Notice of Race 1 NOTICE OF RACE 45th INTERNATIONAL CARNIVAL REGATTA The Federação Portuguesa de Vela and the Clube Internacional da Marina de Vilamoura (CIMAV), establish this Notice of Race for the realization of the 45th International Carnival Regatta 420 Class National Qualifier Laser Class National Qualifier (Standard, Radial and 4.7) Moth Class National Qualifier with the support of the Portuguese 420 Class Association, Portuguese Laser Class Association and Portuguese Moth Class Association, wich will be held from March 2nd to 4th at the venue Vilamoura, Portugal. The Standard Sailing Instructions published by the FPV Race Officials Committee will be applied and during the event they shall be posted on the official notice board. 1. RULES 1.1 The event will be governed by the “rules” as defined in The Racing Rules of Sailing; 1.2. Boats shall display event advertising if supplied by the organizing authority, in accordance with World Sailing Regulation 20.4.1; 1.3. If there is a conflict, Sailing Instructions will take precedence over the Notice of Race (NoR) - this changes RRS 63.7; 1.4. International Juri: One International Jury may be appointed in accordance with Appendix N of the SRR. 2. ELEGIBILITY AND ENTRY 2.1. The event is open to boats of the following Classes: Optimist, Laser Standard, Laser Radial, Laser 4.7, 420, Moth, Dart 18, Flying Dutchman and Snipe; 2.2. The eligible participants may sign up, filling in the attached entry form and sending it together with the registration fee to the [email protected] up to 13:00 of the 28th February 2019, or send it by mail to the following address: CIMAV - Clube Internacional da Marina de Vilamoura / Apartado 785 - 8125 - 409 Vilamoura; Bank Account Nr: NIB - CIMAV: Novo Banco / IBAN: PT50 0007 0390 0000 4200 0097 5 / SWIFT: BIC BESCPTPL 2.3. The organizing authority reserves the right to accept or not entry registrations out of time, and in case of acceptance, the registration fee maybe increase by 50%; 2.4. The deadlines for registration referred to in the previous numbers, shall not be less than 48 hours before the start of the first race of the event (Article 6.4, Sporting Regulations); 2.5. Competitors must personally confirm their registration by proving their sporting licenses, valid for the current year, at the secretariat of the event that will be placed CIMAV Office. The following registration fees are required: Optimist: 40€ Laser and Moth: 65€ 420, Dart, FD and Snipe: 80€ 4. SCHEDULE OF RACES 4.1. On the last scheduled day of racing no warning signal will be made after 15:00; 4.4. 1 (one) race is required to be completed to constitute a series. 5. MEASUREMENT Each boat shall produce a valid measurement certificate. Besides that, inspections may occur at any time by an official measurer, to comply with the Class Rules or Sailing Instructions. 6. SAILING INSTRUCTIONS The Standard Sailing Instructions published by the FPV Race Officials Committee will be applied and during the event they shall be posted on the official notice board. The Sailing Instructions Suplement will be published from 14:00 of the 1st March 2019 on the Official Notice Board, located at CIMAV. 7. SUPPORT BOATS Support persons boats should register at the race office and will have to use mandatorily the identification required in the Sailing Instructions. 8. RADIO COMMUNICATIONS A boat that is racing shall not make voice or data transmissions and shall not receive voice or data communication that is not available to all boats. This restriction it also applies to mobile phones. 9. PRIZES Prizes will be given as follows: The first three classifieds of each Class and the first Female Crew. 10. DISCLAIMER OF LIABILITY Competitors participate in the regatta entirely at their own risk. See RRS 4, Decision to Race. The organizing authority will not accept any liability for material damage or personal injury or death sustained in conjunction with or prior to, during, or after the regatta. 11. INSURANCE Each participating boat shall be insured with valid third party liability insurance with a cover amount appropriate to the activity. O The minimum number of participating boats (boats that start at least in one race) is Nr.05 to the National Selection Events; Nr.06 to all the other Classes. 13. PENALTY SYSTEM For the Dart 18 Class, RRS 44.1 and RRS P2.1 are changed so that the Two-Turns Penalty is replaced by the One-Turn Penalty. 14. SCORING A boat’s series score will be the total of her races score, excluding her worst score, except when less than 4 races are completed, in which case the score will be the total of her scores in the races completed. 15. PARKING All boats shall remain parked in their assigned places in the park marked for the boats, as well as their respective vehicles. 16. CONSENT OF IMAGES By entering the event, competitors accept that they may be photographed or filmed and that with his consent, such images may be used or published by the OA, the FPV, his sponsors or media, together with the names of competitors or not, without any kind of compensation rights or images approval or their use in the future. 17. Abstract: Because of the successful application of hydrofoils on the America's Cup catamarans in the past two campaigns the interest in foiling sailing craft has boosted. Foils have been fitted to a large number of yachts with great success, ranging from dinghies to ocean racers. An interesting question is whether one of the slowest racing boats in the world, the Optimist dinghy, can foil, and if so, at what minimum wind speed. The present paper presents a comprehensive design campaign to answer the two questions. The campaign includes a newly developed Velocity Prediction Program (VPP) for foiling/non-foiling conditions, a wind tunnel test of sail aerodynamics, a towing tank test of hull hydrodynamics and a large number of numerical predictions of foil characteristics. An optimum foil configuration is developed and towing tank tested with satisfactory results. The final proof of the concept is a successful on the water test with stable foiling

The intention of these rules is to give the designer and builder the fullest liberty in design and construction, within these rules to develop and produce faster boats. 1.2 The official language of the class is English and in the event of a dispute over translation, the English text shall prevail. 1.3 These rules are complementary to the measurement form. The International Moth Class Association (IMCA) may issue interpretations, which must be ratified by the ISAF before coming effective. 1.4 In the event of discrepancy between the rules and the measurement form, the matter shall be referred to the IMCA and ISAF. 1.5 In countries where there is no National Authority, or where the National Authority does not wish to administer the class, its function as stated in the rules, shall be carried out by IMCA or its delegated representatives (National Associations). 1.6 Neither the ISAF or the IMCA accept legal responsibility in respect of the rules, or any claim rising therefrom. 2 International Class Fee 2.1 The International Class Fee (ICF) shall be made up of three parts: Part A due to ISAF which is set by agreement between ISAF and the IMCA World Secretary based on 0.5% of the average cost of a new boat ready to sail, taken over the World fleets whether made privately or professionally.
