ORISSA FLOOD SITREP 2nd September 2003, 00 hrs NATURE OF DISASTER: FLOODS The state of Orissa has been severely affected by floods since the 27th of August 2003. Heavy rains in the upper and lower catchments areas as well as in the neighboring State of Chattisgarh has worsened the situation. 17 out of 30 districts are affected so far, namely , , Boudh, Bolangir, , Deogarh, Ganjam, , , , Kalahandi, Kendrapada, , , , , and Sonepur. Evacuation operations in the affected districts have already started. Medical teams have been deployed in the worst hit areas and key locations. The National and State military and paramilitary forces have been mobilized to assist in the severely affected districts. Road and communication infrastructure have also been badly hit in some parts of the state.

IMD’s forecast for eastern zone indicates rain and thundershowers at most places in Orissa. Morning's low pressure area over Gangetic West Bengal and its neighborhood persists. It’s associated upper air cyclonic circulation extends up to mid-tropospheric level. Heavy rainfall is likely to occur at few places in Orissa.and enhanced rainfall activity has been predicted to continue over the next 48 hours. - Source of Information: Indian Meteorological Department, There will be an increase in the water level (WL) due to high tides in the sea level at Paradip, where flows into the and due to moderate rainfall in the last 24 hours. This increase in the WL of the sea will have an impact by slowing down the flow of Mahanadi River, thereby increasing the volume and consequently the WL in the river system. There

DISTRICTS SITUATION AND PERCEIVED THREATS Angul State Highway – 62 (Boinda- Athamallik and Angul – Boinda is cutoff due to 50 mtrs long breach at Malipada bridge ); Breach is hampering road communication between - Angul-Boinda-Athamalik-Kiakata - Kaitaragarh- Dharuan - Thakurnagar-Tapadhala - Bamur-Dharapali-Puintaragarh at Kuteshwar site & - Angul-Tikrapada at Karadapada site - Major repair work will be taken up once water starts receding. - 4 roads cut off; 1 breach reported Boudh Communication has been disrupted between Boudh - Bolangir State highway 40 R& D roads have been cut off out of which 4 have been restored. There were 16 breaches reported out of which 2 have been repaired. Cuttack Total 14 Breaches.[ 6 major breaches (Gobardhanpur - 1 ; Sapua - 1 ; Karanja Niali – 1; Palada N.Koili – 1; N’singhpur 1; Urada Kantapada-1) 8 minor breaches ]; 215 R& D roads have been cutoff. Danger of a Breach in right embankment at Tirthapada in Kantapada Block. Ganjam Bhanjanagar-Bhubaneswar State highway has been submerged. Jagatsingpur All the affected population has been shifted to embankment. 28 PWD roads have been cutoff out of which 3 have been restored. Breaches reported at 5 places, i.e. Muraripur, Kukurkhai, Palada, Kasarda, and Sangrampur. Due to rise in water level in Rajua river many villages are getting marooned. 30 & D roads have been cut off All essential medicines, bleaching powder, halogen tablets, ORS, anti-diarrhoeal drugs, IV fluids etc. are available in the PHC. One tanker with safe drinking water has been sent to affected villages. Nayagarh Daspala – Bhubaneswar road at Mahitama has been damaged. 26 roads have been cut off. 7 breaches have been reported.

3 ORISSA FLOOD SITREP 2nd September 2003, 00 hrs DISTRICTS SITUATION AND PERCEIVED THREATS Puri 14 breaches occurred at various places [7 in , 3 in Kanas, 3 in Puri Sadar, 1 in Satyabadi] The communication network has been disrupted and all roads to the nine affected GPs of Astarang block are submerged. 4 more minor breaches have been reported. Sonepur 21 roads have been cut off out of which 17 have been restored. 29 breaches have been reported in this district and 21 of them have been repaired. Bolangir 113 roads have been cut off and out of which 66 have been restored. 379 breaches along the river have been reported and 47 of them have been repaired so far. Baragarh 14 road breaches have been reported Kalahandi 60 R& D roads have been cut off out of which commutation along 30 roads has been restored. 100 breaches along the river have been reported out of which 20 of them have been repaired. - Source of Information: District Control Room / UNDP Team, Orissa HEALTH INTERVENTIONS: In 17 Mobile Medical Teams deployed at key locations. In 18 Mobile Medical Teams with medicines have been deployed. In Kendrapada district 19 Medical Aid Centers have been opened; and 12 Mobile Medical Teams have been deployed In 12 Emergency Medical Centres opened; 4 Mobile Medical Units functioning in Raipur, Saudia, and Kundal in Badachana Block. In 11 Mobile Medical Teams have been deployed at Balianta, Balipatna, Bhubaneswar, Khurda, Jatni, Tangi and blocks. In Mobile Medical Teams have been deployed. In 20 Medical Teams have been deployed. MEASURES TAKEN: • Army Columns have been deployed as follows: 1 at Tirtol in Jagatsinghpur district, 2 Columns in Kendrapada district, 2 Columns in Cuttack district, 1 Column in Balianta and Balipatna Blocks of Khurda District. Navy teams have been deployed at Cuttack, Jagatsinghpur, and Kendrapada for conducting search, relief, and rescue operations. Coast Guard Rescue Team has been deployed at Jagatsingpur. ODRAF has been deployed at Cuttack, Kendrapada, and Sambalpur. • Cooked and dry food is being provided by the district administration. • 92 Power Boats deployed – 16 country and 1 power boats deployed; (Angul); 144 country and 25 power boats deployed ( Cuttack); 1 Army column (135 personnel) posted at Tirtol; 6 Coast Guard teams deployed; (Jagatsinghpur); 46 (Puri); 5 (Khurda). 42 boats deployed; 2 Army Teams posted at Marsaghai and Patkura; 1 Navy Team deployed at Korua ( Kendrapada) - Source of Information: State Relief Commissioner’s Office / District Control Room/UNDP Team Orissa CURRENT NEEDS: (As per district administration) • Kendrapada: Kendrapada (Marsagahi, Gardpur) requires boat, safe drinking water, 659 MT of food grains and Baby food. • Cuttack: Cuttack (Salepur) require boat, safe drinking water and Baby food • Khurda: The district administration has requested polythene sheets from SRC ; Requisition has been made for 730.44 Qntl of concentrated feed and 3652.5 Qntls of dry fodder with the Director of AH & VS Orissa • Puri: Polythene – 100 rolls, 6 life jackets, 5000 ORS tabs. ; Halogen – 20000 required for Nimapada block • Bolangir: 75 polythene sheets have already been distributed and more has been requested by the district administration. 4 ORISSA FLOOD SITREP 2nd September 2003, 00 hrs • Three UNDMT (Orissa) assessment teams have moved to Jagatsinghpur, Kendrapada, Puri, Cuttack, Kalahandi and Bolangir for rapid assessment. • At the state level OSDMA is facilitating NGO coordination to augment Government efforts at District, Block and State level. o UN agencies and International NGOs were requested to extend the necessary support. o Red Cross has already alerted its members and asked them to be in touch with local BDOs. o Suggestions to have District and Block level Coordination Committee meetings in affected districts and blocks and send reports informing about interventions of NGOs were made. o General instructions to be issued to district administration to extend logistic support to NGOs participating in emergency. o NGOs to keep the District Administration informed about their interventions in various areas. • Volunteer deployment by different agencies, a) UNDP – Jagatsingpur, Jajpur, Puri, Khurda, Kendrapada, Cuttack, Ganjam and Angul. b) CRS – Puri, Jagatsinpur, Jajpur c) Oxfam – Jajpur, Puri d) BGVS – Jagatsingpur e) Aparajita – Kendrapada, Jagatsinghpur, Puri f) Redcross – Puri, Kendrapada, Jagatsinghpur g) ODMM – Jagatsingpur, Kendrapada h) NSS Volunteers – 50 in each coastal district • In Cuttack district, NGO coordination meeting was held today. FACILITATION OF COMMUNITY AND GOVERNMENT PREPAREDNESS THROUGH DRM PROGRAMME:: • The services of 2840 volunteers trained under GoI – GoO – UNDP Disaster Risk Management Programme [DRM] has been highly helpful for response activity. • 25 volunteers under the DRM programme in Kendrapada have rendered services for running the free kitchen in the district. • DRM trained volunteers have also rendered services in the first aid / search and rescue operations in all the affected Blocks of Jagatsinghpur. • In Balikuda block of Jagatsinghpur District, the Block Development Officer has used the Village disaster management plan prepared by the community to get detailed information about the villages that are affected by floods. • The District and the Block Disaster Management plans that were prepared under the DRM programme are being referred by the district and the block administrations for mobilization of resources and placement of dry rations in the vulnerable pockets. • The Government has inaugurated a comprehensive resource inventory database for quick disaster response to be used for mobilizing the specific equipments and human skills for emergency situations. This online information system can be accessed right from the District – State to the National level authorities so that disaster managers can be able to identify and channel the resources within a very short span of time. • The district control rooms strengthened with UNDP support are functioning very effectively.
