ORISSA FLOOD SITREP 2nd September 2003, 00 hrs NATURE OF DISASTER: FLOODS The state of Orissa has been severely affected by floods since the 27th of August 2003. Heavy rains in the upper and lower catchments areas as well as in the neighboring State of Chattisgarh has worsened the situation. 17 out of 30 districts are affected so far, namely Angul, Bargarh, Boudh, Bolangir, Cuttack, Deogarh, Ganjam, Jagatsinghpur, Jajpur, Jharsuguda, Kalahandi, Kendrapada, Khordha, Nayagarh, Puri, Sambalpur, and Sonepur. Evacuation operations in the affected districts have already started. Medical teams have been deployed in the worst hit areas and key locations. The National and State military and paramilitary forces have been mobilized to assist in the severely affected districts. IMD’s forecast for eastern zone indicates rain and thundershowers at most places in Orissa. Morning's low pressure area over Gangetic West Bengal and its neighborhood persists. It’s associated upper air cyclonic circulation extends up to mid-tropospheric level. Heavy rainfall is likely to occur at few places in Orissa.and enhanced rainfall activity has been predicted to continue over the next 48 hours. - Source of Information: Indian Meteorological Department, Bhubaneswar There will be an increase in the water level (WL) due to high tides in the sea level at Paradip, where Mahanadi flows into the Bay of Bengal and due to moderate rainfall in the last 24 hours. This increase in the WL of the sea will have an impact by slowing down the flow of Mahanadi River, thereby increasing the volume and consequently the WL in the river system. (cusec) (cusec) (cusec) 2000 hrs 625.85 460000 669000 40 Details awaited -do- -do- CURRENT SITUATION AND PROJECTED THREATS DISTRICT-WISE: DISTRICTS SITUATION AND PERCEIVED THREATS Angul State Highway – 62 (Boinda- Athamallik and Angul – Boinda is cutoff due to 50 mtrs long breach at Malipada bridge ); Breach is hampering road communication between - Angul-Boinda-Athamalik-Kiakata - Kaitaragarh- Dharuan - Thakurnagar-Tapadhala - Bamur-Dharapali-Puintaragarh at Kuteshwar site & - Angul-Tikrapada at Karadapada site - Major repair work will be taken up once water starts receding. - 4 roads cut off; 1 breach reported Boudh Communication has been disrupted between Boudh - Bolangir State highway 40 R& D roads have been cut off out of which 4 have been restored. There were 16 breaches reported out of which 2 have been repaired. Cuttack Total 14 Breaches.[ 6 major breaches (Gobardhanpur - 1 ; Sapua - 1 ; Karanja Niali – 1; Palada N.Koili – 1; N’singhpur 1; Urada Kantapada-1) 8 minor breaches ]; 215 R& D roads have been cutoff. Danger of a Breach in Devi river right embankment at Tirthapada in Kantapada Block. Ganjam Bhanjanagar-Bhubaneswar State highway has been submerged. Jagatsingpur All the affected population has been shifted to embankment. 28 PWD roads have been cutoff out of which 3 have been restored. Breaches reported at 5 places, i.e. Muraripur, Kukurkhai, Palada, Kasarda, and Sangrampur. Jajpur Possibility in the rise of water level of Mahanadi river and it may inundate 12 GPs of Badachana block, 3 GPs of Bari Block , 4 GPs of Dharmasala; Breaches in 5 locations in Jajpur along the Genguti River Kendrapada 9 breaches reported (6 on Chitrotpala left at Odisso, Abhayapur, Ankanarayanpur, Mandiakuda (Marsaghai); at Baratunga, Patkura (Garadpur); on Luna right at Baiting (Marsaghai), Danpur and Jagannatpur (Derabish); 3 breaches closed. 36 roads cut off; 2 restored Blocks Breach Point G.P River Marsaghai Block Oriso (2) Akhua Dakhina Chitrotpala – left embankment Naranapur Parakula Chitrotpala Mandiakuda Raghabpur Chitrotpala Balisingha Jalapoka Luna –right embankment Derabish Block Danpur Danpur Luna Garadpur Block Patkura (2) Patkura Luna Kendrapada Block Basupur Kalapada Luna Khordha No breaches have been reported; leakage at 46 places noticed and timely action has been taken.23 roads in the district is cutoff – 19 roads under Bhubaneswar sub-division and 4 roads under Khurda sub-division. Due to rise in water level in Rajua river many villages are getting marooned. 30 & D roads have been cut off All essential medicines, bleaching powder, halogen tablets, ORS, anti-diarrhoeal drugs, IV fluids etc. are available in the PHC. One tanker with safe drinking water has been sent to affected villages. Nayagarh Daspala – Bhubaneswar road at Mahitama has been damaged. 26 roads have been cut off. 7 breaches have been reported. 3 ORISSA FLOOD SITREP 2nd September 2003, 00 hrs DISTRICTS SITUATION AND PERCEIVED THREATS Puri 14 breaches occurred at various places [7 in Astaranga, 3 in Kanas, 3 in Puri Sadar, 1 in Satyabadi] The communication network has been disrupted and all roads to the nine affected GPs of Astarang block are submerged. 4 more minor breaches have been reported. Sonepur 21 roads have been cut off out of which 17 have been restored. 29 breaches have been reported in this district and 21 of them have been repaired. Bolangir 113 roads have been cut off and out of which 66 have been restored. 379 breaches along the river have been reported and 47 of them have been repaired so far. Baragarh 14 road breaches have been reported Kalahandi 60 R& D roads have been cut off out of which commutation along 30 roads has been restored. 100 breaches along the river have been reported out of which 20 of them have been repaired. - Source of Information: District Control Room / UNDP Team, Orissa HEALTH INTERVENTIONS: In Cuttack district 17 Mobile Medical Teams deployed at key locations. In Jagatsinghpur district 18 Mobile Medical Teams with medicines have been deployed. In Kendrapada district 19 Medical Aid Centers have been opened; and 12 Mobile Medical Teams have been deployed In Jajpur district 12 Emergency Medical Centres opened; 4 Mobile Medical Units functioning in Raipur, Saudia, and Kundal in Badachana Block.
