IMPLEMENTATION ARRANGEMENTS FOR THE RULES ON ADMISSION TO AND OPERATION OF THE CPE ESTABLISHMENTS

(GARDERIE AND STUDY AND RECREATION CENTRE)

CHAPTER I ARRANGEMENTS FOR THE ALLOCATION OF CHILDREN TO THE SITES IN KIRCHBERG AND BERTRANGE/MAMER

1. SCHOOL PUPILS

Pupils are allocated to the Garderie or the Study and Recreation Centre situated on the site of the European School (ES) that they attend. European School I in (Kirchberg) comprises the following sections and/or native languages: DE, EN, FR, BG, ES, ET, FI, LT, LV, NL, PL, PT, SV.1 European School II in Luxembourg (Bertrange/Mamer) comprises the following sections and/or native languages: DE, EN, FR, CS, DA, EL, HU, IT, MT, RO, SK, SL.1

2. PRE-SCHOOL CHILDREN

For pedagogical and administrative reasons, pre-school children are allocated to the Garderie located on the site of the European School that comprises their relevant future section and/or schooling language.

- Special situation regarding the DE, EN, FR sections

When the section and/or schooling language relevant to the child is DE, EN or FR, allocation to one of the two sites is determined by:

• whether the child has a brother and/or sister who attended the European School the previous school year Siblings of a pupil enrolled in one of the European Schools in Luxembourg who attended that school the previous academic year are automatically allocated to the site of that school.

• the family's place of residence (given in the enrolment form) The allocation scheme established by the two schools is applied (see Annex).

On this map, a line (N-S) divides the country and surrounding areas into two parts: - children living in the southwest part are allocated to the Bertrange-Mamer site, - children living in the northeast part are allocated to the Kirchberg site.

Children who have been allocated to the Kirchberg site may be re-allocated when they enter nursery school (école maternelle) if the two sites do not have similar sized classes and as a result the north-east zone must be scaled back to the X and Y lines on the map.

The city of Luxembourg is divided into two zones: - children from areas in the southwest (Merl, Belair, Belair-Nord/, , , , Bonnevoie, Gare) are allocated to the Bertrange- Mamer site. - children from other areas are in principle allocated to the Kirchberg site.

- Special case: children with several dominant languages

Pre-school children with several dominant languages, the language sections of which are present in both European Schools, are put into the language section of their parents' choice, which is decided before entry into nursery school. If the decision regarding section or language is changed when the child is about to enter nursery school, meaning a change in school site, the child will automatically be allocated to the Garderie at this new site. The Garderie's administrative department must be notified of this change when the child is enrolled at the school.

CHAPTER II PARENTAL CONTRIBUTION

The amount of the parental contribution is calculated on the basis of the scale laid down by the Social Activities Committee and is reviewed periodically. It takes into account, in particular: - the net income2 of the household or parents, plus or minus any maintenance received or paid; - the number of children dependent on the parents and of whom the latter have legal custody; - the type of attendance; - the amount net of tax; - secretarial allowance or any other flat-rate allowance; - allowance for children dependent on the parents and of whom the latter have legal custody; - allowance received from other sources; - allowance paid to other parties; - the crisis levy; - maintenance allowance; in the event that the maintenance allowance is not received, a statement to this effect from a lawyer is required; - national salary and per diems paid by the institution to national experts on secondment.

2 Net income: Net income of a person having a contractual link with the Institutions: net income on the salary statement corrected to take account of allowances received from another source and with temporary benefits deducted. Net income of a person who does not have a contractual link with the Institutions: net income on the salary statement corrected to take account of benefits in kind or other payments. Income of a self-employed person: income calculated on the basis of the tax declaration from the previous year extrapolated to 12 months. . 2 Version 3 - 10/8/2012

Parents, guardians and parents of blended families are treated in the same way as married couples with regard to their financial contribution.

The amounts of parental contribution are set out according to the CPE Rules. There are two types of full-time attendance at the Study and Recreation Centre:

- Primary full-time attendance: from two days a week – afternoons with lunch. - Secondary full-time attendance: from two days a week – afternoons.

CHAPTER III HOLIDAYS

The Children's Centre is open throughout school holidays: Monday to Thursday from 08:00 until 19:00 and Fridays from 08:00 until 18:30.

The presence or absence of the children for each holiday period must be notified. Forms are available from teaching staff approximately one month before the start of the holiday period in question.

Parents must respect the deadline for registration; any registration request or change after this time will not be considered.

The absence of a child during short breaks does not entitle parents to a refund, even if the provisions of Article 6 of the Rules are respected.

Registration for the summer holidays is done on a weekly basis. It is possible to cancel a registration covering a period of at least five working days, with refund, if the administrative department is notified of the absence at least ten working days in advance.

CHAPTER IV EXTRA-CURRICULAR ACTIVITIES AND REMEDIAL CLASSES

Children attending the Garderie of the Children's Centre who are registered for the extra- curricular activities organised by the European School Parents' Association (APEEE) must be accompanied by their parents or another person authorised to take them to and from the activities.

Children attending the Study and Recreation Centre who are registered for the extra- curricular activities or remedial classes may leave the activities/classes alone as long as their parents have given them explicit authorisation to do so. An authorisation form to be completed and signed is available from the administrative department of the Children's Centre. By giving their authorisation, parents release the administrative department of the Children's Centre from any responsibility, complaint, legal action or proceedings, costs, expenses or damages that could arise or be incurred during the child's journey between the Children's Centre and the place of the activity/class.
