UN political declaration on AIDS addresses HIV among men who have sex with men

The Global Forum on MSM & HIV (MSMGF) welcomes the progress represented in the new 2011 United Nations Political Declaration on HIV and AIDS, adopted at the conclusion of the June High Level Meeting on AIDS in New York. Issued as a consensus statement, the declaration is the first General Assembly statement on AIDS to explicitly include men who have sex with men (MSM), breaking a pervasive silence about this population at the of- ficial level and creating unprecedented opportunities for advocacy to promote MSM health and human rights. “The inclusion of men who have sex with men and other key populations is a major turn- ing point in the global political discourse that has dominated the first 30 years of global HIV response,” said Dr. George Ayala, Executive Officer of the MSMGF. “Political leader- ship is finally catching up with public health evidence. With HIV rates among MSM now surpassing thirty percent in countries from Asia to the Caribbean, this language is well overdue.” The declaration sets forth a series of principles and recommendations for an enhanced response to HIV. Calling for a tailored, evidence-based approach, the document recognizes that the full realization of human rights for all people is an essential part of the global AIDS response. The declaration also commits to the creation of enabling legal, social and policy frameworks to promote access to essential services, as well as the review of laws and policies that adversely impact the equitable delivery of HIV prevention, treatment, care and support. “Human rights violations, legal barriers and discrimination have played a central role in blocking MSM from accessing life-saving services,” said Krista Lauer, policy associate at the MSMGF. “With fewer than one in ten MSM around the world able to access even the most basic prevention and treatment, this declaration has the potential to make a Dr. Celeste Watkins-Hayes. major difference for MSM. Overcast skies and cool weather could not keep more than 500 people from Dyke March Chica- go this year. The June 25 rally kicked off with drum beats and chants in the city’s South Shore neighborhood, snaking for several blocks in a mass of rainbow flags and banners. Onlookers from apartments and sidewalks cheered and waved to the crowd, and drivers honked their horns in a show of support. Even young children came out to see the march, some of them chanting with the marchers. The march stepped off at South Jeffrey Blvd., continued along the bike path on Lakeshore drive, and concluded with performances and a picnic in Jackson Park. Leora Abelson, a Dyke March Collective mem- ber, called the event was a major success. “There was amazing energy from the cars and people from apartments walking up Jeffrey [Blvd.],” she said. Dyke March Chicago, an annual event held in major cities nationally, functions as a kind of rag-tag alternative to the larger pride pa- rades. Unlike the Chicago Annual Pride Parade, participating groups need not pay or register. The event also tends to draw a more radical contingent of queer community organizers and activists, and its message tends to weave queer politics with other struggles such as immigrant rights, women’s rights, transgender empower- ment, racial justice, and disability pride. This year marks the second and final year of the march’s stay in South Shore. The march will move to another neighborhood next year due to an agreement among organizers that the event bring queer visibility to a different neighbor- hood biennially. Many marchers seemed to be thrilled by the warm welcome South Shore residents gave the crowd, where the march concluded without in- cident. Some commented that South Shore’s re- sponse to the march drove home the importance of exhibiting queer-friendly neighborhoods out- side of Boystown. “What we’re doing is bringing queer visibility to neighborhoods across the city,” said Emilia Chico, a principal organizer of the event. “It’s specifically challenging what pride has be- come.” Not all who attend Dyke March choose to forgo the Annual Pride Parade. Amelia Hill, a recent graduate from Illinois State University, traveled up from Normal, Ill., with friends to attend both event for the first time. Hill said she was impressed with the neighborhood’s overwhelmingly supportive re- sponse and with the diversity of political issues represented by marchers. “I like the radical attitude [of the march],” she said. “A lot of the time I feel like the most radical person in a place … but here is differ- ent.” Hill said she is looking forward to comparing the parade and that march. According to Abelson, organizers faced signifi- cant challenges in putting together this year’s Dyke March. Membership in the collective that organizes the march was nearly a third of what it has been in past years, with just four people orchestrating the bulk of the planning. “It just really demonstrates if something needs to happen, it will,” Abelson said. Pride heads north to Glenwood Ave.

Many Rogers Park residents and their friends celebrated this Pride Sunday a little closer to home at Pride North, the new Northside Pride festival held along Glenwood Ave. between Morse and Lunt. The festival drew an overall crowd of just over 2,700 attendees. Folks had the chance to dance to the sounds of Moosebox (the com- bined talents of DJs Marc “Moose” Moder and Voxbox) and street festival staple Sixteen Candles, who kept the crowd going with their special blend of ‘80s hits. Pride North’s main sponsor was The Glenwood, the Rogers Park bar which welcomes an even mix of gay, straight, men, women, etc. The bar’s diversity was reflected in the crowd at the festival. Many festival goers were heard to comment that they didn’t even bother to go to the parade this year. The drag performers kept the long day jumping as hundreds shopped, drank and ate at the many booths along the way. Vendors such as Oscar Mayer and Barefoot Wines showed their support of the gay community by at- tending along with over 20 others. Always held on the last Sunday of Pride Month and known as the Rocks event among the com- munity, the event featured entertainment, food and an awards ceremony that honored LGBT community activists in the African American community. Chicago Department of Health of- fered complimentary HIV testing. Lois Bates, a transgender woman, was honored for her com- munity service as an advocacy work and efforts for the transgender community. “I hope people walk away with a sense of em- powerment and a sense of formality. We wanted to provide people with organizations that of- fered health services they needed. We wanted to speak to their health needs on a cultural level,” Michael O’Connor told Windy City Times. Rocks Coordinating Committee was estab- lished as a way to honor, reach out and connect community leaders, organizations, and peers in the LGBT African-American community. The event had a record-breaking number of participants, with 1,465 people registered to run, walk or bike. The award ceremony began with an entertaining performance by the Chicago Spirit Brigade and a speech from the grand marshal of the Pride Parade, Fernanda Rocha. The first-place overall runner from the marathon was Ian Chillag, with a time of 17:20; the first-place female runner was Leah Bohr, with a time of 19:34. Proud to Run also awarded individuals who placed first in various age groupings. The beneficiaries this year were Gerber/Hart Library and the Pride for Youth pro- gram.
