Younger per- sons who heard him not, nor saw him while living, have learned much of him through his numerous biog- raphers and from the mouths of others who did know him. Most that has been known of him, however, by either the living or the dead, has concerned his political career. For the purpose of securing votes for him among the masses in his candidacy for different offices he has been represented by his biographers as being of lowly origin in the midst of impecunious surroundings. Such, however, was not the condition of his early life. He was of gentle birth, with parents on both sides possessing not only valuable landed estates and numer- ous slaves, but occupying high social positions. -

Alabama Legislature WHERE IS THE ALABAMA STATE HOUSE LOCATED? The Alabama State House is located at 11 South Union Street in Montgomery. The House of Representatives chamber is on the 5th floor and the public viewing gallery for the House is located on the 6th floor. The Alabama Senate chamber is on the 7th floor and the public viewing gallery for the Senate is located on the 8th floor. WHAT ABOUT LEGISLATIVE SESSIONS? The 2021 Regular Session of the Alabama Legislature will convene on February 2. The Legislature convenes in regular annual sessions on the first Tuesday in February, except (1) in the first year of the four-year term, when the session will begin on the first Tuesday in March, and (2) in the last year of a four-year term, when the session will begin on the second Tuesday in January. The length of the regular session is limited to 30 meeting days within a period of 105 calendar days. There are usually two meeting or “legislative” days per week, with other days devoted to committee meetings. Special sessions of the Legislature may be called by the Governor, with the Proclamation listing the subjects which the Governor wishes considered. These sessions are limited to 12 legislative days within a 30 calendar day span. In a regular session, bills may be enacted on any subject. In a special session, legislation must be enacted only on those subjects which the Governor announces in his proclamation or “call.” Anything not in the “call” requires a two-thirds vote of each house to be enacted Every four years (quadrennium), the members of the House and Senate must reorganize the Legislature, i.e. -

Const. Art. IX, §§ 199–200, but for a half century—from 1911 to 1961—the Legislature failed to fulfill that duty. Then the Supreme Court of the United States ruled that this abdication could be tolerated no longer, and it affirmed the judgment of this Court that the Alabama Legislature had to be apportioned after each census based on the principle of one person, one vote. Reynolds v. Sims, 377 U.S. 533, 568, 586, 84 S. Ct. 1362, 1385, 1394 (1964). -

Copyright Thomas E. Reidy 2014 ALL RIGHTS RESERVED ABSTRACT Objects of Confidence and Choice considered the centrality of professional communities in Alabama, from 1804 to 1861. The dissertation highlighted what it meant to be a professional, as well as what professionals meant to their communities. The study examined themes of education, family, wealth patterns, slaveholding, and identities. This project defined professionals as men with professional degrees or licenses to practice: doctors, clergymen, teachers, and others. Several men who appeared here have been widely studied: William Lowndes Yancey, Josiah Nott, J. Marion Sims, James Birney, Leroy Pope Walker, Clement Comer Clay, and his son Clement Claiborne Clay. Others are less familiar today, but were leaders of their towns and cities. Names were culled from various censuses and tax records, and put into a database that included age, marital status, children, real property, personal property, and slaveholding. In total, the database included 453 names. The study also mined a rich vein of primary source material from the very articulate professional community. Objects of Confidence and Choice indicated that professionals were not a social class but a community of institution builders. In order to refine this conclusion, a more targeted investigation of professionals in a single antebellum Alabama town will be needed. -

CONCLUSION .................................................................. 905 The Supreme Court of Alabama opened its first term on May 8, 1820 at Cahaba, the site designated as the new state’s first seat of government. The court was born then and there, but it had been conceived the previous year in Huntsville, then the territorial capital.1 I. PROCEEDINGS IN HUNTSVILLE, 1819 The movement toward statehood in the Alabama Territory, created in 1817 when Mississippi was admitted as a state, formally began in March 1819 with congressional passage of the Enabling Act. That Act authorized the people of the territory to adopt a constitution and enact laws providing for a state government. Pruitt, Jr.** During the twentieth century Alabama's Constitution of 1901 proved resistant to change. At the turn of the century, the constitution emerged from a predominately small-town, rural society and a political order controlled by a Democratic Party committed to white supremacy. Over the course of the seven decades that followed, amid the Great De- pression, World War 11, and the Civil Rights struggle, leaders of the state's social and political order appealed to the legitimacy the constitu- tion represented to justify the status quo.' Ultimately, with the support of the United States Supreme Court and the federal judiciary, the na- tional government, and Northern public opinion, African-Americans overcame the Alabama Constitution's sanction of Jim Crow.' This was a case of forced change. Alabamians revealed, however, a greater facil- ity for adapting the constitution to changing times in the campaign to reform the state's judicial system which lawyers organized under the - - - - University Research Professor of History and Law, The University of Alabama. Smith ALL RIGHTS RESERVED ABSTRACT Much has been written about two-year education in Alabama during the governorships of George C. Wallace, but little about two-year education prior to his first inauguration in 1963. Yet nearly a third of the forty-three junior, technical, and community college institutions that eventually formed the Alabama Community College System had been established prior to 1963. This study reviews the major types of two-year colleges (historically black private junior college, public trade schools, and public junior colleges) established in Alabama from 1866 to 1963 by drawing upon case studies of institutional founding based upon primary document analysis. Alabama’s first two-year institution was Selma University established in 1878 by the Alabama Colored Baptist Convention. Selma University operated as a private junior college for the newly freed slaves hungry for education. The first public two-year institution was the Alabama School of Trades, founded in Gadsden in 1925, which offered vocational education courses. A second trade school was established using federal vocational aid money in Decatur to produce trained workers to support the World War II war efforts. -

Michael Hogan The Pennsylvania State University Abstract This essay seeks to account for the persuasive appeal of George C. Wallace’s campaign rally addresses. The firebrand southern governor and perennial presidential candidate drew a large national following in the late 1960s and early 1970s with speeches that defied all the rules and norms of presidential politics. Yet they invoked passionate commitment within an especially disaffected segment of the American electorate. Utilizing survey date, this essay challenges the conventional portrait of Wallace and the Wallacites, demonstrating that Wallace’s appeal was rooted not so much in conservative politics as in feelings of political alienation, persecution, and pessimism. Accounting for the Wallace phenomenon in terms of a classic, Hofferian theory of social protest, the essay concludes by reflecting on the parallels between Wallace and Donald J. In 1964, George Wallace became a national figure when he launched his first campaign for the presidency with little money, no campaign organization, and an impressive array of critics and adversaries in the media, the churches, the labor movement, and the political mainstream.1 Surprising almost everybody, he showed remarkable strength in northern Democratic primaries and focused attention on his favorite target: the Civil Rights Act of 1964. In 1968, Wallace faced the same barriers and more. His decision to run as a third-party candidate added the challenge of a political system rigged to favor the two major-party candidates.2 Despite those obstacles, Wallace tallied 10 million votes—the most popular votes ever for a third party candidate in U.S.
