• Upper Krishna Project is a lifeline for drought prone areas of Vijayapura, Bagalkot, Raichur, Kalburgi, Yadgiri, Gadag and Koppal districts in northern Karnataka. • The project has 2 major dams of ‘National Importance’ near Almatti and Narayanapur to facilitate the irrigation, power generation, drinking water supply. • The command area of the project is as follows;

Historical Floods 2005 Data • Max inflow : 4.75 Lakh Cusec and Max outflow : 4.45 Lakh Cusec. 2019 data: • Max. inflow (12th Aug-2019, 10.00 pm – 11.00 pm): 6.95 Lakh Cusec, Water Level - 518.44 m @ 10.00 pm and 518.47 m @ 11.00 pm. • At this reservoir level and rate of inflow, in case all gates in closed position, the reservoir would have crossed the FRL of 519.6 m in just 7 hours and Max outflow ( Aug-2019): 5.70 Lakh Cusec.

were made to operate the dam. 5 5. Emergency Action Plan . Formal written plan and site specific. . Procedures and processes to be followed in the event of an emergency. . The emergency may be caused due to failure of essential dam components. . The consequences would be socio-economic losses and damage to infrastructure. . The soft copy of the Emergency Action Plan has been uploaded in the WRD website on 11.02.2020 and the hard copy of the document has been circulated to all the Stakeholders. 6 • It’s a plan to prevent the effects. • It facilitates recognition of dam safety problems. • EAP intended to coordination with local, District and State agencies to ensure response action. • The EAPs are required to outline “who does what, where, when and how” in an emergency situation.

Development of EAP • An emergency may includes Dam incident, Dam alert and Dam breach. • Identification of all jurisdictions, agencies and individuals. • Identify primary and auxiliary communication systems. • Identify all persons and agencies involved in the notification process. • Develop a draft of the EAP

15 10. Emergency Evaluation and Classification a. Internal Alert Condition-BLUE . Cloudy or dirty seepage or seepage with an increase in flow. . . Increase in flowing muddy water. . Slides involving a large mass of material that impairs the crest of the Dam. . Sinkholes with seepage flowing muddy water. . Large cracks, movement or failure of a portion of any major concrete structures. . An increase in the reservoir level to near the top of the Dam. . Overtopping of a Dam . . Upheavals in Trunnion Chair and Failure of Anchor rods. 17 c. External Alert Condition-RED . Rapidly increasing flow rate . Large seepage in the dam structure. . Cracks that extend to the reservoir level. . Significant movement or failure of any structure of the Dam. . Overtopping of an earthen Dam. . Uncontrollable release of the reservoir.

18 d. Sample Communication The messages are communicated to downstream residents to alert the public of impending danger. Messages can be communicated via radio, television, bulk SMSs of local mobile networks and other media outlets.

23 d. Fire Department • Assist in evacuation operations. • Request mutual aid for boats and initiate rescue of trapped residents as needed. • Supply special equipment/ teams to support rescue operations (e.g. Helicopters, divers, off-road and amphibious vehicles).

24 e. Public Participation

 Supporting the NDRF team for easing during the evacuation.

 Use a radio and local media for news updates.

 Help neighbours when possible.

 Turn off gas valves fed to appliances, water valves and the electricity on the main fuse box.

 Unplug all electrical items and store them away from floodwaters.

 To prevent sewage backups, put sandbags in the toilet and obstructions on drain holes.

 Wearing mosquito nets can combat the heightened threat of mosquito-borne diseases.
