Barring last-minute changes, Likud is set to hold the ministries of finance, health, public security, transportation, intelligent services, environmental protection, Jerusalem affairs & heritage, regional cooperation, energy, and Knesset speakership. Likud partners Shas, United Torah Judaism, and Gesher are slated to hold interior, construction, and social equality ministers. Blue and White, party leader Gantz will serve as defense minister and former IDF Chief of Staff Gabi Ashkenazi will be named foreign minister. In addition to the ministries of justice, communications, tourism, science, agriculture, immigration absorption, diaspora affairs, social equality, and minority affairs. Blue and White partners Labor leader Amir Peretz and MK Itzik Shmuli will be named the economy and welfare ministers. See also ‘‘Netanyahu Informs Rivlin He Has Formed a Government’’ (Jerusalem Post) Times of Israel Netanyahu, Bennett Fail to Agree on Yamina Joining Gov Prime Minister Netanyahu and Yamina party chief Naftali Bennett failed to reach an agreement on the latter’s entry into the incoming government, with the two sides continuing to quarrel over what positions Yamina lawmakers would receive in the coalition. Bennett and Netanyahu were scheduled to meet in person but ended up speaking by phone, with Yamina charging that the Prime Minister’s Office was “unwilling” to schedule a face-to-face meeting. The phone call came ahead of the scheduled swearing-in of the government, with Yamina threatening to bolt for the opposition as the talks with Likud drag on. Bennett, outgoing defense minister, demanded the health and transportation ministries, and the chairmanship of the Knesset’s powerful Law, Constitution and Justice Committee. See also ‘‘Bennett Heads to the Opposition With Qualms as Ally Splits From Right-wing Slate’’ (Ha'aretz) Ynet News AG Files Police Complaint over Death Threats Attorney General Avichai Mandelblit has filed a complaint with police yesterday after receiving threats and abusive messages on his phone throughout the night and morning. A Justice Ministry statement said that Mandelblit received threats mainly through text messages in the last day. "These harassments and threats, apparently organized, continued throughout the night and morning. The harassment included threats, and hateful and incitement speech," read the statement. Senior judiciary officials estimated last weekend that Prime Minister Benjamin Netanyahu's supporters will escalate the attacks on the attorney general as the prime minister's trial approaches, mainly through social media. 2 Arutz Sheva Pompeo: Only Israel Will Decide on Sovereignty US Secretary of State Mike Pompeo told the Israel Hayom newspaper following his diplomatic meetings with Israeli officials that "Israel has the right and the duty to make a decision regarding sovereignty in Judea and Samaria." The Secretary of State said that Gantz and Netanyahu, if they wished, could promote a sovereignty move. "They will have to find the way forward together. I reminded them that in the end - this is an Israeli decision. They will have both the right and the duty to make a decision on how they intend to do it." "We talked about ways to advance the peace plan, Trump's vision of peace. We talked not only about the issue of annexation, but about many other issues related to it - how to deal with all parties involved, and how to make sure the move is done properly to bring about a result in accordance with the vision of peace,” the US Secretary of State concluded. Satellite images from the area captured May 12 by ISI show bulldozers at the entrance of a 15-foot-wide structure on the northwestern edge of the base, the agency said. Images from April 1 show an excavator and bulldozers near the new construction site. The length of the constructed tunnel remains unknown, with ISI assessing that the structure will not be significantly long due to the rigid terrain in the region. According to ISI, the tunnel is fit to be used as a storage facility for vehicles carrying advanced missile weaponry and provide shelter to its operators. See also ‘‘Nasrallah: Israeli Strikes Won’t Push Iran out of Syria’’ (Times of Israel) Jerusalem Post Pompeo Puts Bibi on the Spot Over China and Coronavirus Israel is a transparent partner in fighting the coronavirus pandemic, unlike other countries, US Secretary of State Mike Pompeo said in a barely-veiled reference to China during statements to the press with Prime Minister Benjamin Netanyahu in Jerusalem on Wednesday. Touting “Israeli technology and Israeli medical expertise” and the possibility for cooperation between the US and Israel to save lives, Pompeo then added: “You’re a great partner, you share information, unlike other countries that obfuscate and try to hide that information – and we’ll talk about that country, too.” Netanyahu chuckled, interjecting: “The most important thing is generating that information and then sharing the information.” This was the only time during their public statements in which Netanyahu interrupted Pompeo. Israel announced the formation of a committee in October to review foreign investments, but its work is not transparent, its purview is extremely limited, and it does not have the authority to stop any deals, among other weaknesses, leading US officials to lament that it is insufficiently robust. 3 Jerusalem Post Haniyeh: Hamas Can Kidnap More Israeli Soldiers Hamas leader Ismail Haniyeh threatened that the Gaza-based terrorist organization can still kidnap more Israeli soldiers, Channel 12 reported. Speaking to Al Jazeera in an interview, which was held in honor of the 72nd anniversary of the Nakba, was held in Doha, the capital of Qatar, as the Hamas leader has not returned to the Gaza Strip in the last two months. The comment came while he was discussing the prisoner exchange negotiations between Hamas and Israel, as he added that he was still waiting for a breakthrough. "We can increase our loot, our hand is strong," he said, implying that Hamas has the ability to kidnap more soldiers, which can be used as bargaining chips in following negotiations. It was reported last week that Hamas is demanding the release of all ex-prisoners who were re-arrested by Israel after they were released in the 2011 prisoner exchange that freed Gilad Schalit. I24 News Talks Over Reopening Ben Gurion Airport by June 1 Israeli authorities are reportedly holding discussions over possibly reopening Tel Aviv's Ben Gurion Airport to full capacity June 1 as coronavirus cases across the country continue to decline. According to Hebrew-language broadcaster Channel N12, Israel may allow visitors from so-called "green countries" to enter the country after being subjected to a number of Health Ministry protocols. Those on the “green countries" list are nations with relatively low rates of coronavirus infections and have laws requiring the use of personal protective equipment. The emerging plan will also require Israelis to alert Health Ministry officials that they are traveling outside the country and will be subjected to health checks before their departure and once again when they return. Tourism in Israel has been severely crippled since the outbreak of COVID-19 in mid-March, with hotel, restaurant and airline representatives pleading with the government to provide additional relief to their struggling industries and urging fewer restrictions of the freedom of movement. 4 Yedioth Ahronoth– May 14, 2020 Good Luck to Us All By Ben-Dror Yemini ● The government that is to be sworn into office this evening is a far cry from being what most Israelis would consider to be their dream government. It is inflated, it is wasteful, and it’s unclear if it has any ideology. It is all about seats. The opponents of this government found it hard to believe that it would ever get sworn into office. It’s all a sham, they said. This evening we’ll find out if they were right. The new government will be sworn into office after an excessively lengthy period of a vicious, divisive and abusive public conversation. None of the people who led this public conversion are exempt from responsibility. No debate was held about issues of substance. The State of Israel was divided over a single solitary issue: yes Bibi or no Bibi. Even the deal of the century was not given a proper debate. The person most responsible for this is Binyamin Netanyahu. A good part of this violent public conversation emanated from the house in which he lives, with curses that poisoned the air and increased hatred.

Columbia University Graduate School of Arts and Sciences Human Rights Studies Master of Arts Program Silencing “Breaking the Silence”: The Israeli government’s agenda respecting human rights NGOs activism since 2009 Ido Dembin Thesis Adviser: Prof. Yinon Cohen Submitted in partial fulfillment of the requirements for the degree of Master of Arts 12 September, 2018 Abstract This research examines a key aspect in the deterioration of Israeli democracy between 2009-2018. Mainly, it looks at Prime Minister Benjamin Netanyahu's Right-wing governments utilization of legislative procedure to limit the right to free speech. The aspects of the right to free speech discussed here pertain to dissenting and critical activism against these government’s policies. The suppression of said right is manifested in the marginalization, delegitimization and ultimately silencing of its expression in Human Rights NGOs activism. To demonstrate this, the research presents a case study of one such NGO – “Breaking the Silence” – and the legal and political actions designed to cause its eventual ousting from mainstream Israeli discourse. The research focuses on the importance and uniqueness of this NGO, as well as the ways in which the government perceives and acts against it. First, it analyzes the NGO’s history, modus operandi and goals, emphasizing the uniqueness that makes it a particularly fascinating case. Then, it researches the government’s specific interest in crippling and limiting its influence. Finally, it highlights the government’s toolbox and utilization thereof against it. By shining a light on this case, the research seeks to show the process of watering down of a fundamental right within Israeli democracy – which is instrumental to understanding the state’s risk of decline towards illiberal democracy.

This picture, whether in a film, on a poster, or in reality, is one of Tel Aviv, the self-proclaimed “Gay Capital of the Middle East.”1 It is the most popular and well-known image of the Israeli LGBT community. The history of LGBT rights in Israel predates that of many Western nations, including the United States. Israeli gay rights ensure that all LGBT citizens receive many of the same rights to their heterosexual counterparts, albeit with less publicized shortfalls in terms of health, edu- cation and welfare laws. The greatest exception and the most significant encroachment of faith onto the legality of homosexuality is in the lack of legal gay marriage in Israel. Alongside their crafting of legal rights, the Israeli government has invested heavily in the coastal city of Tel Aviv, rebranding it as a globally recognized “gay destination.” This effort resulted in a fiscally beneficial gay tourism industry and a more positive international reputation for Israel.

  • Israel and Overseas: Israeli Election Primer 2015 (As Of, January 27, 2015) Elections • in Israel, Elections for the Knesset A
Israel and Overseas: Israeli Election Primer 2015 (As of, January 27, 2015) Elections In Israel, elections for the Knesset are held at least every four years. As is frequently the case, the outgoing government coalition collapsed due to disagreements between the parties. As a result, the Knesset fell significantly short of seeing out its full four year term. Knesset elections in Israel will now be held on March 17, 2015, slightly over two years since the last time that this occurred. The Basics of the Israeli Electoral System All Israeli citizens above the age of 18 and currently in the country are eligible to vote. Voters simply select one political party. Votes are tallied and each party is then basically awarded the same percentage of Knesset seats as the percentage of votes that it received. So a party that wins 10% of total votes, receives 10% of the seats in the Knesset (In other words, they would win 12, out of a total of 120 seats). To discourage small parties, the law was recently amended and now the votes of any party that does not win at least 3.25% of the total (probably around 130,000 votes) are completely discarded and that party will not receive any seats. (Until recently, the “electoral threshold,” as it is known, was only 2%). For the upcoming elections, by January 29, each party must submit a numbered list of its candidates, which cannot later be altered. So a party that receives 10 seats will send to the Knesset the top 10 people listed on its pre-submitted list.

The Atkin Paper Series ‘The People Demand Social Justice’: How the Israeli Social Protests Ignored the Palestinian Issue, and the Road Ahead Talia Gorodess, ICSR Atkin Fellow July 2013 About the Atkin Paper Series Introduction Thanks to the generosity of the Atkin Foundation, the International Centre for the Study of Radicalisation and Political Violence (ICSR) offers young leaders from Israel and his paper aims to shed light on the largest civil awakening in Israel’s history – the Arab world the opportunity to come to London for a period of four months. These have influenced Israel’s “state of mind”, a concept, as vague as it may initially seem, that is far from being novel in either daily or psychological discourse; yet relatively unexplored in political studies. It has been mostly used in constructivist theory as a disposition, produced by opinion\preference formation and socialization; a result of skill developing and political learning, which consists of sensitivity, concern enabling the perception\rating of issues and the targeted identification of problems.

  • In Search of a Viable Option Evaluating Outcomes to the Israeli-Palestinian Conflict
Policy Report In Search of a Viable Option Evaluating Outcomes to the Israeli-Palestinian Conflict A report by Dr. Shira Efron and Evan Gottesman, with a foreword by Ambassador Daniel B. Shapiro Is the two-state solution still possible? Are other frameworks better or more feasible than two states? This study seeks to answer these questions through a candid and rigorous analysis. Is there another viable outcome? While the two-state model deserves to be debated on its merits, and certainly on its viability, pronouncements of this formula’s death raise the question: if not two states, then what? About the Study The two-state solution has been widely criticized from the right and the left as an idea whose time has passed and been overtaken by facts on the ground. As a result, many other models for the Israeli-Palestinian conflict have been advanced, from one-state formulas to confederation outcomes to maintaining the status quo indefinitely. How do these proposals for the Israeli-Palestinian conflict — including the recently released Trump plan — measure up against key criteria, like keeping Israel Jewish and democratic, providing security, and ensuring feasibility? Is there a model that fits the needs of both parties while being realistic in practice? This comprehensive study of potential outcomes for the Israeli-Palestinian conflict assesses the strengths and weaknesses of different plans, and trains a critical eye on whether a two-state solution is still possible, concluding that despite the heavy lift it will take to implement, a two-state outcome is not only possible but the only implementable plan that maintains Israel as Jewish and democratic.
