receipts and Expenditures: (Exhibit B-1) A summary statement of receipts and expenditures for the fiscal year ended December 31, 1966, made up in ac- cordance with the uniform classification of accounts, is included in Exhibit B-1. Proof of the Treasurer's balance as of December 31, 1966, is indicated in Exhibit B-2. Statement of Indebtedness: (Exhibit F) A statement of the outstanding long term indebtedness as of December 31, 1966, showing annual debt service re- quirements, is contained in Exhibit F.

Departments and Agencies: (Exhibits H, I, J, K, L & M) Statements of the accounts of various departments and agencies are included in Exhibits H, I, J, K, L and M. AUDIT PROCEDURE

The accounts and records of all officials charged with the custody, receipt and disbursement of public funds were examined and audited. Vouchers and cancelled checks were compared with supporting invoices and payrolls as well as entries in the books of record. Receipts were checked by source insofar as possible and totals of receipts and ex- penditures verified. Book balances were verified by compar- ison with reconciled bank balances made from statements obtained from depository banks. Verification of uncollected taxes was made by mailing notices to delinquent taxpayers as indicated by the Collector's records. The amounts of un- collected and unredeemed taxes as indicated in this report are therefore subject to any changes which may be neces- sitated by the return of verification notices. 24 GENERAL COMMENTS

The current surplus (excess of total assets over current liabilities) decreased by $1,396.56, from $35,739.19 to $34,342.63 in 1966, as shown herewith:

Conclusion :

In accordance with the provisions of Chapter 184, of the Laws of 1955, this report or the summary of findings and recommendations (letter of transmittal) should be pub- lished in the next annual report of the Town. Forest Fire Warden's Report

Fire records are made by people — those who cause fires and those who control them. Your forest fire warden, deputy- wardens, fire chief and firemen have, in spite of a prolonged drought, made one of the best fire control records in recent years. Despite a very dry spring, we in New Hampshire work- ing together, have substantially reduced our fire incidence (885 in 1965 to 595 in 1966.) This enviable record is largely due to two factors 1. A closely coordinated and integrated state-town or- ganization jointly carrying out programs of forest fire prevention, training and suppression with dedi- cated personnel. 2. Your appreciation of our forest fire control program and your individual effort in practicing fire preven- tion. Statistics show, however, there is room for improve- ment. Major problems are still with us; (1) the careless dis- posal of cigarettes; (2) the householder's carelessness in burning rubbish; (3) the failure of woodlot owners and con- tractors to completely extinguish their brush burning fires; (4) failure to extinguish camp fires; (4) unsupervised chil- dren playing with matches. New Hampshire has 4,339,000 acres of woodland to be protected. In 1966 we experienced 595 forest fires on this area and restricted acreage burned to 395 acres — a fine testimonial to the efficiency and dedication of the men who make up our forest fire control organization. 1. If you must burn you will need a permit. Permits are not issued between 9:00 A.M. and 5:00 P.M. except on rainy days. Permits are not needed when the ground is covered with snow. To minimize risk the best way to dispose of rubbish is at your authorized town or municipal dumping area.

2. Be sure all discarded smoking material is out. 3. Don't leave a live camp or cooking fire. 4. Most important - Instruct your children that matches are not play things.
