    Appendix A PSS Filing Notice FLINT MINE SOLAR FACILITY Greene County, New York NOTICE OF FILING OF PRELIMINARY SCOPING STATEMENT Flint Mine Solar LLC (“Flint Mine” or “Applicant”) is proposing to construct a major solar electric generating facility up to 100 Megawatts (MW) in size in the Towns of Coxsackie and Athens, Greene County, New York. To construct the facility, the Applicant must obtain a Certificate of Environmental Compatibility and Public Need (“CECPN”) from the New York State Board on Electric Generating Siting and the Environment (“Siting Board”) pursuant to Article 10 of the Public Service Law and the Siting Board’s rules (16 NYCRR Part 1000). This notice announces that on or about November 2, 2018, Flint Mine will file a Preliminary Scoping Statement (“PSS”), pursuant to 16 NYCRR 1000.5, which is designed to gather input from the public and interested agencies on the scope and methodology of studies to be conducted in support of a future Application. The filing of the PSS will start a 21-day public comment period on the scope and methodology of the studies proposed. The PSS filing marks the beginning of a formal public scoping process. These ranges extend westward for more than forty miles, covering parts of Ulster and Delaware and nearly all of Greene Counties, and are best known as the Catskills, the fabled Land of Rip Van Winkle. Within the borders of the Catskills will be found nearly a hundred villages and hamlets, located at the highest elevations east of the Rocky Mountains and enjoying temperatures that average from fifteen to twenty degrees lower than that of the seaboard cit ies, so it is not surprising that the region is the most popular and the best known of the American Sum­ mer Resort Sections, with a summer patronage that is conservatively placed at a quarter of a million visitors annually. Formed, according to m.odern geologists, by drift from the lost Ap­ palachia, the atmosphere of romance that has for more than a century surrounded the section has been somewhat enhanced by late discoveries, including the oldest forests in the world, found during the excavations for the extension of the New York City Water Supply, and the re-location of the Indian Flint Mines last year at Coxsackie.

It includes southeastern parts of the Gallatin National Forest and western parts of the Custer National Forest. Most of the mineral resources of both Forests are within the ABSA. The ABSA contains essentially all of the identified resources of platinum-group elements (platinum, palladium, rhodium, ruthenium, osmium, and iridium) and 75 percent of the identified chromium resources in the U.S., as well as significant gold, silver, copper, lead, and zinc resources. Mines have operated in the area since the 1860's and have produced gold, silver, arsenic, tungsten, copper, lead, zinc, chromium, and platinum-group elements. Mines in production in 1992 are the Stillwater mine (platinum, palladium, gold, rhodium, copper, and nickel), the Mineral Hill mine (gold and silver), and the Livingston Marble and Granite Works (travertine).
