Good morning to you all!

1. Welcome and introduction

We are once more time gathered here as ASA Members to look at what we have achieved as a family in the last three months of the national and international season. We are also going to forecast to the future what we need to do in order to deliver the best results for the next two years.

The 2019 IAAF World Championships in Doha and 2020 in Tokyo are the most important years for ASA members as we are expected to prepare our athletes for the contest with a hope that they will surpass the previous games and world championships.

Apart from these two major events, we are looking at how to improve, if not perfect, the running of our administration and running of competitions all levels for the benefit of athletes.

We are to look at how we improve the coaching, development and high performance programs country wide.

The success of our organization amongst other organizations in the world will be only measured by the number of medals won at each and every competition.

The number of quality coaches we produce at national, provincial and club level must be equipped and skilled with high level coaching for the youth, juniors and seniors of this country.

2. ASA Board and Administration Office

The ASA Board, as always expected, has fulfilled all the mandates of making our sport to be the best by ensuring that the highest standards are adhered to when we present the national championships and we select and send a team to major championships.

This cannot be done unless the board is focused, unified and honest to the task and mandate given to them by the Council.

Our success is not only in competitions but all over the areas that makes the Federation to be strong and deliver the desired results in every area.

Without the support of the staff of ASA able lead by Mr Richard Stander, we would not be where we are as a Federation. We have done a complete turn-around of the organization.

I know we have pushed all of the members and that has paid the kind of results we are celebrating as a Federation.

We are compliant to the Tax authority, paid our bond in full and owe no bank anything; out of the red as previously stated.

The entire staff of ASA is playing their critical role of making a vibrant not only on Southern Region but in the world of athletics.

We wish to express our sincere appreciation and gratitude to all of staff members at national and provincial level for the highest cooperation in delivering the programs for the members.

The provincial leadership too has played a pivotal role in ensuring that athletics is organized and managed the way it is supposed to be. Thank you for the support. Give yourself and ASA a very food round of applause.

3. Relations with IAAF and CAA

The IAAF and CAA continue to have a strong relationship with ASA in a number of areas of interest at national and global level.

Not with-standing the technical stand-off between the IAAF and ASA which is before the CAS Panel of Judges to give the verdict after all the presentations are done by our legal experts from SA supported by others from different countries and institutions across the globe regarding women athletes classified as having high levels of testosterone.

There was a 2 day international Conference on the Classification of Female Athletes with high testosterone held at the University of Pretoria on 11-12 October 2018.

This was attended by highly ranked Professors from esteemed universities who are opposed to the botched scientific approach to the IAAF classification of women.

This was a partnership between the Department of Sport and Recreation and University of Pretoria.

On a positive note this week we heard through our legal team they have been notified that the CAS Panel will seat and listen to the presentations by IAAF and ASA in February 2019, and the decision or verdict will be released at the end of March 2019.

If you go through to the IAAF website you will see the UN Human Rights Organization Letter that was addressed to IAAF President Lord Sebastian Coe expressing the same concerns and reservations as raised by SA Medical and Science Experts, Government and ASA as well as all other sympathetic organizations and associates in the world. The letter is a must read for all members who are interested in the matter.

The CAA has also accepted our format of the Youth and Junior Championships for Africa rather than having the two separated.

This is an innovation we discussed with CAA at all levels and was well accepted by the CAA Council in ASABA, Nigeria in August 2018.

As a result the 2019 CAA Junior Championships will no longer be about juniors only, but will incorporate the Youth. The name will also change to CAA Youth and Junior Championships to be hosted in Ivory Coast, Abidjan City.

4. ASA Commissions Achievements

The second and third quarter of the year or season produced a stunning performance from the Track and Field, Cross Country and Running Commissions at major international major Events and championships.

5. Track and Field Commission

5.1. The African Senior Championships

The African Senior Championships in ASABA, Nigeria was one of the most difficult events that ASA sent a team to defend the Flag of RSA.

It was difficult because it was beyond our comfort and expectations to arrive in Nigeria and find no preparations for all the delegations from all over Africa.

Athletes had to sleep on the floors in Lagos Airport waiting to be taken to the Hotel and then connect the flight to Delta State.

The whole expedition was a disaster for all of us. It was bad to an extent that there was no paper flow or information between the organizers and the member federations.

Athletes were highly demoralized and lost focus whilst others had to resort to unacceptable behavior because of the environment under which they were placed as Team SA.

The results of the competition reflect we were down by almost 7 gold medals compared to Durban 2016 CAA Championships. However, despite the challenges SA won more medals than any of the countries contesting the competition.

A total of 30 MEDALS comprising of 9 golds, 11 silver and 10 bronze. Kenya came tops with 11 gold medals and a total of 20 medals. The Kenyan team won the Championships because of more gold medals than SA.

Where gold medals were expected from very senior top athletes, they got beaten by athletes who never even came close to them in the past.

I want to emphasize the question of behavior for some of the athletes that need serious discipline including leaving them behind in the future for the manner in which they behaved in ASABA. (List of medals and winners is attached)

5.2. African Youth Games in

ASA sent a large group of Athletes with SASCOC to Algeria for the Youth Olympic in order to qualify for the IOC taking place in Argentina as we speak right now.

SA Track and Field team won 13 gold medals and won the entire competition.

The IAAF selected a team to represent the Continent of Africa as per the IOC policy which seeks to have more participation from diverse nations instead of those who won the events or achieved the 2nd position in a completion.

Some of our athletes were left out of the list as published by the IAAF. Some were entered in their second choice Events without any consultation with the Federation or CAA.

The reason provided was that the criteria are about representatively not Excellence. (List of medals and winners is attached)

Congratulations to all the athletes who remained focused and raised the flag of RSA despite the challenges in Algeria.

5.3. IAAF World Junior Championships in Finland, Tampere

A strong team of youth and junior males and females were selected on highly stringent criteria so that they can come back victorious.

The fundamental things we expected from the team was improving the overall standing of ASA achieved at the 2016 IAAF World Junior Championships from number 22 to top 10 .

The second aspect was to win medals for the country. Indeed, the athletes improved the number quality of medals compared to 2016. SA won 4 medals in total. There were 3 Gold medals and 1 bronze medal.

That took ASA from no. 22 to no. 6 in the world. (List of medals and winners is attached) congratulations to the athletes, coaches and provinces where these athletes come from.

5.4. Athletics World Cup - City of London 14 -15 August 2018

After the IAAF World Championships in London, SA was ranked 4th on the medal table and qualified for the top 8 Nations to participate in an event called Athletics World Cup held at the Olympic Stadium in London.

The Athletics World Cup was a sanctioned event by the IAAF as a celebration of 100 years for Women Rights to Vote in the United Kingdom.

The City of London Mayor felt it was a good gesture for the top nations in the world to compete against each other in a contest in London Olympic Stadium.

A team of 39 athletes travelled to UK and took part in a two day event. Our athletes won medals in a number of Events and lost others due to factors that the track and field is well aware of and working on it as we speak. (List of medals and athletes is attached)

Congratulations to all the athletes and coaches for the sterling work. We know now where we stand as ASA in terms of depth.

5.5. IAAF Continental Cup in Ostrava, Czechoslovakia 8-9 September 2018

Our athletes who won their events at the African Senior Championships in ASABA, Nigeria were selected to represent Africa at the IAAF Continental Cup in Ostrava.

A total of 22 athletes made a team of 74 from different parts of the Continent. Our SA athletes did well to some degree and others were unlucky; like the 4x100 m Rely men and 4x100 m Relay Women also did not finish due to injury and dropping the baton.

Caster Semenya won gold in the 800m and silver in the 400m and silver in the mix relay 4x400m.

The African team finish fourth overall out of 4 continents. The reason was simple that CAA selected a team based on the 2014 criteria instead of the new 2018 criteria which allowed the strongest two athletes to be selected irrespective of the country where they came from.

SA had many athletes who were supposed to be selected on automatic bases but they were left behind and only realized when there was a review of the performances after day one that the selection was not done according to new 2018 criteria. It was a sad situation indeed as nothing happens to those people. The list of athletes who won medals is attached.

We congratulate our athletes and those in other countries in the continent for flying the flag of Africa at the global stage. Finally thanks to the commission for all the running around in preparation for these huge number of athletes who were to attend the various events all over the world. Give them a good round of applause!

6. Road Running Commission

Road Running is making all of us to smile these days despite the criticism and attack to ASA by individuals who believe they are bigger than the sport of Running.

The SA Team to the IAU World Championships in Croatia brought honor and glory to our country.

It has reinforced that we are a major player in the Road Running discipline in the world and Ultra distance too.

After a lot of speculation from the media and elsewhere, ASA announced a strong team that went to the IAU and came back with 3 medals, two silver team prizes for both men’s and women’s team and a bronze individual men.

Not only that but recently in September at the ASA National Championships in Cape Town.

Steven Mokoka surprised the world, and himself, by winning the Sanlam Gold Label Marathon in his own home soil and also became a South African champion. We are getting stronger and ready to bypass those who used to win.

It is beginning to be a tradition for our ultra-distance athletes to win. Thanks to the innovation that ASA brought to support athletes who are going to represent the country at the major international championships.

We have witnessed a lot of excitement from the athletes who were on the team. The athletes after the announcement began with training under the supervision of their personal trainers and coaches. The athletes worked hard and raced hard as a team at the world championships.

Our next focus is to send out ultra-distance athletes to training camps for the 50 km and 100km world championships in other parts of the world.

Secondly, we need to prepare the Marathon squad for the Doha IAAF World Championships in September 2019.

The 10km Championships in Middelburg proved to be a success and athletes showed their form but we need to pressure them more so that they produce world times.

We need to further look at the incorporation of 10km squad to the 21,1km squad so that they can challenge one another.

Thanks to the Road Running Commission for all the hard work in ensuring that championships are organized and athletes get an opportunity to participate. Thanks you. Give them a round of applause!

7. Cross Country and Trail Running

The ASA Cross Country Championships took place recently in Mpumalanga Province. The number of participants continued to increase every year to for these championships.

This year alone we registered over 3800 athletes. This is the highest number since we started the drive to focus our attention to grow cross country in SA.

We need to do more by ensuring that there is cross country leagues throughout the year rather than having a particular season and relax. This will improve the quality of both middle and long distance athletes in our country. We urge all of you to seriously implement this in your provinces.

The Trail Running on the other part is open throughout the year, hence it is taking over and Cross Country. The statistics released by IAAF shows that in SA Trail Running is huge compared to any other country in the world.

The ASA squad that has been selected to participate at the IAAF World Championships in 2019 in Denmark; we must prepare these athletes for the weather conditions where they will be running.

The ASA board charges the Chairperson of the Cross Country and a Road Running to go to Kenya before the end of November to learn and compare how the athletes are prepared and isolated for the world stage especially cross country and road running.

The purpose of their expedition is to have a broader view of how the two Commissions can work hand and glove by having seamless programs that will give our top athletes an opportunity to be the world beaters. They should be accompanied by the national coaches who are qualified in training both middle distance and Cross Country and Road Running. The office will identify who else will be suitable and relevant to attend this expedition.

8. Athletes Commission

ASA Board has considered a request for the Cooption of two members to serve on the Athletes Commission for the remainder of the term.

The two names of former international stars and medalists at the Olympics and World Championships were approved by the board. We ask the Council to endorse these names of the young people who are coming with fresh blood and ideas as athletes to assist the commission in directing the potential of all athletes in this country.

It will help a great deal to have them in the Commission. Welcome to the administration and keep learning as you are the future of our sport.

9. ASA Committees

9.1. Coaches : High Performance and Development Coaches Committee

There is a need to have a different form of Coaches Committee that will focus in developing coaches’ country wide and the other will have to focus its attention in High Performance / Elite Coaches Committee that will work with individual coaches to guide them in preparing athletes from one level to another. This is something that we can no longer over look as a Federation.

We have done research across the globe especially in major and super power countries to come to this approach. We will be appointing Head Coaches for the different disciplines and age groups and perhaps gender so that we increase the pool of athletes that can be World and Olympic Champions. This will be replicated from highest to the lowest level of our sport. Schools and Universities will have to follow these at all levels.

9.2. Technical Officials Committee

Our technical education system need to be uplifted and be focused so that it produces excellence and specialists in varies fields of technical officiating. ASA board has reached a point where we have to appoint a National Technical Committee which is going to focus on Technical Officials Education System.

The Program that will enhance the level of education of thousands of people at a school and community level. Furthermore we need to appoint and train a select team of technical officials who will be responsible and accountable for the running of the major Events in SA.

They will have to have highest level of specialization in various disciplines as well as understanding rules and regulations so that they can apply them during the competition areas. The individuals will be the cream that will produce excellence in technical officiating as well as directing competitions in the country.

We need quality and the best technical officials in this country. We need to follow what other nations are doing in perfecting the Technical Officials. The success of this program will be tested in our national championships and prestige events. The implementation of the program will start in November 2018 without fail.

9.3. Women’s Committee

ASA has a responsibility to come up with a structured and vibrant women’s committee that will drive issues of women empowerment and representation at all levels of our sport as well as advancing woman’s rights. The most important aspect that needs serious attention is the young girl children who are entering athletics who need to be nurtured and channeled through the pipeline so that they become athletes and catch up with their male counterparts. This is priority and we need not to neglect it.

9.4. Disciplinary Committee

ASA DC has become toothless in the past few years due to focus in other areas that were meant to build sport. But the neglect of the DC has caused many athletes and members to believe ASA is toothless. The DC committee has a responsibility to put members in line with the ASA Constitution.

It is the body that must read and apply the rules regulations and ASA Constitution. We are once more time charging this committee to take its full responsibility without fear and favour in dealing with the members who is doing as they wish as if there are no rules and regulations that govern the sport and ASA in particular.

The new DC Committee will be beefed up with Legal Experts including Retired judges where possible. We urge you to do what is right and in line with the ASA Constitution.

If the ASA Constitution is not good for you as a member you are at liberty to leave ASA and create or join other organizations where you don’t have to abide by the rules and regulations of the organization.

10. Demarcation of Boundaries and Constitution

The boundaries of ASA remain the same as per the previous AGM and Council Meeting of last year. The only body that can change the demarcations of ASA is ASA Council and nobody else.

When the need arise in the future to change the Provinces that will be done in a manner that is informed by the ASA Constitution.

I urge you to go back to your members and say ASA meeting resolved that it is not yet time to change these provinces.

The doors are however opened for those members who want to raise and motivate for the delimitation of provinces of ASA.

For those who are trying to combine ASA Province because of pressure from outside ASA members, we will not allow that to happen.

The process must be driven by the ASA Constitution nothing else. The board resolved once more time that there will be new provinces or cutting down on a number of provinces of ASA.

11. ASA Finances

ASA Finance will be dealt by Finance Committee. However, the board is happy to note that the finances are looking good.

Most importantly, we are compliant with SARS and tax clearance.

Thank you for the hard work by our Finance manager and his team in the office. To the Finance Committee too, we thank you for all the pressure.

The ASA board resolved that all provincial members must charge 10 % levies.

This will help the race organizers to be able to have resources and continue to organize races for the following year from the race entries and sponsorship collected.

The essence of this is to promote club events and help clubs to survive and grow. We urge the council to approve this resolution.

12. Refocusing Development Strategy

The Development Strategy and plan that was presented to the ASA AGM in June w018 is now ready for the endorsement after inputs were received from various members and experts.

It is now up to the members of ASA to run with it and implement programs that are critical in changing athletics at the grass roots.

Our focus is schools more especially the primary school boys and girls as well as the youth. Without the support and capacitation of Teachers and Parents they’re will never be sport in the next few years.

The most important action required from all the members is to have Development Officers who will be responsible for driving the development programs in the province.

That’s so important and without it your province will not get anywhere. Skilled, legends and coaches must be part of the process of driving this development strategy at all levels.

Thank you to all those who contributed to the finalization of the Development Strategy document.

A special thank you and gratitude to ACEO Mr Stander for much sleepless night finalizing the paper. Siyabonga kakhulu!

13. USSA Athletics

We are experiencing some challenges with USSA NEC which has intentions of running USSA Athletics. This creates confusion and conflict in the minds of athletes as well some member provinces.

We cannot tolerate it and USSA Athletics is a member of ASA and this was endorsed by the Department of Sport and Recreation in SA.

It will remain like that and till there is another directive from SRSA. It is going to be very difficult for USSA NEC to dictate terms on how USSA Athletics will be run. This cannot be done without USSA Athletics and ASA. All athletes running in USSA Athletics Events must be registered as club members with one university. Individual Universities are regarded and treated as a club in SA.

We also need to ensure that USSA Athletics complies with our constitution so that our athletes cannot be shortchanged.

14. SASA

The SASA program for the 2018 will be merged depending on the circumstances beyond our control from above at CAA.

There is a possibility that the 2019 Youth and Juniors Championships will incorporate High Schools.

This will be informed by a number of factors including the Department of Sport and Recreation and Department of Education budget.

If there is agreement to move the CAA Youth and Junior Championships to May, it will mean our plans will be kept unchanged. We need to wait for the final directive from the ACEO as to what is the situation.

15. SA Police Services and SA National Defense Force and DCS

We have seen an increase in the participation of police and defense members in most championships. It is not yet what we expect from such a huge institution.

We challenge once more time the SAPS and SANDF to host the Cross Country Championships in the facilities.

All these institutions have best facilities for Road Running and cross country. We urge to response or link ASA with relevant authority.

16. Masters Athletics

Masters have just went to the World Athletics championships in Spain where they won a number of medals for the country.

We are still struggling with the age categories of masters at the championships.

This has to be finalized and sorted once and for all. It needs Masters Committee and nothing else but leadership.

The organizers at all levels of our sport must put measures in place to ensure that Masters are organized and have sufficient people or officials to manage the prizes and age groups.

17. SASAII ,, Deaf, Visually Impaired and SASA Physically Disabled

The ASA Board approach to the above is simple that all athletics in this country are under the roof of ASA. All abilities are under the roof of ASA.

We cannot have parallel athletics national body that is not accounting to ASA as it is the case with some of the bodies.

We must select the athletes as they run in our competition with the assistance of people with expert know how of the disability and rules of classification. This is a priority and mandate from the IAAF.

You have all seen the IAAF World Championships incorporating Athletes with all forms of disability. We must do it as members and get used to it. We need all forms of disabilities to be part of ASA and feel at home.

Members are urged to assist in the preparation for the athletes as well as competition organization for all forms of disabilities. It is a mandate that we have from the world governing body to be all inclusive as ASA.

18. Portfolio Committee on Sport and Recreation

The ASA Board was invited by the National Portfolio Committee on Sport and Recreation in August in Cape Town at the National Assembly. The meeting went well and we had to answer a number of questions from the portfolio committee members.

Some of the questions were purely for the provinces to answer but we had to do so, on your behalf. We urge Presidents to be vigilant in dealing with all the issues at local level so that you minimize these questions.

19. Academies of Sport ( 9 ) Provincial

The ASA ACEO met with the Provincial Academy Managers at ASA House to create a formal relationship that will help deserving athletes at provincial level to get medical and scientific support services.

The process will unfold at provincial and national level so that there are synchronized approach at all levels. The excelling athletes will be looked after by the academies in terms of support.

The critical issue is that the coaches of athletes too must form part of support system. The ASA Excellence Manager is working on a list of the top 10 athletes and where they are located in the country so that they get introduced to the Academies.

20. Municipalities Infrastructure for athletics

The ASA Office is receiving almost every week from members of the consultants who are appointed by municipalities requesting for technical information in order to construct new and upgrading of athletic tracks across the country.

We urge all the provincial members to cooperate with the municipalities in ensuring that whatever is developed is in line with the IAAF Classification as regulated globally. If you need assistance, please contact ASA office.

21. Fixtures for 2019 and Squads Preparation

21.1. IAAF World Championships in Doha, Qatar

The 2019 Fixtures as being finalized, promise to be very exciting and full of surprises for the athletes. The year is critical as we will be going to the IAAF World Championships in Doha in September 2019.

We need to prepare athletes in a style and consider the change of month from July and August to September. What our calendar must reflect is this change by selecting athletes at an appropriate time and peak at a right time for the world championships.

The factor that needs our attention is the Diamond League and other competitions from May onwards that has negative and positive effects for our athletes that are required to fly the flag of DA at the World Championships.

The Track and Field Commission must reflect on these factors and put them into their plans.

21.2. IAAF World Cross Country Championships in Denmark

The world cross country championships will be held in March 2019 in Denmark. The conditions during the March will be extreme and we must prepare for such as ASA.

The ASA Cross Country Commission must work hard with Excellence Manager in preparing the athletes for this competition. We dare not be ordinary numbers and statistics but come back with results that include medals. The key is preparation nothing else.

21.3. 1st CAA Youth and Junior Championships in Abidjan, Ivory Coast

The ASA Board will be sending a team to the first CAA African Youth and Junior Championships in Abidjan, Ivory Coast. The issue at this point in time is the date which is during Easter Weekend. We are forced to consider changing our calendar too in order to have athletes selected for the national team.

22. IAAF Transfer of Allegiance Rule

The IAAF has finalized the policy on Transfer of Allegiance for athletes who want to change their nationality.

We must watch this space as it might affect ASA in one way or the other. But some years ago we never got affected by this unjust system except only when parents migrate to another country, yet in other countries athletes were literary bought to race for the given country without any citizenship or residence.

23. National Records

We are excited once more time that the athletes of this country did us proud by smashing national records in a variety of disciplines.

We want to congratulate the athletes and their coaches as well as Provinces for doing the right things at the lowest level where all things begin. The list of those athletes who set new records is attached.

24. ASA Honorary Pins, Ties and Plates , Plaque

ASA Board has introduced plates, pins and ties for the members. It is not yet perfect but in time it will be perfected. We are also making progress in the implementation of the some of the issues as discussed around the colors and badges for different disciplines of ASA.

The team in the office is working on it and we are waiting for the input before we finally for the members to receive.

25. National Coaches and National Athletes Register

The national register of the Coaches and Athletes is being updated by the office. Once it is done it will be circulated to the members for their own record and utilization.

The Provinces must do the same and submit to ASA. This must be shared across the board so that people will know who to contact for advice.

Thanks to Mr Stander and his team for the hard working around this critical area for the Federation.

26. Department of Sport and Recreation and Department of Basic Recreation

As stated in the previous meeting we on target to deliver a better coordinated schools athletics in 2019 by working with the two departments as a Federation.

You will be informed as soon as there is new information at ASA. The schools calendar will be the final outcome of the deliberation between ASA family and government at national level. However, we will take into cognizance the international calendar before any changes are implemented.

We have also been notified that the COSASA has requested South Africa to host the Region 5 Championships in 2019. THz date and venue is going to be confirmed by SASA and ASA.

27. Policy on Selection of Team Managers for National Teams

ASA has embarked on a draft of the Team Managers Policy on the selection of team managers for all the SA Teams to major international championships. Once completed it will be sent to members for their contribution so that it becomes a policy of ASA.

28. Conclusion

We thank all the Provincial President and Associates Chairpersons for coming to the ASA Presidents Forum and all other delegates for being here for the ASA Council Meeting.

Let this meeting be the meeting of Great minds in that will take our sport to the next level in 2019 and beyond.
