1. Sub project Background Earthquake Housing Reconstruction Project (EHRP) is being implemented in the earthquake affected areas of Nepal after 2015 April earthquake via District Level Project Implement Unit (Grant Management and Local Infrastructure). The main objective of the work is to oversee and assist the GMaLI DL-PIU and CL-PIU, GMaLI for planning and coordinating and implementing environmental management activities, concerning all the environmental aspects of the Project at the district level and to ensure environmental performance of the project at district is in line with the ESMF of the project, country’s environmental requirements, and the World Bank’s environmental safeguard policies.

To address the environmental and social issues of the district and to enhance the rapid reconstruction of individual housing, Keureni water supply project has been selected for rehabilitating at Bhumlu Rural Municipality ward no. 7 of Kavrepalanchowk district. The geographical location of the reservoir tank located at 27o36’38”N and 85o43’57”E. The climate of the area is sub-tropical with maximum temperature range from 16-33 degree centigrade and minimum temperature varies between 04 - 12 degree centigrade. The vegetation of the area includes Schima (Chilaune), Castanopsis (Katus), Choerospondias (Lapsi), etc. According to Census 2011, the population of Ward No. 7 of Bhumlu Rural municipality is 1,185 of which 526 are male and 659 are female with total household of 303. The area is dominated by Hill Bhramin, Chhetri and Tamang ethnic communities and is mostly Hindu by religion.

The water is collected from different sources from local marshy areas as well as stream and the water is collected at a reservoir tank (1,095 masl) with installed capacity of 8,000 liters tank. The reservoir tank was built before earthquake of 2015 and now the RVT has been broken, leaked and devoid of tank cover. The water is being used by 20 HHs for reconstruction works, drinking purpose, water for live-stocks and kitchen-gardening. All 20 HHs are reconstruction beneficiaries who use the water from the supply system via 5 community tap stands/holds. The water being used has become intermittent (sometimes disrupts) because of broken and leaked RVT. The reconstruction of RVT thereby supports the beneficiary households to enhance reconstruction process as well as to fulfill daily safe water needs.

In Ward No. 07 of Bhumlu Rural Municipality (former Falante VDC), the total housing reconstruction beneficiaries are 428 (Reconstruction and retrofitting beneficiaries both) of

which 414, 360 and 298 have already received 1st Tranche, 2nd Tranche and 3rd Tranche respectively as of EHRP-MIS data till FY 2075/076 BS. The sub-project supports for rapid reconstruction of private housing as well as fulfilling daily domestic water needs which aids for livelihood enhancement of the Keureni community.

2. Relevancy of sub-project selection During the site verification work, the site/community lack regular water supply for reconstruction process and daily domestic use. The rehabilitation of water supply system as reconstruction of damaged existing RVT and replacement of distribution pipelines aids for 20 households which lacks regular water supply system for reconstruction activities as well as domestic purposes. Reconstruction of RVT and replacement of damaged pipelines was seen as necessary major for the completion of reconstruction of the private household of that area because the reconstruction process has been lagged due to lack of water for construction activities. Of 110 individual population residing in 20 HHs to be benefited by the sub-project, all 20 HHs were reconstruction beneficiaries among which 10 HHs had completed construction remaining are reconstructing their houses. The rehabilitation of distribution line would directly benefit those who have not been able to build their houses due to unavailability of water.

3. Sub-project activities To address the issues raised during orientation and consultation program held on January 2019 at Roshi Rural Municipality, president of ward no. 7 had selected the water supply rehabilitation and management sub-project. The proposed sub-project was then verified at site with technical team, collected the data of sub-project as well as reconstruction beneficiaries and reconstruction non-beneficiaries. The likely potential impact was delayed housing reconstruction due to lack of regular water supply at the community. Also, the time for fetching water for household purpose takes too much time. The suggested mitigation measures were reconstruction of RVT nearby existing damaged RVT to make easy access of water for reconstruction. The time of sub-project intervention was selected for May - June 2019 and the responsibilities were of UG's/ RM/ DLPIU (GMaLI).

4. Original condition of sub project The construction of Keureni Tirtire Dhara water supply system was previously constructed and the RVT was broken and leaked during 2015 April earthquake. Community people of Keureni were facing difficulty in fulfill daily water needs for

domestic as well as for reconstruction purposes because of broken RVT. Water for reconstruction was fetched from distant source and some water were collected via existing supply system which was insufficient for them to build their houses. The transmission pipelines were also damaged which was needed to be replaced by new pipelines.

5. Intervention/activities carried out The following activities were carried out during the project implementation: a. RVT reconstruction in replacement of damaged RVT b. Tank covered for water safety c. Transmission line replaced where damaged. 6. Total Cost incurred (Rs.) 8. Sub-project implementation modality and sustainability Keureni water supply rehabilitation sub-project was implemented by DLPIU- GMaLI and user group in close co-ordination with Bhumlu ward no. 7 office. The project was proposed and selected by ward chair during municipal level consultation meeting at Salle

Bhumlu. Community contribution was made during project implementation and final payment of the sub-project was made by GMaLI after necessary monitoring and measurements. The ward office coordinated during field surveys as well as during sub- project implementation phase. Further extension, maintenance and upgrading works will be done by concerned ward office/RM with the support of community people whenever necessary. The primary source of water is nearby marshy areas and continuous water supply aids for the supply system’s sustainability where ownership will be taken by community as well as local ward office as well as Bhumlu Rural Municipality office.

9. Benefits of sub-project Water service delivered to 20 individual households via community taps in the Keureni area supports to fulfill the reconstruction water needs as well as other daily domestic purposes. The reconstruction process will be speeded up and hence the intervention will support the sub-project sustainability as well as livelihood enhancement of community people residing thereby.

10. Recommendations The rehabilitation of existing damaged water supply system aids in reconstruction process as well as supports for fulfilling daily domestic water need to the communities where household reconstruction as well as retrofitting have been lagged. Unavailability of sufficient water is one of the major factors for reconstruction process being lagged which can be addressed as social and environmental issues via EHRP in the district.
